Edwards: We are writing to thank you for your support for designation of $7 million in the FY 2000 Environmental Protection Agency appropriations to assist the State of North Carolina with detoxification of the Warren County PCB landfill. This is not only a critical project for Warren County; it is also the hellweather event in the nation's stmggle to contend with cleaning up its toxic communities. Considerable public and private resources have ii> . •' come together to forge a mutually acceptable resolution. We hope that you will intensify your efforts as the Congress again takes up consideration of the VA/HUD Independent Agencies appropriations bill after the Lahor Day recess. We are very pleased that Governor Hunt and the NC General Assembly have now provided a total of $8 million in state funds for this purpose in SFY 1999-2000, with $7 million of this total intended to match federal funds that you are working to obtain through the EPA appropriations process.·Combined with previous state appropriations for this purpose totaling $3 million for assessment, final design, and site preparation, North Carolina has now conunitted a total of $11 million to this effort. In addition, the EPA has committed a total of $225,000 through the Agency's Environmental Justice initiative to support our local stakeholders' conunittee involvement in project development and oversight --$75,000 each year for 3 years. We are working to train local residents to be actively involved in the cleanup itself and take a hands-on role in ridding our community of these wastes which were illegally clumped in our State and which we do not want in our community. The proposed Congressional funding designation would therefore result in federal support funding less than half of the projected total cost of the detoxification project. We n~l $7 million from the EPA to allow the State to proc~l with contracting for this project in early Spring, 2000. We must reemphasize the import1mce this now places on success in the final VA/HUD bill. We understand that you have expresse<l support for this request to the leadership of the VA/HUD subcommittee; and also understand that the overall funding situation for this appropriations hill is currently in question, We certainly hope we can count on your vigorous support for inclusion of this funding in the final bill as the process moves ahead.
