The attached Initial Assessment Report (IAR) summarizes the incident response and abatement activities. The IAR was prepared in accordance with the NCDEQ UST Section Guidelines for the Investigation and Remediation of Contamination from Non-UST Petroleum Releases. A single tractor trailer traveling south on the I-485 on-ramp was involved in an accident that resulted in leakage from the truck’s saddle tank. The truck rolled over on the eastern bank of the on-ramp, rolling toward the western bank, catching fire. Charlotte Fire Department and HEPACO, LLC (HEPACO) initially responded to the incident on the day it occurred. Emergency Response & Training Solutions (ERTS) reported the incident to the North Carolina Department of Environmental Quality (NCDEQ) on June 24, 2021. The fire department extinguished the fire and HEPACO placed absorbent boom at the edge of pavement and in the roadside ditch located off the western shoulder. The absorbent boom was placed in intervals over one hundred feet and spill pads were used to address visible staining. The spill area was covered with plastic liner. HEPACO and Mid-Atlantic mobilized to the site on July 15, 2021, to address impacted soils. Soil excavation was completed by HEPACO, and confirmatory endpoint sampling was completed by Mid-Atlantic at that time. A. Site Information 1. Initial Assessment Report August 18, 2021 On-Ramp to Interstate Highway 485, Charlotte, NC Page 3 document constituents of concern (COCs) in the remaining soil were below applicable soil screening levels. The excavation limits were determined through visual, olfactory, and field screening techniques using a QED Ultraviolet Fluorescence (UVF) analyzer supplied by RELABS of Wilmington, North Carolina. The UVF analyzer detects total petroleum hydrocarbons (TPH) concentrations in soil as low as one milligram per kilogram (mg/kg). The UVF was operated by Mid-Atlantic personnel trained and certified in UVF use and operation. The combined area of excavation comprised approximately 665-square feet in size and was advanced using a track hoe to depths ranging from 0.5 to 1.0 feet below ground surface (bgs). A total of 18.61 tons of contaminated soil were removed from the area of impact. Excavated soil was direct loaded into dump trucks for transport to AES of NC, LLC located in Greenville, North Carolina for final disposal. The soil disposal manifests are provided in Appendix B. A total of 21 soil confirmation samples were collected from the sidewalls and base of the excavation area. All samples were analyzed in the field for TPH as diesel range organics (DRO) and gasoline range organics (GRO) using the QED UVF supplied by REDLABS. The excavation areas were extended vertically and horizontally until soil confirmation samples exhibited TPH DRO concentrations less than the NCDEQ Soil Action Level of 100 mg/kg and TPH GRO concentrations less than the NCDEQ Soil Action Level of 50 mg/kg. Sample locations are shown in Figure 2. The analytical results for the soil confirmation samples are summarized in Table 1 and laboratory analytical reports are provided in Appendix C. As shown on Table 1, the impacted soils were successfully removed to below applicable soil screening levels. G. Conclusions Approximately 45 gallons of diesel fuel was released from a transport truck as the result of a traffic accident on the southbound on-ramp from I-85 to I-485 heading towards Matthews in Charlotte, Mecklenburg County, North Carolina. Excavation activities were limited to the western shoulder of the southbound on-ramp from I-85 to I-485 heading towards Matthews. Soil was excavated over an area of approximately 665-square feet to a maximum depth of approximately 1.0 feet bgs. A total of 21 soil confirmation samples were collected and analyzed on-site for TPH-DRO and TPH-GRO. A total of 18.61 tons of soil were excavated and transported off-site for treatment and disposal in accordance with local, state, and federal requirements. Based on confirmation soil sampling results, concentrations of TPH-DRO and TPH-GRO at the base of the excavation are below detectable levels and/or below the state action limits. Mid-Atlantic recommends that the incident be closed and that a no further action letter be issued for this release.
