Groundwater Monitoring Report Circle K 2705112 Page iv EXECUTIVE SUMMARY ATC has completed a Corrective Action Performance Report at the Circle K Store 2705112, located at 9501 University City Boulevard, in Charlotte, Mecklenburg County, North Carolina. Assessment activities conducted in July and August of 2023 included a 96-hour Mobile Multi- Phase Extraction (MMPE) event, confirmation gauging, and a groundwater sampling event activities in accordance with the Pre-Approval Task Authorization (PATA) number 18297.03, approved on May 11, 2023. The site is currently an active convenience store and gas station with petroleum, retail, and operates three 10,000-gallon gasoline underground storage tanks (USTs) and one 10,000-gallon diesel UST. A release from the UST system was reported on 1992. Water supply wells have not been identified within 1,500-feet of the property. Results of previous and current assessment activities indicate the following:  The nearest surface water body is an unnamed pond, located approximately 1,600 feet to MW-the south of the source area  Light nonaqueous phase liquid (LNAPL) is present, and has ranged in thickness from 0.06 to 0.95 feet in two wells.  The MMPE event generated approximately 4,770 gallons of fluids, including approximately 8 gallons of free-phase LNAPL, and recovered approximately 97.54 gallons of volatile organic compounds (VOCs) as vapor.  Prior to the MMPE event, LNAPL was measured at 0.06 feet in MW-8, and 0.95 feet in MW-10.  LNAPL was measured in MW-8 at 0.52 and in MW-10 at 0.14 feet two weeks after the MMPE event.  Monitoring wells ATC-MW-1, MW-1, MW-6, MW-7, and MW-9 contained multiple petroleum constituents in excess of the 2L Standards.  Petroleum constituents were not detected above the laboratory detection limits in well MW-5. Based on the findings of the current and previous site activities, ATC recommends the following:  In approximately three months (December 2023), conduct another MMPE event, utilizing wells MW-1, MW-8, and MW-10 as target extraction wells.  Complete a comprehensive groundwater monitoring event and report findings in a Corrective Action Performance Report. The Circle K 2705112 facility is located at 9501 University City Boulevard, in Charlotte, Mecklenburg County, North Carolina (site). Summaries of UST system and owner/operator information is included in Table 1 and Table 2. A site vicinity map with topographic features is included as Figure 1. The site is currently operated by Circle K Stores, Inc. as a convenience store and gas station with petroleum retail. During field activities, the site was observed to be developed with one single- story building, four active underground storage tanks (USTs), and one fuel canopy with two dispenser islands and four different dispensers. Site features are illustrated on Figure 2. These assessment activities were conducted in accordance with the Pre-Approval Task Authorization (PATA) number 18297-03, approved on May 11, 2023. 2.0 SITE CHARACTERIZATION AND HISTORY The site is currently utilized as an active convenience store and gas station. The majority of the site is covered by impervious surfacing (i.e. buildings, asphalt, concrete, etc.). Adjoining to the west is John Kirk Drive is Park Road, apartment buildings to the north, and east, and University City Boulevard to the south. To the south is a commercial shopping center, and to the west is University of North Carolina Charlotte The UST system consists of three 10,000-gallon gasoline USTs and one 10,000-gallon diesel UST, with two associated dispensing islands. According to information obtained from the NCDEQ “UST Registry Database”, the USTs were installed in 1984. The site is at an elevation of approximately 730feet above mean sea level. The general topography of the site is relatively flat. Surface drainage generally follows the grade of the site and ultimately discharges to a storm sewer system and/or swales. 2.1 Receptor Survey During previous assessment activities, in 1999 CRA Services conducted a receptor survey to identify water supply wells, surface water bodies, and other potential receptors within 1,500-feet of the source area. The receptor survey included reviewing a United States Geological Survey (USGS) 7.5-Minute Quadrangle Topographic Map (Figure 1) to identify possible surface water bodies in the vicinity, issuing questionnaires to property owners within 500 feet of the source area, and conducing a vehicular reconnaissance. During the receptor survey, CRA Services did not identify water supply wells within 1,500-feet of the property. According to the topographic map, the nearest surface water body is an unnamed pond located approximately 1,600 feet to the south of the source area. Groundwater Monitoring Report Circle K 2705112 Page 7 Underground utilities are present on site, however they do not intersect the water table based on measured depth to water in site monitoring wells. 