Bowman, Inc. 12801 Mt Holly-Huntersville Road Huntersville, Mecklenburg County, North Carolina 28078 Facility ID#: 0-013713; Incident #40865 Dear Mr. Perea: In accordance with the requirements of the North Carolina Department of Environmental Quality (NCDEQ), contained herein is a Groundwater Monitoring Report for the release which occurred at the above referenced facility. These activities have been conducted following the discovery of free product in the vicinity of USTs at this facility. All activities were conducted in accordance with NCDEQ guidelines and the requirements of 15A NCAC 2N. If you have questions regarding this report, please contact our office. Sincerely, Henry Nemargut, P.E. Henry Nemargut Engineering Services   B. EXECUTIVE SUMMARY 1. Free Product: Free product has been observed at the site in MW-1 at a maximum thickness of 9.56’ (May 30, 2019). The initial AFVR event was conducted in MW-1 on June 6, 2019 which resulted in recovery of an estimated 93 gallons of liquids with the characteristics of used motor oil. Additional AFVR events have resulted in removal of a total site recovery of 349 gallons of free product. 2. Contaminant Mass: Based on the limited soil & groundwater data from the IAA sampling and subsequent 2019 soil assessment, the estimated total contaminant mass at this site during initial investigations is 8333 lbs of total petroleum mass, which includes an estimated 600+ gallons of free product located in trapped pockets at this site. The groundwater monitoring event conducted on February 27, 2023 indicates that an estimated 0.4 lbs of petroleum contaminant mass remains dissolved in groundwater at the site based on analytical data, noting that motor oil is highly water insoluble. To date, an estimated 349 gallons of free product has been removed via 10 AFVR events. Based on laboratory data and free product estimates, contaminant mass has been reduced by 33% as a result of AFVR efforts. 3. Maximum Concentrations of Dissolved Groundwater Contaminants: Current Groundwater Maximums: Contaminant Result Well ID 2L Standard Benzene 15.5 ug/L (MW-1) 1 ug/L Tetrachloroethene 2.7 ug/L (MW-3) 0.7 ug/L 1-1-Dichloroethane 20.8 ug/L (RW-1) 6 ug/L MTBE 24.7 ug/L (MW-1) 20 ug/L Naphthalene 37.7 ug/L (MW-1) 6 ug/L No other compounds exceeded 2L Standards for 6200B compounds during the latest groundwater monitoring event for this site. 4. Extent of Dissolved Groundwater Contamination: The plume of dissolved groundwater contamination appears to be limited to the area of soil contamination, free product, and immediately downgradient area within 50’ of the release source. No correlations can be made concerning the low and high water table periods based on the limited data available for the site. Currently, 2L Violations are present at relatively low levels compared to the 2L & GCL Standards. 5. Maximum Soil Contaminant Concentrations (From IAA/LSA/Monitoring): Contaminant Result Sample ID Lowest MSCC Benzene 0.666 mg/kg (N) 0.0056 mg/kg Ethylbenzene 8.68 mg/kg (N) 4.9 mg/kg Xylenes (total) 14.7 mg/kg (PB) 4.6 mg/kg Naphthalene 15.7 mg/kg (PB) 0.16 mg/kg sec-Butylbenzene 4.61 mg/kg (N) 3.3 mg/kg n-Butylbenzene 6.57 mg/kg (N) 4.3 mg/kg n-Propylbenzene 7.84 mg/kg (N) 1.7 mg/kg Isopropylbenzene 2.97 mg/kg (N) 2.0 mg/kg 1,2,4-Trimethylbenzene 21.7 mg/kg (PB) 8.5 mg/kg 1-Methylnaphthalene 44 mg/kg (E) 4.0 mg/kg 2-Methylnaphthalene 60.7 mg/kg (E) 3.6 mg/kg C5-C8 Aliphatics 87.3 mg/kg (PB) 68 mg/kg C9-C18 Aliphatics 5,420 mg/kg (N) 540 mg/kg C9-C22 Aromatics 3,737 mg/kg (N) 31 mg/kg Soil assessment at this site indicates that an estimated 1650 tons of contaminated soil above the seasonal water table and in the smear zone remain in the areas of the UST basin and downgradient migration areas. 6. Remedial Action Plan: No CAP has been developed for this site. The NCDEQ Mooresville Regional Office has approved 6 AFVR events at the site:  June 6, 2019 (MW-1)  October 31, 2019 (MW-1 & MW-3).  March 4, 2020 (MW-1, MW-3 & RW-1)  July 27, 2020 (MW-1, MW-3 & RW-1)  October 21, 2020 (MW-1, MW-3 & RW-1)  February 24, 2021 (MW-1, MW-3, RW-1)  July 22, 2021 (MW-1, MW-3 & RW-1)  December 14, 2022 (MW-1, MW-3 & RW-1)  July 28, 2022 (MW-1, MW-3 & RW-1)  February 27, 2023 (MW-1, MW-3 & RW-1) The AFVR events have resulted in recovery of 349 gallons of free product with the characteristics of used motor oil/diesel fuel. Current plans for remedial action at this site include periodic AFVR events to continue recovery of free product at the site until alternative options are evaluated. 