The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on December 5, 2023.
2. The facility is permitted to receive "C&D waste" as defined in 15A NCAC 13B .0101(14), inert debris waste as
defined in 15A NCAC 13B .0101(28), land -clearing waste as defined in 15A NCAC 13B .0101(31), and other
waste as approved in the List of Documents for the Approved Plan.
3. The facility is for use by Fisher Dumpster Service only and is not open to the public.
4. The facility hours of operation are Monday through Friday, 7 a.m. to 9 p.m.
5. The site is secured by gates at the entrance and topography serves to limit access as well.
6. Signs constructed of durable weather -resistant material stating the name of the site, permit number, emergency
contact information, types of waste that can be accepted and that hazardous or liquid waste cannot be accepted
were posted at the entrance to the facility.
7. Access roads were of all-weather construction and were being maintained.
8. The facility accepted the first load of waste on July 31, 2023.
Records Review
9. The permit to operate, operations plan, and contingency plan were available upon request.
10. Tonnage records from August 2023 to October 2023 were reviewed during the inspection. During that time
period, the facility disposed of 2,120 tons of waste.
11. Waste screening forms from August 1, 2023 to December 4, 2023 were available for review. Waste screenings
were being performed to meet the requirements of 15A NCAC 13B .0405(a)(8) and the forms showed the final
disposition of any unacceptable waste that was encountered.

13. The facility was being cleaned as required by 15A NCAC 13B .0405(a)(11) and records were available for
review.
Operations Inspection of the Transfer Station (8811-TRANSFER-2022)
14. The facility dumps C&D waste on the tipping floor, uses a rubber track excavator with a thumb to remove any
recyclable materials. The recyclable materials are loaded into roll off dumpsters which are located on the south
side of the tipping floor. After sorting is complete, the remaining waste is loaded into a transfer trailer.
15. The tipping floor was in good condition at the time of the inspection and no unapproved waste was observed.
16. Fire extinguishers are located throughout the facility in case of a fire.
17. The tipping floor is sloped towards the truck loading bay. Leachate is collected in a grated inlet in the truck
loading bay. The leachate collection appeared to be working as designed.
18. The loading bay floor was clean and free of waste at the time of inspection.
19. The leachate tank is located on the northwest side of the facility and no visual deficiencies were observed. During
the inspection, facility staff examined the leachate level in the tank and indicated that the leachate tank was half
full.
20. Windblown waste was minimal and well managed at the time of inspection.
Other Comments
21. The facility collects concrete, clean untreated wood and land -clearing waste for recycling in separate stockpiles

located to the southeast of the transfer building.
22. The stockpiles were of reasonable size with adequate fire breaks and lanes around them in case firefighting or
emergency response vehicles were needed.
23. A small piece of vinyl covered concrete was observed in the stockpile. Facility staff stated that they would
remove the material from the stockpile. Ensure that all unapproved material is removed from the
stockpile.
