All rights reserved. 1.0 INTRODUCTION In accordance with our Proposal dated February 17, 2023, BBG is pleased to submit our Phase II Limited Environmental Site Assessment (Phase II ESA) of the property located at 4357 Raleigh Street in Charlotte, North Carolina 28213 herein referred to as the “Subject Property”. 1.1 Background and Purpose BBGwasprovidedwithaPhaseIEnvironmentalSiteAssessment(ESA),preparedbyECSSoutheast,LP(ECS), dated February 15, 2023 which identified the following Recognized Environmental Conditions (REC): •“Staining and visible oil was observed on the gravel and pavement on the central southern portion of the property. The staining appears to have originated from discarded motors on the property, and is approximately 15 square feet in area. The observed staining is considered a REC. •Stainingandvisibleoilwasobservedonthepavementontheeasternportionofthe property.Thestaining appears to have originated from tractor trailers that were previously parked on the property, and is approximately 75 square feet in area. The observed staining is considered a REC." The purpose of this investigation was to assess the RECs identified in ECS’s Phase I ESA and determine if subsurface soil and/or groundwater conditions onsite have been affected in the areas of observed soil staining likely associated with former tractor trailers.A Topographic Location Map and a Boring Location Map are included in Appendix 1.Photographs of the Subject Property are provided in Appendix 4. 1.2 Special Terms and Conditions There are no special terms and conditions associated with this Phase II ESA. 1.3 Limitations and Exceptions •The scope of work completed was designed solely to meet the needs of BBG’s Client.BBG shall not be liable for any unintended use of this report by another party. •No subsurface investigation can wholly eliminate uncertainty regarding the presence of contamination on a property.This assessment was designed to reduce, but not eliminate the potential for RECs at the property, within reasonable limits of time and cost.The ESA is not intended to be exhaustive or all-inclusive and does not represent a guarantee of the identification of all possible environmental risk. •Client is advised that if the ESA is obtained with the intent of qualifying the purchaser as an innocent landowner, contiguous property owner, or bona fide prospective purchaser under CERCLA, there will be continuing obligations of due care and responsiveness and additional legal requirements that likely apply to such status.BBG accepts and undertakes no responsibility as to such requirements and advises that counsel be separately consulted with respect to such requirements. All rights reserved. 2.0 PHASE II ACTIVITIES 2.1 Preliminary Activities Utility Clearance and Geophysical Survey A utility inspection was performed at the Subject Property at least 72 hours prior to the initiation of the subsurface assessment.This inspection consisted of the marking the underground utility locations by authorizedutilitylocatingpersonnel.Priortocommencementofthedrillingactivities,BBGretainedGround Penetrating Radar Services, Inc. (GPRS) to conduct a private utility locating survey to verify utility locations prior to boring advancement. The survey consisted of a combination of electromagnetic (EM) and ground-penetrating (GPR) technologies. 2.2 Assessment and Sampling Methods Soil Sampling Activities On March 13, 2023, BBG conducted a limited subsurface investigation to assess subsurface conditions at the Subject Property for potential impacts from the observed soil staining.During the investigation, four soilborings,denotedasB-1through B-4,wereadvancedatthesitebyMidSouthEnvironmentalusing direct pushtechnology(DPT)andhandauger methods.BoringsB-1and B-2 wereadvancedtomaximumdepthsof approximately 4 to 8 feetbelow ground surface (bgs) and were located the in the soil stained area near the eastern property line, while borings B-3 and B-4 were advanced to approximately 6 to 15 feet bgs in the soil stained area near the center of the Subject Property.Groundwater was encountered in boring B-1 at about 5 feet bgs and in B-4 at about 12 feet bgs.As such, two unsaturated soil samples were collected from each boring, one at a depth of 1 foot bgs and a second deeper sample at approximately 1-2 feet above the water table.The boring locations are illustrated in Appendix 1, Figure 2. Continuous soil cores were collected from borings B-1 through B-4 using a