Meyer State of North Carolina Department of Environment, Health and Natural Resources P.O. Box 27687 Raleigh, NC 27611 -7687 Date of Your Request: January 6, 1997 Date Your Request was Received: January 13, 1997 SUBJECT: ENVIRONMENTAL JUSTICE SMALL GRANT ISSUED TO WARREN COUNTY CITIZENS CONCERNED ABOUT PCBS DATED FEBRUARY 3, 1994 The Agency has ten (10) working days to respond to your request. You can expect a reply shortly after expiration of the ten-working day period. Further correspondence on this subject should cite the following Request Identification Number: 04-RIN-00087-97 Freedom of Information Officer (404-562-9891) (FAX 404-562-8054) Many documents and databases are available at the U.S. Environmental Protection Agency's public access server on Internet. EPA will continue to provide the public with the opportunity to electronically access Agency information. In particular, Region 4 has environmental database reports such as the Facility Index System (FINDS), Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS), Air Facility Subsystem (AFS), etc., available on EPA's Gopher Server (see the Enviromental Information Directory under Region 4 Homepage URL address below). The database reports allow the user to download files to their computer or disks. The database reports are created from the Agency's mainframe to the Gopher Server in the first week of each month. The "README" file gives instructions on how to "uncompress" the data onto a computer "hard drive." The metadata record describes information on each database report. (NOTE: A hard drive containing a minimum availability of 5 Megabytes of storage capacity is required for some of the databases.) In addition, you may request copies of Region 4 records, under the Freedom of Information Act (FOIA), electronically via Region 4's Homepage. Region 4 plans to make more information routinely requested under FOIA available on the Internet. Your method of connecting to the EPA Public Access Server is determined by your type of Internet access. Here are some routes on how to access our data: Gopher [Agency or Region 4: gopher.epa.gov] This is a hierarchical menu system devised by the University of Minnesota. Your local number must have gopher client software. The host name is gopher.epa.gov. The port number, if needed, is 70. Dial-In Access/(919) 558-0335 When accessing the Gopher server using EPA's dial-in access number, the Gopher client operating is running on the EPA's computer. The access available using this Gopher client is limited. Files cannot be saved (using the s command) onto the Gopher server; howeyer, you can download files from the connection to your computer if using the appropriate software. Use the "D" command to download information this way. Consult your local documentation for information on using file transfer protocols such as Kermit, X or Y modem, etc. World Wide Web [Agency Homepage: http://www.epa.gov] or [Region 4 Homepage: http://www.epa.gov/reg ion4/reg4.htmn The World Wide Web (WWW) provides hypertext access to EPA information, including information found on the EPA gopher. There are a number of WWW clients, such as Lynx (no graphics) or Mosaic and Netscape (graphics) that you can use to access this server. Wide Area Information Server rwais.epa.govJ EPA also provides keyword search capability through the WAIS client on the EPA public access server. File Transfer Protocol [ftp.epa.govJ The files that physically reside on the EPA Public Access Server are also available via anonymous ftp from the system ttp.epa.gov in the directory pub/gopher. The file INDEX in that directory will assist you in locating the appropriate subdirectory to obtain the data you require. Mailing lists <Listserver) The EPA maintains a number of mailing lists (i.e., EPA-GENERAL, EPA-AIR, EPA-PEST, EPA-WASTE, EPA- WATER) via a listserver. Some of the mailing lists supported by this listserver are "private," and subscription access may be limited on the lists. For a full listing of those available to the public, send a message to: listserver@unixmail.rtpnc.epa.gov and include in the body of the message the single word, lists You can subscribe to a list by sending a message to the address provided above, an1:f include in the body of the message a line: subscribe <listname> <FirstName> <LastName> where <listname> is the name of the mailing list, and <FirstName> and <LastName> are your respective names. Below are samples of some publications, resources, and services available on EPA's public access server: • Information Resources (Directories & Guides, National Online Library System (OLS) catalog, Public:ation Catalogs, Bulletin Board) • Data Systems Envirofacts allows limited on-line search of environmental databases (e.g., F'ennit Compliance System (PCS), Aerometric lnfonnation Retrieval System (AIRS)). EPA Offices and R1!Qions, ari option under EPA's Public Server, has more comprehensive data files available under each Program office. For example, the Office of Solid Waste has made available a variety of hazardolJ s and non-hazardous solid waste infonnation (e.g., Municipal Solid Waste Landfills, Resource Conservation Recovery lnfonnation System (RCRIS) and Biennial Reporting System (BAS) Data). F1:>r database reports that are unique to Region 4, see the Environmental lnfonnation Directory under IFlegion 4's Homepage.) • Administrative Information (EPA Initiatives; policy and strategy documents, handbooks and manuals) • Legislation and Regulaticns (Federal register notices, including environmental impact statements and ge!neral/meeting infonnation; environmental statutes; Code of Federal Regulations) • News and Current Events (Press releases, speeches, journals and newsletters) • Contracts, Grants & Financing (Grants and fellowships, Request for Proposals (RFPs), Commerce Business Daily announcements) • Program Information (Gulf of Mexico program, Great Lakes lnfonnation Network, Energy Star Proqam, Pollution Prevention Program) • Other Government Services (The U.S. Government Printing Office (GPO) provides on-line service, at no c:ost, the Congressional Record, Federal Register, Congressional bills, and a growing list of importaI1t government documents on the same day of publication. The WWW site address: http://www.access.gpo.gov/su_docs/ or with WAIS client software. Also, users can Telenet to swais.access.gpo.gov -1~Iin as guest; or Dial-in users may use a modem to·call 202/512-1661 -type swais & then login as gLIest.) Any problems encountered with EPA's Public Access Server should be communicated via email at internet_support@unixmail.rtpnc.epa.gov. However, problems encountered with Rc!Qion 4's Internet products may be communicated via email at RfC@r4sparc7.r04.epa.gov. • • • Rev. 7 /10/96 . . ., I > SUBMl't'l'ING A. FOIA REQUEST?
