April King Locklear, Hoke County Solid Waste Director STATUS OF PERMIT: 47A-LCID-1996 – Last permit was Issued July 11, 2018, and Expired July 11, 2023. Permit modifications were approved 11/02/2020. County submitted application for renewal currently waiting new permit. Continue to operate under previous permit until new permit is issued.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. John Nguyen, Permitting Engineer assigned to Hoke County, and David Powell with the Section visited Hoke
County facilities for a follow up inspection. Mrs. Locklear assisted them during the inspection. The site has an LCID, 2-acre YW staging and processing area and an animal burial unit. County should contact NCDA Vets office for rules/guidance for animal burial. Mrs. Locklear informed inspectors a county staff member is assigned to LCID/YW area to manage waste dumping and unapproved wastes management onsite during the day. Good job. Be sure onsite staff are aware of permit/rules so that they may be most effective. 2. The signage needed some additional to meet new rules during last inspection. Since that visit the required items have been added. Good job.

3. The road from the Transfer Station to the LCID/YW processing had serious erosion and was mentioned in the previous inspection. The road has been addressed and was in good shape during inspection. Good job. Please be proactive in maintaining all roads for access to rear of facility.

4. The current YW processing operations have now been moved further NE, on the end of the provided maps and are still being separated by the center road through the 2-acre area. One side takes new yard waste, and the other side is where the mulch is windrowed after grinding. Currently, only one side has raw waste, and the other side is empty. Previously used areas are rutted with some waste remaining. Please be sure and remove all waste, not inside the 2-acre area when conditions allow. Staff are now assigned to this area and the LCID, but this staff was on vacation during inspection. EOW markers were installed on the corners with some used for traffic
control of dumping. The SE side was along the previously identified 100 ft buffer. Suggest waste is not allowed to be so close to this buffer to ensure waste doesn’t accidentally make it into the buffer as time and operations proceed. Good job. Maintain size of 2 acres and be sure operations align with permit, rules and approved operations plan/documents.

5. The LCID had most waste covered, sloped and compacted. There was some waste near the entrance to the current cell working face which had some paint on the block. Please remember and be sure onsite staff know what waste is acceptable. Please be sure to remove the unapproved waste to the appropriate disposal site. Soil was stored onsite for cover. Good job.

6. Corrective actions are necessary as result of this inspection. Corrective action should be completed within 30 days from the date of this inspection report sent.