MacroCore® sampler lined with an acetate sleeve to the terminal depths of each boring and inspected for evidence of volatile organic compounds(VOC)contaminationusingaphotoionizationdetector(PID).Noolfactoryodors,staining,or PID readingsabovebackgroundlevelswerenoted,exceptinboringB-1,whichdisplayedPIDreadingsofupto3.5 ppm and petroleum odors at around 4 feet bgs.Soils within each boring at the Subject Property appeared to generally consist of moist, reddish-brown to light gray, gravellyclay in the upper 1 foot, overlying stiff, reddish-brownandoliveclaythatbecomessaturatednearthewatertable.Basedonthescopeofwork,field observations,andnatureofprevioussiteuses,soilsampleswerecollectedforchemicalanalysisfromborings B-1 and B-2 at 1 foot bgs and 4 feet bgs, boring B-3 at 1 foot bgs and 5 feet bgs, and boring B-4 at 1 foot bgs and 10 feet bgs .A copy of the boring logs is included in Appendix 3. The soil samples were submitted to SGS North America, a North Carolina-certified laboratory.The soil samples were submitted for analysis of VOCs per EPA Method 8260 and total petroleum hydrocarbons (TPH) gasoline range organics (GRO) and diesel range organics (DRO) per EPA Method 8015.Dedicated PHASE II ACTIVITIES 4357 Raleigh Street BBG Project: 0523100027 3 Copyright © 2023 BBG, Inc. All rights reserved. laboratory-supplied sample containers were used for sample collection. The samples were placed in an iced cooler after collection.Chain-of-custody records were completed for the samples and included the sample description,datecollected,timecollected,matrix,samplecontainerinformation,andanalysesrequired.The chain-of-custody record was signed by BBG prior to delivery to the SGS laboratory.Following completion of the sampling, all soil boring locations were properly abandoned and surface restoration was performed to match the pre-existing surrounding material. Groundwater Sampling Activities In order to assess the groundwater at the Subject Property, two of theborings (B-1 and B-4) were converted into temporary groundwater monitoring wells.The wells were constructed utilizing one-inch slotted screen Schedule 40 PVC which was inserted approximately 3 feet into the water column.A peristaltic pump attached to dedicated disposable tubing was utilized to extract groundwater samples at each boring location. The groundwater samples were submitted to SGS North America, a North Carolina-certified laboratory for analysis of VOCs by 6200, and volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH)by MADEP Method EPA 625 Base/Neutrals and Acids. Dedicatedlaboratory-suppliedsamplecontainerswereusedforsamplecollection.Thesampleswereplaced in an iced cooler after collection.Chain-of-custody records were completed for the samples and included the sample description, date collected, time collected, matrix, sample container information, and analyses required.The chain-of-custody record was signed by BBG prior to delivery to the SGS laboratory.Following completion of the sampling, all groundwater boring locations were abandoned in accordance with North Carolina regulations and surface restoration was performed to match the pre-existing surrounding material. 2.3 Analytical Results The soil analytical results were compared to the North Carolina Department of Environmental Quality (NCDEQ) UST Guidance Screening Levels (June 2021).Specifically, preliminary soil remediation goals (PSRGs) for industrial/commercial scenarios were utilized.The groundwater results were compared to the North Carolina Department of Environmental Quality (NCDEQ) Groundwater Standards (April, 2022).Additionally, TPH results were compared to the action levels provided by the NCDEQ Division of WasteManagement(DWM)USTSectionintheGuidelinesforSiteChecks,TankClosure,andinitialresponse and abatement (May, 2021).The results are summarized in Appendix 2, Tables 1 and 2.A copy of the laboratory analytical report is provided in Appendix 5. Soil Results Soil analytical results identified several VOCs and TPH GRO and DRO within select soil samples collected from the Subject Property.None of the concentrations of the detected VOCs were reported to exceed their respective PSRGs; however, the concentrations of TPH GRO and DRO were detected above the UST GuidanceScreeningLevelswithinthesamplecollectedat4feetbgsfrom boringB-1attheSubjectProperty. TPH GRO was detected at 57.4 milligrams per kilogram (mg/kg) and TPH DRO was detected at 2,380 mg/kg in boring B-1, which exceeds their respective