Dear Stephanie:
As required by N.C. Gen. Stat. Ann. § 130A-310.34, please find enclosed copies of the following
documenting compliance with public notice requirements for the above -referenced brownfields property,
located at 501 Hillsborough Street, 500 W. Morgan Street and 10 S. West Street (Parcel No. 1703498069)
in Raleigh, Wake County, North Carolina (the "Property"):
(1) Twenty-four photographs of the posting of the Summary Notice of Intent to Redevelop a
Brownfields Property ("SNI") at multiple entrances of the Property, showing the text of the SNI
and overall location of the postings at the Property, taken on Tuesday, November 21, 2023;
(2) Proof of mailing (via certified mail) of the full Notice of Intent to Redevelop a Brownfields Property
Package ("NI") to representatives of local government officials having jurisdiction over the
Property on November 21, 2023;
(3) Proof of mailing (via certified mail) of the SNI to all contiguous property owners (in accordance
with the list approved by DEQ), on November 21, 2023;
(4) An Affidavit of Publication documenting publication of the SNI in the News & Observer on
November 21, 2023; and
(5) Proof of mailing and emailing of the full NI package to the Library Director of the Oberlin Regional
Library for public availability and review on November 21, 2023.
In accordance with the above, the first day of the public comment period for this Brownfields Property is
considered to have begun on Wednesday, November 22, 2023, and will conclude on Thursday, December
21, 2023. Additionally, the final mylar version of the plat will be mailed to Sharon Eckard's attention in
the coming days.