2.2 Site History In 1992, Shield, Environmental Associates conducted an Interim Site Assessment (ISA) in response to a reported leak. During the ISA field activities, Shield installed five monitoring wells throughout the site. Presently, monitoring Wells 1 and 5 are currently still active. MW-2 and 3 cannot be located on the property due to possible construction. Well 4 has an obstruction in it at approximately 10.25 feet below ground surface (bgs) that prevents access to the groundwater. During the 1992 ISA, Benzene, Toluene, Ethylbenzene, and Xylenes (BTEX) were detected above 2L Standards in well MW-1, MW-2, MW-3, and MW-5. Fluor Daniel GTI, Inc. was contracted by BP Oil Company to conduct a Limited Site Assessment in September 1996. During the LSA monitoring wells 1 and MW-5 were sampled and analyzed for Volatile Organic Compounds (VOCs) via EPA Method 601, BTEX, Isopropyl ether, and Methyl- tert-butyl ether (MTBE) via EPA Method 602, Ethylene dibromide (EDB) via 504.1, Semi-Volatile Organic Compounds (SVOCs) via EPA Method 625, and Lead via EPA Method 239.2. BTEX, MTBE, and Napthalene were detected above 2L Standards. A receptor survey was also conducted during 1996 LSA where no water supply wells were identified within 1,500 feet of the property, and a unnamed pond was located 1,800 feet to the south of the site. Potential pathways were identified for the petroleum hydrocarbons as being absorbed into the soil, as possible vapor, dissolved and some liquid phase. In December 2021, ATC completed limited site check activities associated with the Unleaded and Diesel spill buckets, which reportedly failed hydrostatic testing and were suspected to have contributed to a release at the site. Soil sampling associated with the Diesel spill bucket indicated Total Petroleum Hydrocarbons - Gasoline Range Organics (TPH-GRO) and TPH - Diesel Range Organics (DRO) were detected at concentrations in excess of the applicable NCDEQ Action Levels. A release was reported associated with the diesel fuel spill bucket. On June 15, 2022, ATC personnel conducted a groundwater sampling event prior to the Mobile Multi-Phase Extraction (MMPE) event that took place in July 2022. During the groundwater sampling event ATC-MW-1 and MW-5 was sampled and analyzed for VOCs via EPA Method 6200. LNAPL was measured on MW-1 at 2.95 feet thick and was not sampled for groundwater. ATC-MW-1 had BTEX and various other petroleum related contaminates exceed State 2L Standards for groundwater. Summary of ATC collected groundwater results are depicted in Table 4, LNAPL and Groundwater liquid levels are depicted in Table 5. In August and September 2022, ATC personnel installed three Type II monitoring wells, and a groundwater sampling event. During the groundwater monitoring event, LNAPL was measured at 0.06 feet in ATC-MW-1-MW-1, 0.80 feet in MW-1, and 1.00 feet in MW-8. Benzene, was detected above the Gross Contamination Level (GCL) in monitoring well MW-6, and above North Carolina 2L Groundwater Quality Standards as defined in Title 15A, NCAC, Subchapter 2L, Part .0202 (2L Groundwater Monitoring Report Circle K 2705112 Page 8 Standard) in wells ATC-MW-1, MW-5, MW-6, and MW-7 various Volatile Organic Compounds (VOCs) were detected above 2L Standards. On January 2, 2023, ATC supervised the installation of two Type II monitoring wells MW-9 and MW-10 to evaluate the presence of LNAPL and GCL exceedances to the east of the source area. ATC contracted with Environmental Drilling and Probing Services (EDPS) a North Carolina certified well contractor, to drill and install the monitoring wells. The borings were drilled using a Geoprobe 7700 track-mounted drill rig using hollow stem auger. Monitoring well locations are depicted on Figure 2. During January 23 through January 27, 2023, Advanced Environmental Services, Inc. (Advanced) located in Greensboro, North Carolina, mobilized to the site for performance of a 96-hour MMPE event, using monitoring wells MW-1, MW-8, and MW-10 as the target extraction wells. ATC was on site to record liquid level data from the extraction wells and supervise system set up and initiation. Prior to starting the MMPE event, LNAPL was measured in wells MW-1 at 0.47, MW-8 at 1.51, and MW-10 at 0.53 feet thick. ATC personnel returned to the site on January 27, 2023, to supervise the MMPE shut down activities and record liquid level measurements from the extraction well. After the MMPE event was completed, no LNAPL was measured in well MW-1. A summary of liquid level data is included in Table 5 The MMPE system actively recovered free-phase LNAPL, contaminated groundwater, and soil vapors from monitoring wells MW-1, MW-8, and MW-10 for approximately 96 hours. System monitoring was provided by Advanced personnel. Over the course of the 96-hour event, approximately 4,590 gallons of fluids were recovered from monitoring wells MW-1, MW-8, and MW-10. Approximately 8 gallons of free product was identified to have been removed after the event. Based on the emissions calculations provided by Advanced, 79.18 pounds (12.87 equivalent gallons) of petroleum hydrocarbons were recovered as vapor. 