(BP) affiliated company, Arcadis G&M of North Carolina, Inc. (Arcadis) personnel performed the annual groundwater sampling of monitoring wells associated with Former BP Facility #528 located at 2832 North Tryon Street in Charlotte, Mecklenburg County, North Carolina (the Site) on August 9, 2023. The objective of the groundwater monitoring and sampling program is to confirm stable or decreasing concentrations of dissolved-phase chemicals of concern (COCs) and to maintain compliance with the Risk-Based Assessment and Corrective Action for Petroleum Underground Storage Tanks (USTs) (Title 15A NCAC 2L.0400). On August 9, 2023, Arcadis completed annual groundwater monitoring at the Site. Three (3) groundwater monitoring wells (MW-1, MW-2, and MW-3) and one (1) observation well (OW-2) were gauged to determine depth to water (DTW) and depth to product (DTP), if present. Twelve (12) monitoring and observation wells (MW-4, MW-5, MW-6, MW-7, MW-9, MW-11, MW-12, MW-13, MW-17, MW-18, MW-19, and OW-3) were not located during this sampling event and are presumed to be destroyed. One (1) observation well (OW-1) was not located during this sampling event. DTW ranged from 12.76 feet below top of casing (btoc) at monitoring well MW-3 to 16.75 feet btoc at monitoring well OW-2. Free product was not detected at the site on August 9, 2023. On August 9, 2023, groundwater samples were collected from groundwater monitoring wells OW- 2. Concentrations in Bold exceed the applicable North Carolina GCL Standard Dissolved-phase COC concentrations have remained stable compared to historical groundwater analytical data. Arcadis recommends continuing the annual groundwater monitoring and sampling program at the Site to evaluate the effectiveness of monitored natural attenuation. The next annual groundwater monitoring and sampling event is scheduled for September 2024. All groundwater monitoring and observation wells associated with the site will be gauged to check for free product and to Annual Groundwater Monitoring Report - 2023 arcadis.com ES-2 determine the potentiometric surface at the Site. Arcadis will sample groundwater observation well OW-2 for analysis of BTEX and MTBE by Standard Method 6200B. An Annual Groundwater Monitoring Report documenting the proposed activities for 2024 will be submitted to the NCDEQ for review and approval within 45-days of receipt of the laboratory analytical report. Annual Groundwater Monitoring Report - 2023 arcadis.com 3 1.0 SITE HISTORY AND CHARACTERIZATION Former BP Facility #528, located at 2832 North Tryon Street, Charlotte, Mecklenburg County, is currently operating as a Race Track retail gas station and includes a convenience store building, four (4) dispenser islands and an UST area. Three (3) 10,000-gallon USTs currently exist at the Site. The USTs were originally installed in February 1990 and include: one (1) premium unleaded, one (1) mid-grade unleaded and one (1) regular unleaded. Shree Laxmi Realty Corporation currently owns and operates the service station. The Site is approximately 0.82 acres and is covered by asphalt and concrete pavement. Four (4) 4,000-gallon USTs and vent lines were excavated and removed from the Site on or around July 19, 1989. During the UST removal, petroleum impacted soil was discovered indicating a release of gasoline product had occurred. The amount of the release is unknown. Impacted soils in the UST basin were excavated and new fiberglass reinforced USTs were installed in the same tank basin. A groundwater pump and treat remediation system was installed in 1990. The system operated from 1991 until 1996, at which time the Site was reclassified as Low Risk and the remediation system was shut down. The site’s geology is comprised of the Piedmont Physiographic Province of North Carolina, an area underlain by ancient igneous and metamorphic rocks. The virgin soils encountered in this area are the residual product of in-place chemical weathering of rock which was similar to the rock presently underlying the Site. In areas not altered by erosion or disturbed by human activity, the typical residual soil profile consists of clayey soils near the surface, where soil weathering is more advanced, underlain by sandy silts and silty sands. The boundary between soil and rock is not sharply defined. Results from inflow permeability tests, performed on December 18, 1989 by Law, were computed using techniques described in NAVFAC Soil Mechanics Design Manual 7.1, May 1982, Condition A, to estimate the hydraulic conductivity of the shallow aquifer at the Site. Inflow permeability tests indicated that the hydraulic conductivity ranges from 0.10 to 0.23 feet per day (ft/day) (Law, 1990). This site was moved from “Low” risk classification to “Intermediate” due to detection of benzene in monitoring wells above the NCDEQ Gross Contamination Levels (GCLs) during the May 1998 monitoring event. A site location map is presented as Figure 1 and a site map is shown as Figure 2. Annual Groundwater Monitoring Report - 2023 arcadis.com 4 2.0 FREE PRODUCT Gauging activities performed at the Site on August 9, 2023, did not indicate the presence