Attached please find the estimated cost to perform the additional laboratory tests
that we discussed. This letter is a recap of our conversation on February 27,
1997 and a synopsis of the project budget.
I had a discussion with Mike Kelly, after award of the project, that we would not
peliorm several of the work tasks shown in the original scope of work and apply
those funds to other tasks. Specifically, I agreed that S&ME would not to furnish
the Porta John service and there would be no survey of the wells, because the
survey monuments outside the landfill could not be located. In our draft work
plan we removed all analytical tests.
Based on the revisions we discussed, the cost of the tasks S&ME was not
providing was as noted below:

After award of the contract, Mr. Bill Meyer asked Don Carter to obtain as many
undisturbed samples and perform as many tests as possible for an additional
$5,000.00. This occurred at the time the Work Plan was being modified. The
final draft Work Plan was amended to include collection of undisturbed (shelby
tube) samples instead of split spoon samples that was proposed in the RFP.
Based on our submittal of Change Order Number 1 for $5,000 to be spent on
collection and testing of additional samples, the total budget for obtaining the
undisturbed samples and performing the laboratory tests was revised as shown
below:

The requested change in sample method, resulted in 16 shelby tubes being
obtained in place of 14 split spoon samples. We calculated the cost of this
change by comparing our Fee Schedule costs for both sample types and adding
in the cost of the environmental technician and geologist. Based on our Fee
Schedule (which Is comparable to the industry) shelby tubes cost $90 and split
spoons cost $20. Using the drlll crew hourly rate of $120.0D per hour (quoted in
our estimate), the Fee Schedule costs are equivalent to 0.72 hours of crew time
to obtain one shelby tube and 0.16 hours to obtain one spilt spoon.
These times were used to calculate the cost of the technician and geologist on a

per tube basis. Based on a net difference of 0.56 hours, the cost of the
technician and geologist are $80.08 per shelby tube. Including the difference in
cost to obtain the tube ($90 -$20), the cost per tube was calculated to be
$150.02 for the fourteen replacement tubes and $170.08 for the two additional
tubes. Thus, the total cost of obtaining the undisturbed samples was $2440.44.
The testing budget was calculated as shown below:

On February 26, 1997 Don Carter and I met with you to discuss the laboratory
program and presented our estimate of the costs. Regrettably, the costs
presented to you were incorrect and did not take into account revisions to the
work scope detailed above. During the ·discussion you requested that one
additional permeability test be added to the testing program. The additional test
was to be performed on the surflcial soils from one of the borings from a depth of
0.0' to 2.0'.
The following detail outlines the number of samples and cost for testing.

In addition, natural moisture content tests were recommended for the other 14
split spoon samples that were collected of the landfill materials. Because the
bottom split spoon samples contained two to three different materials (landfill,
. drainage medium, and clay) the total number of tests recommended is 18. So
that NMC tests can be performed on these materials.