NCDEQ DWM action levels of 50 and 100 mg/kg for TPH GRO and TPH DRO, respectively. Groundwater Results GroundwateranalyticalresultsidentifiedseveralVOCs,EPH,andVPHinthegroundwatersamplescollected from the Subject Property.A concentration of naphthalene was detected at 8.0 micrograms per liter (µg/ l)as a VOC and 11.5 µg/l as a VPH within the groundwater sample from boring B-1, which exceeds its respective NCDEQ Groundwater Standard of 6 µg/l for naphthalene.Additionally, EPH C11-C22 aromatics range was detected at 556 and 267 µg/l in the groundwater samples from borings B-1 and B-4, respectively, whichexceeds its respective NCDEQ Groundwater Standard of 200 µg/l for C11-C22 aromatics. All rights reserved. 3.0 FINDINGS, OPINIONS AND CONCLUSIONS BBG conducted a Phase II ESA located at 4357 Raleigh Street in Charlotte, North Carolina on March 13, 2023.The results of the Phase II ESA activities are summarized below: •Prior to the investigation, a GPR survey was conducted to clear the boring locations for private utilities. •During the investigation, four soil borings were advanced to investigate the subsurface conditions for potential impacts indicated by onsite soil staining.Groundwater was encountered at a depth of approximately 5 feet bgs within boring B-1, and 12 feet bgs within boring B-4.Two soil samples, one near the upper 1 foot and one above the water table, were collected for chemical analysis from each of the borings, and one groundwater sample was collected from boring B-1 and B-4.All soil samples were analyzed for VOCs by EPA Method 8260 and TPH GRO/DRO by EPA Method 8015 and groundwater samples were analyzed forVOCs by 6200 and VPH/EPH by MADEP Method EPA 625. •Soilanalytical resultsidentifiedseveral VOCs andTPHGROandDROwithinselectsoil samplescollected from the Subject Property.None of the concentrations of the detected VOCs were reported to exceed their respective PSRGs; however, the concentrations of TPH GRO and DRO were detected above action levels within the sample collected at 4 feet bgs from boring B-1 at the Subject Property.TPH GRO was detected at 57.4 mg/kg and TPH DRO was detected at 2380 mg/kg in boring B-1, which exceeds their respective NCDEQ DWM action levels of 50 and 100 mg/kg for TPH GRO and TPH DRO, respectively. •Groundwater analytical results identified several VOCs, EPH, and VPH in the groundwater samples collected from the Subject Property.The concentration of naphthalene was detected at 8.0 µg/l as a VOC and 11.5 µg/l as a VPH within the groundwater samplefrom boring B-1, which exceeds its respective NCDEQ Groundwater Standard of 6 µg/l for naphthalene.Additionally, EPH C11-C22 aromatics range was detected at 556 and 267 µg/l in groundwater samples from borings B-1 and B-4, respectively, which exceeds its respective NCDEQ Groundwater Standard of 200 µg/l for C11-C22 aromatics. Based on the results of this LSI,it appears that the Subject Property has been impacted in the areas with previously observed soil staining.Soil analytical results detected TPH GRO and DRO within the soil sample collected from boring B-1 at concentrations exceeding their respective NCDEQ DWM UST Section's action levels for TPH.Additionally, groundwater analytical results detected naphthalene in boring B-1, and EPH C11-C22 aromatics in borings B-1 and B-4, in exceedance of their respective NCDEQ Groundwater Standards. BBG’s conclusions are based on the results of the Phase II Limited Site Assessment performed at 4357 Raleigh Street in Charlotte, North Carolina 28213.This investigation was intended to address the REC previously identified as referenced above.It was not intended to satisfy the level of inquiry that may be necessary to support remedial solutions or determine migration pathways related to a release from the REC. All rights reserved. 4.0 RECOMMENDATIONS Based on the results of this LSI,it appears that the Subject Property has been impacted in the areas with previously observed surficial soil staining.Soil analytical results detected TPH GRO and DRO within the soil sample collected at 4 feet bgs from boring B-1 at concentrations exceeding their respective NCDEQ DWM UST Section's action levels for TPH.Additionally, groundwater analytical results detected naphthalene in boring B-1, and EPH C11-C22 aromatics in borings B-1 and B-4, in exceedance of their respective NCDEQ Groundwater Standards.As such, the exceedances of TPH, EPH C11-C22, and naphthalene should be reported to the NCDEQ.
