The Notification is described by the deed recorded in BOOK: 708 PAGE: 931. 660 1 -MSWLF- 1982 landfill has closed. PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS None. OBSERVED VIOLATIONS None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA OepaN W Emironm l auelay Solid Waste Section ADDITIONAL COMMENTS: As per 15A NCAC 13B .0563 (6), the Notified LCID landfill will need to be properly closed or obtain a permit from the Division of Waste Management by January 1, 2026. 1. The site has signage posted at the entrance of the facility. 2. The access road is of all-weather construction and appears to be properly maintained. N0090 LCID 3. The working face was identified to be small and compact. A stockpile of cover soil was observed near the working face. 4. No unacceptable wastes were observed within the waste stream. Mr. Pernell stated that he removes any unacceptable wastes as they are observed. 5. The LCID had been graded and no areas of standing water were observed. 6601-MSWLF-1982 6. A convenience site is located at the closed MSWLF and is used for tires, used pesticide containers, white goods and C&D waste. 7. Numerous electronic goods were being stored on the ground, outside of the maintenance building. Several of the televisions were lying face down on the gravel. Several pallets of electronic goods stored were within the maintenance building. The electronic goods should be stored upright to prevent glass breakage and under cover to protect the recycling value. 8. White goods are stored upright on the concrete pad. Metal recyclables were stored on the concrete pad, adjacent to the white goods, and is of manageable size. Continue to ensure that all metal recyclables and white goods are stored on the concrete pad and recycled in a timely manner. 9. The shingles are stored on the concrete pad within the recycling area. The shingles are picked up by a recycler on an as needed basis. 10. Open roll -off containers of C&D waste are located to the east of the concrete pad. Mr. Pernell stated that GFL Environmental picks up the containers of C&D waste as needed. 11. The pesticide containers to be recycled are being stored within an enclosed trailer. 12. Tires are placed within an enclosed trailer. The tires should be laced together so that more tires may be place within the trailer. 13. Edge of waste markers were observed around the closed MSWLF and yard waste area. 14. The closed MSWLF has been mowed. 15. The monitoring wells were locked and properly labeled. 16.
