Following demolition and UST removal in August of 2014, SM25 underwent development in 2019 and is currently an active fueling station and convenience store. Three underground storage tanks (USTs) were operated at the property beginning in 1978. The USTs were closed by removal in August 2014, including: two 12,000-gallon gasoline USTs and one 12,000-gallon diesel UST. 1.2 Previous Site Activities Edgerton Environmental Services, Inc. (EESI) conducted a Phase I initial site assessment of the North Tryon Street site in January and February 1990. The investigation involved the installation and sampling of three groundwater monitor wells (MW-1, MW-2, and MW-3) and a series of soil borings. The results of the Phase I investigation indicate both soil and groundwater contamination present at the site. Edgerton Environmental Services, Inc. performed a Phase II groundwater assessment in May of 1993 involving the installation of a seven additional shallow monitor wells and one deep monitor well at the North Tryon Street site (former Tenneco Store No. 519-31). A site location map is shown in Figure 1. Monitor well locations are shown in Figure 2. In order to abate the petroleum hydrocarbon contamination in the soils, a vacuum extraction system (VES) was installed at the site. The VES system was principally installed to remove the petroleum hydrocarbons from the soil, it also has a secondary effect of mitigating volatile organic contaminants in the groundwater. No free phase hydrocarbons were detected at the site. The VES operated under a 90-day variance permit from the Mecklenburg County Department of Environmental Management beginning in March 1991. A NORR was issued on October 27, 2003, listing the site as an “Intermediate” risk. At that time, Tenneco Oil Company was directed to proceed only with assessment, removal, and cleanup of contaminated soil and free product with thickness of ¼ inch or greater. To address the impacted soils issue, Sam’s Mart received PATA 11 approval in June 2014 for the removal of impacted soils during UST removal activities. During UST removal activities conducted in August of 2014, five areas were over-excavated in order to remove impacted soils. A total of approximately 213-tons of soil were excavated, loaded and transported offsite for proper disposal; the report was submitted to NCDEQ on January 8, 2015. From July 2015 to May 2020, Regenesis ORCx biosocks were installed in monitor wells MW-2R and MW-8 in order to reduce constituent levels below GCLs. A Feasibility Study was completed by Excel in August 2021, to review remediation of this incident by utilizing a substrate injection event for in-situ chemical oxidation to treat targeted contaminants. Excel completed installation of 10 injection points in August 2022 in the vicinity of MW-8R. The total depth of each injection well was 19 feet with 10 feet of slotted well screen and 9 feet of well casing. Refer to the attached Figure 4 for injection well locations. A UIC permit was submitted to NCDEQ and approved on April 12, 2022. Excel contracted ARM Environmental who mobilized to the site on February 20 through 24, 2023, to injected into the previously installed injection wells (I-1 through I-10) in the vicinity of MW-8R in order to reduce Constituents of Concern below GCLs. The injection wells were installed to a depth of 19 feet below grade level utilizing Excel utilized Klozur SP and sodium hydroxide as the activation material. A total of 7,714 pounds of Klozur SP and 14,000 pounds of sodium hydroxide were injected during the event. Based on previous reports and agency correspondence, it appears the site is classified as “Intermediate” risk by the NCDEQ due to the levels of groundwater contamination exceeding Gross Contamination Levels (GCLs). The goal of corrective action at the property is to reduce constituent levels at the property to below the Gross Contamination Levels (GCLs). 2.0 SITE DESCRIPTION 2.1 Site Location The Sam’s Mart Station SM-25 (SM25) is located at the intersection of North Tryon Street and west Arrowhead Drive inside the city limits of Charlotte, Mecklenburg County, North Carolina (Figure 1). According to the Geologic Map of North Carolina (1985), the Charlotte belt consists of metamorphic rocks and igneous intrusives. According to the Soil Survey of Mecklenburg County, North Carolina, the soil at the site are1 classified as being part of the Cecil urban land complex. This unit is classified by nearly level to strongly sloping urban areas on well drained soils that have a predominantly clayey subsoil, with permeabilities ranging from 0.6-2.0 in./hr. 2.3 SITE GEOLOGY AND HYDROGEOLOGY Based on the well logs completed by Excel during the installation of monitoring wells MW- 2RR and MW-8R, the subsurface consists of red/brown sandy clay to a depth of 1 foot below ground surface to 25-bgl during the installation of 2RR and 8R in April of 2020 at the subject site. The nearest possible downgradient groundwater receptor is a small unnamed pond approximately 1,200 feet to the southwest. 2.4 WATER SUPPLY WELL INFORMATION The subject property is served by a municipal water supply. Based on the information obtained from a letter dated October 27, 2003, from DENR, the site is determined to be an “Intermediate Risk”. Excel has not conducted an SSE at this time nor been provided with this information. In addition, any underground utilities such as storm sewer, sanitary sewer, water lines, etc., are typically considered potential vapor collection points and conduits for vapor/contamination travel. Site surface drainage is to Sugar Creek to the west/southwest. Based on historical reports groundwater flow is reported to the is to the southwest. The nearest possible downgradient groundwater receptor is a small unnamed pond approximately 1,200 feet to the southwest. 2.0 FIELD ACTIVITIES 2.1 Groundwater Monitoring Event On April 15, 2020, Excel personnel visited the site and installed two type-II monitoring wells named MW-2RR & MW-8R as replacement monitor wells. Both wells were installed to a total depth of 25 feet with 10 feet of well screen and 15 feet of well casing. Excel obtained groundwater samples from monitoring wells MW-2RR and MW-8R on June 16, 2023. During the sampling event, no free product was observed in any of the monitoring wells sampled. It is Excel’s standard operating procedure not to gauge monitoring wells with an oil-water interface probe prior to sampling if said well has not historically shown free product. During the sampling event, static water levels were collected with an electric water level indicator. The depth of water measured in MW-8R was measured to be twelve feet below grade surface at during the June 2023 sampling event. The results of the laboratory analysis indicated that the ground water quality sample collected from monitoring well MW-8R was found to be below Gross Contamination Levels (GCLs) for all constituents. The results of the laboratory analysis indicated that the ground water quality sample collected from monitoring well MW-2RR was found to be above Gross Contamination Levels (GCLs) for benzene and 1,2-Dibromoethane (EDB). 2.3 Groundwater Analytical Results Hydrocarbon constituents reported in the June 2023 groundwater samples are summarized in Table 1. Based upon a review of the current analytical data in comparison to the analytical data from previous groundwater sampling activities conducted, the February 2023 injection event has successfully reduced the levels of constituents below GCLs in MW-8R. A copy of the laboratory analytical report and associated chain of custody forms from the June 2023 groundwater sampling event is included in Appendix C. 3.0 CONCLUSIONS AND RECOMMENDATIONS Recent groundwater sampling and analysis indicate that petroleum constituents were reported at concentrations that exceed the GCL Standards. Specifically, benzene and EDB exceeded GCL standards in MW-2RR. At this time, we recommend completing a direct push injection event utilizing the remainder of the Klozur SP and sodium hydroxide materials in the vicinity of MW-2RR and completing a groundwater sampling event to assess groundwater conditions. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