7. Impacted Receptors: The partial Cornelius Quadrangle U.S.G.S. Topographic Map included as Figure 1 indicates that the release site is located on a graded slope at an approximate elevation of 730’ amsl. Surface waters in the vicinity of the release area generally drain north and west towards an unnamed tributary of Torrence Creek, which empties into the Catawba River watershed. Based on groundwater analytical results, it is unlikely that subsurface contaminants will impact this stream. No water supply wells were identified within 1,000’ of the release source. Three slug tests conducted at the site in October, 2020 indicate a very slow groundwater flow rate of 1.3 ft/year to 3.2 ft/year, based on Darcy’s law and the observed groundwater slope at this site on February 27, 2023. Current estimates indicate that the petroleum contaminants at this site will not reach nearby surface streams due to the physical distance of 500’+ in the direction of groundwater flow. Bowman, Inc. 12801 Mt Holly-Huntersville Road, Huntersville, North Carolina 28078 1.0 Site History and Characterization 1.1 Introduction D.M. Bowman, Inc., owns USTs which are operated at the D.M. Bowman, Inc. facility located at 12801 Mt Holly-Huntersville Road in Huntersville, North Carolina. Figure 1 illustrates the location of this facility on the Cornelius Quadrangle U.S.G.S. Topo Map. The project site contains one permanent structure used as a maintenance garage. The site contains (1) 20,000 gallon Diesel, (1) 8,000 gallon Used Motor Oil & (1) 6,000 Motor Oil underground storage tanks (USTs). The locations of the USTs and the site layout are illustrated on Figure 4. Information regarding the ownership of the regulated USTs which are located at the subject site is contained in Table 1. A release was discovered at this site during a NCDEQ compliance inspection by visual observation of diesel product in a breached diesel spill bucket. Based on the results of this inspection, Jerren Rogers of the NCDEQ UST Inspections Section directed D.M. Bowman to conduct a site check around the leaking spill bucket. Based on the observation of free product, D.M. Bowman elected to conduct remedial excavation in the vicinity of the leaking diesel spill bucket. A release from the UST system was confirmed on 11/4/18 and reported to the NCDEQ Mooresville Regional Office, based on confirmatory analytical results from soil samples collected during soil abatement activities conducted on 11/5-6/18. The site and adjacent properties are used for industrial and commercial purposes. Municipal water supply is available to all properties within 1,500’. A Limited Site Assessment report for this facility was prepared and submitted to the NCDEQ on February 11, 2019. Six AFVR events have been conducted at this site to date which have resulted in recovery of approximately 250 gallons of free product resembling used motor oil. No CAP has been developed for this site. The NCDEQ Mooresville Regional should evaluate the information contained in this report to determine whether development of a CAP is warranted. 1.2 Scope of Services Contained herein are the results of a groundwater sampling event conducted on February 27, 2023. This Groundwater Monitoring Report contains documentation concerning the following activities which have been conducted at this facility: o Collection of groundwater samples from (7) monitoring/recovery wells. o Laboratory analyses of groundwater samples conducted by Pace Analytical, Inc. of Huntersville, NC. Page - 2 2.0 Presentation of Current Site Assessment Information / Comparison to Historical Assessment Information 2.1 Historical Soil Assessment Information Soil samples were collected from remedial excavation walls (November, 2018) and (2) soil borings (B1 & B3) advanced at the site during February, 2019 LSA and May, 2019 soil assessment activities to depths of 13’-18’ below grade in the approximate locations depicted on Figure 3. Due to fluctuations in the water table at the site, some of these soil samples were analyzed in in the smear zone based on historical water table which ranges from 18’ to 21’ below grade at this site. An estimated 750 square foot area was estimated to contain contaminated soil in the area of the UST basin, with an additional 750 square foot area of contaminated soil in the contaminant smear zone. With an assumed thickness of 14’, that would represent approximately 8333 pounds of petroleum absorbed onto soils at the project site. Figure 3 illustrates the locations of the risk-based soil samples collected at the subject site and the estimated extent of soil contamination above lowest MSCCs, and Table 2 summarizes the laboratory results for the “Risk-Based” soil samples from 12801 Mt Holly- Huntersville Road in Huntersville, NC. Laboratory analytical reports and the chain of custody records for the