of free product. Free product has historically been observed in groundwater monitoring well MW-6 at a maximum apparent thickness of 0.45 feet on July 20, 2011. Free product was detected at the site on August 23, 2018 at MW-6 at an apparent thickness of 0.10 feet. Arcadis personnel completed monthly free product gauging and bailing events on September 19, 2018, October 11, 2018 and November 7, 2018. The results of the monthly free product gauging and bailing activities indicated the following: • Free product was not detected at monitoring well MW-6 on September 19, 2018. • Free product was not detected at monitoring well MW-6 on October 11, 2018. • Free product was not detected at monitoring well MW-6 on November 7, 2018. Historical free product gauging information is presented in Appendix A. Annual Groundwater Monitoring Report - 2023 arcadis.com 5 3.0 GROUNDWATER MONITORING 3.1 Groundwater Gauging On August 9, 2023, Arcadis G&M of North Carolina, Inc. (Arcadis) personnel completed annual groundwater monitoring at the Site. Three (3) groundwater monitoring wells (MW-1, MW-2, and MW-3) and one (1) observation wells (OW-2) were gauged to determine depth to water (DTW) and depth to product (DTP), if present. Twelve (12) monitoring and observation wells (MW-4, MW-5, MW-6, MW-7, MW-9, MW-11, MW-12, MW-13, MW-17, MW-18, MW-19, and OW-3) were not located during this sampling event and are presumed to be destroyed. One (1) observation well (OW-1) was not located during this sampling event. Gauging was conducted with an oil/water interface probe (IP) prior to purging and sampling to determine DTB, DTW, and DTP, if present. The IP and attached tape, marked in 0.01-foot increments, were properly decontaminated before each use with Alconox soap and rinsed with distilled water. The DTW was measured from the marked survey point on the top of well casing (TOC). All measurements were recorded to the nearest 0.01-foot increment. Free product was not detected at any of the monitoring wells. DTW ranged from 12.76 feet below top of casing (btoc) at monitoring well MW-3 to 16.75 feet btoc at monitoring well OW-2. Monitoring and observation well construction details are included in Table 1. Groundwater elevation data for the August 9, 2023, monitoring events are presented in Table 2. Historical groundwater gauging data is provided in Appendix A. Potentiometric surface map using groundwater elevations from the August 9, 2023, gauging events is provided as Figure 3. The observed groundwater flow direction on August 9, 2023, is southeast which is consistent with historical depicted groundwater flow direction. 3.2 Groundwater Sampling On August 9, 2023, groundwater monitoring wells were purged of stagnant water to prepare for groundwater sampling. Prior to purging, the amount of water to be removed was calculated using the following formula: 3.1415 x r2 x (TD-DTW) x 7.481 = gallons of water (1 well volume) Where: r = radius of well (in feet) TD = total depth of well (in feet) DTW = depth to water (in feet) Groundwater samples obtained from the groundwater monitoring well were collected from disposable polyethylene bailers using new nylon rope. Groundwater samples were placed in laboratory-supplied containers and shipped on wet ice to TestAmerica Inc. in Pensacola, Florida, for analysis of Benzene, Ethylbenzene, Toluene, Xylenes (total) (BTEX), and methyl tert-butyl ether (MTBE) by Standard Method (SM) 6200B. Groundwater samples submitted for BTEX and MTBE analysis were collected in 3 glass VOA vials with HCL preservative. Annual Groundwater Monitoring Report - 2023 arcadis.com 6 The laboratory analytical reports and chain-of-custody records for the August 9, 2023, groundwater sampling events are included as Appendix B. 3.3 Groundwater Analytical Results Groundwater analytical data from the August 9, 2023, groundwater sampling event indicated the following: • Dissolved-phase concentrations of benzene were detected in concentrations exceeding the applicable North Carolina Gross Contaminant Level (GCL) standard of 5,000 µg/L in groundwater observation well OW-2 (6,350 µg/L). • Dissolved-phase concentrations of MTBE were detected in concentrations exceeding the applicable North Carolina GCL standard of 20,000 µg/L in groundwater observation well OW-2 (44,600 µg/L). Historical and current groundwater analytical results are presented in Appendix C. A dissolved phase concentration map is presented as Figure 4. Concentration contour maps are presented as Figures 5 and 6. Dissolved-phase COC concentrations remained stable compared to historical groundwater analytical data. Arcadis recommends continuing the annual groundwater monitoring and sampling program at the Site to evaluate the effectiveness of monitored natural attenuation. The next annual groundwater monitoring and sampling event is scheduled for September 2024. All groundwater monitoring and observation wells associated with the site will be gauged to check for free product and to determine the potentiometric surface at the Site. Arcadis will sample groundwater observation well OW-2 for analysis of BTEX and MTBE by Standard Method 6200B.
