PURPOSE OF SITE VISIT: Comprehensive Inspection – Follow Up STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. John Nguyen, Permitting Engineer assigned to Hoke County, and David Powell with the Section visited Hoke County facilities for a follow up inspection. Mrs. Locklear assisted them during the inspection. The station was clean and in good condition during inspection. Mrs. Locklear informed inspectors an overhaul of the station was still planned soon which would include, but not limited too, replacing push walls with fence, changing floor concrete, adding concrete funnel from tipping floor into loading bay etc. Please be sure all changes planned are approved with Section permitting beforehand and alter David Powell/Solid Waste Section of any changes in operations or operation service. As Mr. Powell was leaving, he noticed some standing water near the leachate collection system storage tank at loading bay. It had recently rained a fair amount, but Mr. Powell called Mrs. Locklear anyway and asked her to check the leachate system. She assured Mr. Powell that a leachate pumper was already scheduled to come pump the leachate system. Please be sure to inspect the leachate collection system for leaks and have them pumped down before filling up to maintain storage and minimize possibility of runoff of leachate. Front of station. Since that visit, the required items have been added. Good job. Current signage at entrance to Hoke County Solid Waste facilities. 3. There was no windblown litter visible from the road, around the station, coming into the facility or trailer storage area. Good job. The used oil containment area has been cleaned and a new storage container is in place since last visit. The public is not allowed to dump oil but rather brings in a container and then that container is put into a secondary container until a county staff member properly combines the oil into the main storage tank. Absorbent is readily available for any leakage and operation is on concrete floor under covered shed. Good job. The front of the oil area was neat and orderly. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 6 of 6 5. The trailer staging area was clean and concrete slab being utilized. This area is for scrap tire and waste hauling trailers. Staged trailers. 6. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 30 days from the date of this inspection report sent. Failure to resolve these matters may result in further enforcement action.
