June 30, 1997 MEMORANDUM: TO: FROM: HENRY LANCASTER MIKEKELLY ' SUBJECT: PCB WORKING GROUP SCIENCE AD VISOR'S As you are aware, I sent a note to the Science Advisors asking them to provide me estimates on the remaining tasks for this part of the detoxification efforts at the landfill so that we could allocate the remaining funds. The figures received total $148,000, and we currently estimated that only about $85,000 is available. Henry Lancaster, PCB Working Group June 30, 1997 I have not spoken to either of them regarding this proposal. It seems to me that Joel wants an awful lot of money for the next few months, and based on his past reports, I am not confident that we will get our money's worth even if we pay him the asking fee. My guess is he is deliberately charging a lot in order to either farm out the work or to show that we cannot pay him what may be needed for a "complete" review and report, ie. inferior pay, inferior report. If we fund based on my recommendations, we should have about $9,000 remaining in the fund for incidentals or for an additional task, such as establishing a plan for minority business involvement in the detoxification efforts. As you are aware, their current contracts expire today. We need to let them know immediately about the completion of the site assessment report so they can continue with it and feel confident that they will get paid. Then we should extend their contracts and be very specific about what we expect to receive in the future and what we will pay for, and let them know we do not plan to pay any invoices not related to the appropriate tasks.