3.0 GEOLOGIC FRAMEWORK 3.1 Site and Regional Geology According to the 1985 “Geologic Map of North Carolina”, the site lies in the Charlotte Belt of the Piedmont Physiographic Province of North Carolina, which is composed of foliated to massive granitic rock characterized by metagabbro, metadiorite, and mafic plutonic-volcanic complexes. The unit is locally referred to as Metamorphosed Mafic Rock. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. Occasional areas containing recent deposits of alluvium in the uppermost subsurface are found near streams and rivers. Saprolite and PWR typically contain some relict structures from the original rock material. The soils are typically saprolitic and are formed by in-place weathering of bedrock and the subsequent breakdown of associated minerals. Surficial soils observed at the site by ATC during drilling activities reportedly consisted of silty clay with sand to depths of approximately 10-feet below Groundwater Monitoring Report Circle K 2705112 Page 9 grade. Partially weathered rock with dense silty sand was encountered from depths of approximately 10 to 38-feet below grade. Competent rock was encountered from approximately 38-feet to 60-feet below grade, with water-producing fractures encountered between approximately 50 to 60-feet below grade. 3.2 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50-feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Depth to groundwater in site monitoring wells with no history of LNAPL has ranged from approximately 13 to 23 ft-bgs. Depth to groundwater in the source area has ranged from approximately 17.5 to 31.5 ft-bgs, and is displaced by the presence of LNAPL ranging in thickness from 0.53 feet to 2.95 feet, not including measurements recorded at the conclusion of MMPE events. The bedrock fractures or other planar features of the Piedmont Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont, likely including any which may be in the site vicinity, are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water- bearing fractures are encountered. 3.3 Hydrogeologic Investigation During the CSA, three rising-head slug tests were performed in Type II monitoring wells MW-2 and MW-3, and Type III monitoring well TW-1. The hydraulic conductivity in the shallow aquifer zone was calculated to range from 0.1953 feet/day to 0.7581 feet/day. Based on this data, the average hydraulic conductivity in the shallow aquifer zone was calculated to be 0.4767 feet/day. The hydraulic conductivity in the deep aquifer zone was calculated to be 0.254 feet/day. Seepage velocity was calculated using the approximate horizontal hydraulic gradient between monitoring wells MW-4 and MW-2 of 0.018 feet/foot and the calculated average shallow hydraulic conductivity of 0.4767 feet/day. The assumed effective porosity value of 40% for a sandy silt Groundwater Monitoring Report Circle K 2705112 Page 10 material with partially weathered rock was obtained from the AQTESOLV website. The calculated seepage velocity was 7.83 feet/year. 4.0 CORRECTIVE ACTION AND ASSESSMENT 4.1 Mobile Multi-Phase Extraction Event During July 24 through July 28, 2023, Advanced Environmental Services, Inc. (Advanced) located in Greensboro, North Carolina, mobilized to the site for performance of a 96-hour MMPE event, using monitoring wells MW-1, MW-8, and MW-10 as the target extraction wells. ATC was on site to record liquid level data from the extraction wells and supervise system set up and initiation. Prior to starting the MMPE event, LNAPL was measured in wells MW-8 at 0.06 and MW-10 at 0.95 feet thick. ATC personnel returned to the site on July 28, 2023, to supervise the MMPE shut down activities and record liquid level measurements from the extraction well. After the MMPE event was completed, no LNAPL was measured in well MW-1. A summary of liquid level data is included in Table 5 The MMPE system actively recovered free-phase LNAPL, contaminated groundwater, and soil vapors from monitoring wells MW-1, MW-8, and MW-10 for approximately 96 hours. Based on the emissions calculations provided by Advanced, 600.06 pounds (97.54 equivalent gallons) of petroleum hydrocarbons were recovered as vapor. A copy of the MMPE report provided by Advanced, including the disposal manifest, is included in Appendix B. 4.2 Liquid Level Measurements On August 17, 2023, ATC conducted a subsequent groundwater sampling event to evaluate the effectiveness of the MMPE event. Monitoring wells ATC-MW-1, MW-1 through MW-10. were gauged for liquid levels and total well depths prior to sampling activities using an oil/water interface probe (IP). LNAPL was measured in wells MW-8 at 0.52 and MW-10 at 0.14 feet thick. Monitoring well construction information, current and historical liquid level information is included in Table 5. 