Box 27687 Raleigh, NC 27611-7687 RE: PCB Landfill, Warren County Dear Mr. Meyer: In response to your letter of June 12, I have reviewed the provided information on the referenced facility. Particular attention was given to evaluating the head of water currently observed in the upper leachate collector system. While the landfill predates conventional design, it is fortunately a fairly easy system to analyze. The interplay of measured precipitation, ground water elevations observed, and the head acting within the upper leachate collector system are shown on Figure 1. Without leachate withdrawal, the head within the leachate collector system is increasing at approximately 0.32 ft per year and shows seasonal cycles. The seasonal head increases in late spring and decreases in late winter. Both of the annual and seasonal trends are easily duplicated using HELP (Ver. 3.01) to model the water-balance of the landfill system. Figure 2 shows the predicted height of leachate in the upper collector during the initial five years of operation. Note that HELP easily replicates both the linear increase and seasonal increase of head. As with field measure data, HELP indicates the seasonal low will occur in late spring through early summer. The complete output of this evaluation is provided as Attachment 1. The HELP analysis was performed for only a 5 year period of time but does demonstrate several important trends: • The leakage out of the landfill ( 1st year -1.02", 2nd year -1.22", 3rd year - 1.31 ", 4th year -1.40", 5th year -1.50") increases with increasing head in the collector. The leakage is very close to that predicted using a unit vertical gradient and a soil liner permeability of= 1 x 10-7 cm/sec as was assumed in the analysis. This indicates a loss of liquid from the landfill of approximately 40,000 gallons/year/acre. • The increase in seasonal average peak heads on the clay liner ( 1st year -.64", 2nd year -2:98", 3rd year -6.62", 4th year -11.8", 5th year -16.7") reflect cover leakage being only slightly greater than losses through the liner. Figure 3 shows the rise in head and seasonal effects obtained if the effective permeability of each system is reduced one order of magnitude. While the rate of head rise remains reasonable, the seasonal effects are shifted in time and reduced in magnitude compared to those actually observed. My feeling is that the leakage to date is lost in the partially saturated soils that lay between the bottom of the liner and the ground water table, i.e., the storage potential of these soils exceeds past leakage from the landfill. An additional HELP analysis was performed to evaluate what would occur if the leachate collection system were maintained, that is pumped to limit head build up. Attachment 2 provides the HELP model that clearly indicates that this would be sufficient to limit head buildup and would achieve a steady-state leakage of approximately 35,000 gallons/acre/year. The continued lack of use of the leachate collection system (LCRS) is placing an unnecessary additional quantity of leachate in the ground. The required withdrawal rate is very small, so that even the very limited capacity of the existing LCRS system can be beneficial. It is also obvious that the performance of the landfill can be dramatically improved as follows: • Leachate should be continually pumped from the leachate collection system using a low capacity pump ( ::::0.15 gpm) that will not over-pump the collector system but will reduce the head acting on the liner. This is a very slow rate. • By upgrading the final cover using components that were not available in 1982, the already low leakage through the final cover can be dramatically reduced ( see Attachment 3). These components include a geocomposite drainage layer over a 40-mil PVC or LLDPE geomembrane. This dramatically reduces the head acting on the clay liner system. Once the existing excess liquid in the landfill is removed, there is also no future need for leakage Page 2 pumping from the LCRS. I estimate that the cost to replace the existing cover geomembrane and add a drainage layer is approximately $120,000 for the roughly 2 acres involved. I believe the PCB landfill can be economically upgraded to provide a level of performance that ensures protection of the environment and the citizens of Warren County at less risk that the alternative of removal of the waste. The upgrade also has the advantage that after the existing excess head is removed, no future pumping will be required. Please feel free to contact me if you have any questions regarding my review.