soil samples collected at the project site are contained in the Soil Assessment, IAA and CSA reports submitted for this site. Based on the limited time between the original soil sampling and the most recent groundwater sampling event, it is estimated that natural processes have not significantly reduced soil contaminant levels. Additional soil assessment activities would be required to formulate new soil mass contaminant calculation for the site. 2.2 Ground Water Flow Direction and Gradient In order to estimate the groundwater flow direction in the vicinity of the petroleum release, elevations of the monitor well casings were measured using surveying equipment. During the February 27, 2023 sampling event, static water levels were obtained from the monitor wells (see Table 3) and the data was used to compute a potentiometric surface map. Figure 6 illustrates the current potentiometric surface map as calculated based on the measurements obtained on February 27, 2023. Groundwater data and monitoring well information were also used to estimate the hydraulic gradient at the project site. Using the horizontal distance between the monitor wells and the static water levels, the groundwater was calculated to flow toward the west with a hydraulic gradient of approximately 0.0036 ft/ft. 2.3 Monitor Well Sampling and Analyses On February 27, 2023, monitor wells MW-1, MW-2, MW-3, MW-4, MW-5, MW-6 & RW-1 were sampled for analyses utilizing Methods 6200B. Before collecting samples, the Page - 3 monitor wells were purged by removing a minimum of three well volumes to ensure that the samples were representative of the actual groundwater conditions. The wells were developed using disposable plastic bailers suspended with unused nylon string. All samples were placed in laboratory supplied glassware, labeled with sample location, analysis to be performed, time, date and sampler's name. The sample jars were then immediately placed in a cooler, chilled with ice to approximately 4oC in preparation of transportation to an analytical laboratory utilizing EPA approved chain-of-custody procedures. Laboratory analytical results indicate the presence of (5) compounds above the current listed 2L Standards in the monitor well network at this site. Benzene was detected at a maximum concentration of 15.5 ug/l in MW-1, above its 2L standard of 1 ug/l but below its GCL of 5,000 ug/l. Tetrachloroethene was detected at a maximum concentration of 2.7 ug/l in monitoring well MW-3, above its 2L Standard of 0.7 ug/l. No GCL violations were noted at the site. Naphthalene was detected at a maximum concentration of 37.7 ug/l in monitoring well MW-1, above its 2L Standard of 6 ug/l. MTBE was detected at a maximum concentration of 24.7 ug/l in monitoring well MW-1, above its 2L Standard of 20 ug/l. 1,1-Dichloroethane was detected at a maximum concentration of 20.8 ug/l in monitoring well RW-1, above its 2L Standard of 6 ug/l. Table 4 summarizes the laboratory groundwater analytical results, and Appendix A contains a copy of the laboratory analytical report and chain of custody records. Figure 7 contains a benzene iso-concentration map, Figure 8 contains a Naphthalene iso-concentration map, and Figure 9 illustrates the estimated extent of free product. 2.4 Regional / Site Geology and Hydrogeology The site is situated in the Charlotte Belt. According to the Geological Map of North Carolina local geology of the region is underlain by metamorphosed quartz diorite. Bedrock was not encountered in the boring for MW-1 which was drilled by auger to a depth of 30’, the maximum depth explored during the subsurface investigation. Groundwater in the shallow water table is noted to be flowing predominantly towards the west/southwest according to the estimated potentiometric surface map based on February 27, 2023 measurements. The average potentiometric surface gradient has been calculated at approximately 0.0036 ft/ft as observed on this date. Three single well rising head tests or "slug tests" were performed on MW-2, MW-3 and MW-4 to determine the saturated hydraulic conductivity of the water table aquifer. The method of Bouwer and Rice (Bouwer and Rice, 1989, 1976) was chosen to reduce the slug test data. A computer program developed by the Geraghty & Miller Modeling Group named AQTESOLV was used to estimate the aquifer parameters. Results of the slug tests indicated a hydraulic conductivity of 1.15 x10-4 feet/minute for MW-2, 7.36 x 10-5 feet/minute for MW-3, and 2.4 x 10-4 feet/minute for MW-4. These results are consistent with published values for silts and silty sand (Freeze & Cherry, 1979). Slug test data plots with AQTESOLV results are included in Appendix C. Page - 4 Groundwater flow velocity was determined using Darcy’s Law by using the arithmetic mean of the hydraulic conductivity values and assuming an estimated effective porosity of 20% for soils at the site. The following equation yields an estimate of average groundwater flow velocity: v = k/n x dh/dl Where v=average groundwater flow velocity K=average hydraulic conductivity=1.43x10-4ft/min. n=effective porosity=0.2 dh/dl=groundwater head gradient=0.0036 ft/ft Average groundwater flow velocity at the site is calculated to be 2.56 x 10-6 feet/minute (1.4 feet/year). 