4.3 Groundwater Sampling Results On August 17, 2023, ATC collected groundwater samples from wells ATC-MW-1, MW-1 through MW-10. Free product was measured in wells MW-8 and MW-10 and no samples were collected from these wells. Groundwater samples were placed into laboratory provided containers, sealed and labeled, placed into an ice-filled cooler, and submitted under chain of custody protocol to Waypoint for analysis by EPA Method 6200B for select VOCs. The wells were purged prior to sample collection using new, disposable PVC bailers or a decontaminated submersible pump and new tubing, while wearing new, disposable nitrile gloves. Purging was accomplished by removing approximately three well volumes or until the well was purged dry and allowed to recharge. Upon sample collection, water quality parameters were measured and recorded in the field notes. A copy of the applicable field notes are included in Appendix A. Groundwater Monitoring Report Circle K 2705112 Page 11 Groundwater samples were placed into laboratory provided containers, sealed and labeled, placed into an ice-filled cooler and submitted under chain of custody protocol to Pace for analysis by Standard Method 6200B for VOCs and oxygenates. Groundwater analytical results were compared to GCLs and 2L Standards. Results from the sampling events indicated the following:  Benzene was the only contaminate that was detected above the GCL standard.  LNAPL was measured at 0.52 feet in MW-8 and 0.14 feet in MW-10.  Monitoring wells ATC-MW-1, MW-1, MW-6, MW-7, and MW-9 contained multiple petroleum constituents at concentrations over 2L Standards, specifically benzene, ethylbenzene, xylenes, MTBE, naphthalene, isopropylbenzene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene.  Oxygenates tert-amyl alcohol (TAA) tert-Butyl Alcohol (TBA) was detected over the 2L Standards in wells ATC-MW-1, MW-1 MW-6, MW-7, and MW-9.  Well MW-4 has an obstruction within the well that could not be gotten past during the sampling event, and there for was not sampled. A summary of current and historical groundwater analytical data is provided in Table 4. The laboratory analytical report is included as Appendix C. 5.0 CONCLUSIONS AND RECOMMENDATIONS During July and August 2023, ATC conducted assessment activities for the Circle K Store 2705112, located at 9501 University City Boulevard, in Charlotte, Mecklenburg County, North Carolina. Assessment activities included a MMPE event and a groundwater-sampling event after the MMPE. During the subsequent groundwater monitoring event and site wide gauging activities, LNAPL was measured at 0.52 in MW-8 and 0.14 feet in MW-10. Groundwater samples were not collected from these wells due to the presence of LNAPL. Groundwater samples collected in August 2023 indicated Benzene was above the GCL standard in ATC-MW-1, MW-1, MW-6, MW-7, and MW-9. Monitoring wells ATC-MW-1, MW-1, MW-6, MW- 7, and MW-9 contained multiple petroleum constituents at concentrations over 2L Standards, specifically benzene, ethylbenzene, xylenes, MTBE, naphthalene, isopropylbenzene, 1,2,4- trimethylbenzene, and 1,3,5-trimethylbenzene. Based on the findings of the current and previous site activities, ATC recommends the following: Groundwater Monitoring Report Circle K 2705112 Page 12  Conduct a MMPE event, utilizing wells MW-1, MW-8, and MW-10 as target extraction wells.  Complete a comprehensive groundwater monitoring event and report findings in a Corrective Action Performance Report. 6.0 LIMITATIONS This report has been prepared for the exclusive use of Circle K Stores Inc. for specific application to the referenced site in Charlotte, North Carolina. The assessment was conducted based on the scope-of-work and level of effort requested by the NCDEQ and with resources adequate only for that scope-of-work. Our findings have been developed in accordance with generally accepted standards of geology and hydrogeology practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. Additionally, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No additional information can be logically be inferred from these data. The MMPE system was active for 96.0 hours. During the event vacuum at the recovery pump ranged from 25.0 to 26.0 inches of mercury (hg) and stabilized at approximately 25.0 inches of mercury. Airflow rates ranged from 950 to 1,000 feet per minute and stabilized at approximately 1,000 feet per minute. System temperature ranged from 114.0 – 136.0 degrees F and humidity ranged from 44.0 to 66.0 percent. Field gauged volatile organic compounds (VOC’s) decreased from 31,000 to 5,100 parts per-million (PPM) throughout the event. Groundwater / Product Mix Recovered: During the event a total of 4,770 gallons of product/water mix were removed from the site and properly disposed at a certified North Carolina disposal facility. Approximately 8 gallons product was identified in the tanker following the event. Total fluids recovered, was measured based on stick readings conducted during and following the event. Based on 96.0 hours of operation and a total of 4,770 gallons recovered, the average groundwater recovery rate was calculated to be approximately 49.68 gallons per hour. Events Results: Based on mass-removal calculations 600.06 pounds or 97.54 gallons of VOC’s were removed as vapor. Following the event, no free product was identified in any well.
