Hovis Road Facility 5010 Hovis Road Charlotte, North Carolina 28208 Dear Mr. Bowser: Geosyntec Consultants of NC, P.C. (Geosyntec) has prepared this letter on behalf of Southern Concrete Materials, Inc. (SCM), and their partner Stevenson-Weir Southern (SWS) to notify the North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Underground Storage Tank (UST) Section of their intent to abandon monitoring wells at the former Univar Solutions USA, Inc (Univar) Hovis Road Facility located at 5010 Hovis Road in Charlotte, North Carolina (herein referred to as the “Subject Property” or “Site”). SCM purchased the Subject Property in November 2022 and has plans to redevelop the Site as a concrete batch plant with operations slated to begin in April 2024. In June 2022, prior to purchasing the Site, SCM submitted a Brownfields Property application to the NCDEQ, DWM, Brownfields Redevelopment Section (BRS). BRS issued a letter of eligibility (LOE) on September 29, 2022. The Brownfields Property Identification Number for the Site is 26040-22-060. Construction of the plant will be conducted under a BRS approved Environmental Management Plan (EMP). Monitoring wells are located on the Site that were installed as part of UST release assessment activities by Univar. Based on a review of grading plans, five of the monitoring wells (MW-3, MW-04, MW-05, MW-7, and MW-8) will be in the way of construction and are planned to be abandoned prior to construction. Additional protection measures will also be needed around monitoring wells MW-1, MW-2, and MW-6, to protect them from redevelopment activities so they Mr. Daniel Bowser 2 May 2023 Page 2 GN9168/CAR230103 can be used for monitoring in the future. Monitoring wells are depicted on the figure (prepared by Arcadis) presented in Attachment A. Monitoring well construction detail is provided in the table included in Attachment B. For the monitoring well abandonment, Geosyntec will contract with a North Carolina-licensed driller who will abandon the five monitoring wells in accordance with 15A NCAC 02C .0113 Well Abandonment Standards and install up to three bollards around MW-1, MW-2, and MW-6. Replacement of the abandoned monitoring wells can be completed following redevelopment in 2024, as needed or required. A memorandum will be prepared for submittal to the UST Section following the completion of the abandonment. The memorandum will document field observations made by Geosyntec personnel. The memorandum will include well abandonment records prepared by the driller. SCM has been in communication with Univar and their consultant, Arcadis, regarding upcoming plans. They are aware of the proposed abandonment, and it is our understanding that Arcadis has planned future monitoring events accordingly to accommodate the construction schedule.