2.5 Plume Development The monitoring well network at this release site was installed between January 15, 2019, and December 4, 2019. The February 27, 2023 sampling event represents the sixth set of groundwater data collected at the site. No dissolved contaminant trend comparisons can be made at this time since this sampling event represents the 1st time 6200B analyses have been performed on all monitoring wells. Free product has migrated into MW-3 located west of the diesel UST and northwest of the suspected source area and into RW-1 located west of the suspected source area, suggesting product migration in those directions. Potentiometric and groundwater analytical data suggest that the plume is relatively stagnant; however the total extent of free product is not clearly defined. 3.0 Monitored Natural Attenuation 3.1 Natural Source Zone Depletion Status The monitoring well network at this release site was installed between January 15, 2019 and December 4, 2019. The February 27, 2023 sampling event represents the 1st time comprehensive 6200B groundwater data collected at the site. No contaminant trend comparisons can be made at this time. 4.0 Conclusions 4.1 General Summary A Groundwater Monitoring event at D.M. Bowman, Inc. located at 12801 Mt Holly- Huntersville Road in Huntersville, NC has been completed. From a review of all information gathered during this monitoring project, Henry Nemargut Engineering makes the following conclusions: Page - 5 o 5 compounds were detected above the current listed 2L Standards in the monitor well network at this site during the sampling event conducted on February 27, 2023. 1,1-Dichloroethane was detected at a maximum concentration of 20.8 ug/l in monitoring well RW-1, above its 2L Standard of 6 ug/l. o Free product has migrated into MW-3 located west of the diesel UST and northwest of the suspected source area and into RW-1 located west of the suspected source area, suggesting product migration in those directions. Potentiometric and groundwater analytical data suggest that the plume is relatively stagnant; however, the total extent of free product is not tightly defined. o Three slug tests conducted at the site in May, 2019 indicate a very slow groundwater flow rate of 1.4 ft/year, based on Darcy’s law and the observed groundwater slope at this site on February 27, 2023. Current estimates indicate that the petroleum contaminants at this site will not reach nearby surface streams due to the physical distance of 500’+ in the direction of groundwater flow. 4.2 Recommendations Based on information obtained during this sampling event, Henry Nemargut Engineering Services makes the following recommendations for this site: o Additional semi-annual AFVR events should be conducted at this site to recover free product utilizing all monitoring and recovery wells containing free product. Additional recovery wells would accelerate recovery efforts. o Groundwater monitoring should be conducted on a semi-annual basis at this site. BOWMAN DEFINITIONS DF - Dilution Factor, if reported, represents the factor applied to the reported data due to dilution of the sample aliquot. ND - Not Detected at or above adjusted reporting limit. TNTC - Too Numerous To Count J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL - Adjusted Method Detection Limit. PQL - Practical Quantitation Limit. RL - Reporting Limit - The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. LCS(D) - Laboratory Control Sample (Duplicate) MS(D) - Matrix Spike (Duplicate) DUP - Sample Duplicate RPD - Relative Percent Difference NC - Not Calculable. SG - Silica Gel - Clean-Up U - Indicates the compound was analyzed for, but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration. Reported results are not rounded until the final step prior to reporting. Therefore, calculated parameters that are typically reported as "Total" may vary slightly from the sum of the reported component parameters. Pace Analytical is TNI accredited. Contact your Pace PM for the current list of accredited analytes. TNI - The NELAC Institute. ANALYTE QUALIFIERS Matrix spike recovery exceeded QC limits.
