S&ME, Inc. (S&ME) is pleased to submit this proposal to provide excavation, handling and
storage of PCB contaminated soils from the Warren County PCB Landfill. Our proposal
is in response for your Request for Proposals (RFP), dated February 5, 1996 and the
addendum dated September 18, 1996. Additionally, we have incorporated information
received during a pre-bid meting on February 16, 1996 and a site visit on February 21,
1996. The following presents a scope of services that will be performed according_ to the
attached work plan, costs to complete this scope, qualifications and experience of the
project team, and the financial information that was requested.
The attached proposal outlines (1) our understanding of the project information, (2) a
proposed scope of services for the work, (3) a cost estimate for the excavation handling
and storage of the landfill soils, and (4) work schedule for completing the field work and
issuance of a written report.

PROJECT DESCRIPTION
The Warren County PCB Landfill is located on the east side of SR 1604 approximately 2.0
miles from the intersection of SR 1604 and US 401, south of Warrenton, North Carolina.
The Landfill, occupying 2.5 acres, was designed to accept PCB-laden soils excavated
from the shoulders of approximately 241 miles in 14 counties of North Carolina highways
which had been contaminated by an illegal release in 1978. Concentrations of PCBs in
soils within the landfill range from 150 to 900 mg/Kg (parts per million) with an average
concentration of 350 mg/Kg.
The State of North Carolina is committed to detoxification of the PCB landfill utilizing
appropriate and feasible technology. Toward this end, the State has established a Joint
Warren County/State PCB Landfill Working Group to evaluate technologies for
detoxification of the landfill. The purpose of this proposal is to provide a work plan and cost
estimate for excavating, handling and storing PCB-contaminated soils from the landfi_~ for
utilization in bench scale detoxification studies.
SCOPE OF SERVICES
This proposal describes the methodology S&ME proposes to use to obtain 24 to 28 cubic
feet of landfilled soil for bench scale testing of the landfill soils. Soil for the pilot tests will
be obtained from two locations. At the completion of drilling, a 6-inch PVC recovery well
will be constructed in each borehole to allow future extraction of water trapped within the
landfill. The scope of work includes an engineering evaluation of the upper liner system.
S&ME intends to perform the work in an efficient, cost effective manner that is protective
of personnel present at the site and that does not compromise the integrity of the landfill
liner system.

The following paragraphs discuss the organization of our submittal. Our proposal is
complete, covering such tasks as project site security, sample QA/QC to substantiate the
work and if you wish (optional) involvement with the local community.
Section 1 includes a discussion of the project background. Section 2 presents the Work
Plan that will be used to direct the work at the site. Section 3, presents the Sampling and
Analysis Plan that describes the methodology that will be used. Sections 4 and 5 are the
Quality Assurance Plan and Data Management Plans. These procedures provide
assurances that the work will be able to stand up to any regulatory or citizen group
scrutiny. Sections 6 and 7 outline the schedule and detail estimated project costs.
Section 8 is a Statement of Qualifications for S&ME. We believe that you will find S&ME
is uniquely qualified to complete this project.
At the completion of the project activities, a report will be prepared documenting the field
activities performed, sampling protocols, laboratory results and our interpretation of cap
conditions at the two locations.
COST ESTIMATE
S&ME proposes to provide the revised scope-of-services presented above on a time and
materials cost basis in accordance with the attached Schedule of Fees. Based on the
scope of work outlined above, we estimate the time-and-material cost of the work will be
approximately $ 99,502. Should you want to include the optional scope of work that
includes the community relation services, the optional services are estimated to cost
approximately $25,000.

Upon authorization, S&ME will immediately begin preparations to implement the field
activities, from authorization to issuance of the final report will require approximately 1 O
weeks . We anticipate that the initial startup activities would require approximately two
weeks. Mobilization of personnel to construct the decontamination pad, temporary staging
areas, and opening of the excavations would be scheduled first. It is anticipated that
during the first week at the site, both excavations will be opened to evaluate portions of the
PVC liner and the field permeability testing would be completed.
The drill rig and crew would be mobilized to the site during the second week. We
anticipate advancement of the boreholes, split spoon sampling a_nd well construction will
require another one to two weeks. QA/QC sampling, characterization of wastes, and
preparations for demobilization will require part of the following week. Issuance of a report
will require approximately four weeks from the completion of the field activities.
QUALi FiCA TIONS
S&ME is uniquely qualified to provide the requested scope of services. Our qualifications
are below:
■ Extensive Landfill Experience in North Carolina: S&ME has completed various
services for landfills in more than 60 counties in North Carolina. We believe this
experience is unmatched.

■ · Experience with PCB Contaminated Soils: Two members of our project team
have extensive experience in working with PCB contaminated sites and with TSCA
regulations. S&ME has also provided extensive studies on a PCB Landfill in
Bloomington, Indiana.
■ Technical Qualifications: Members of our project team hav1~ extensive and
specialized knowledge relating to technical issues at this site including; Geology and
Groundwater, with specific experience in assessing landfills (Ann M. Borden, P.E.),
drilling technologies (Walter J. Beckwith, P.G.), PCB / TSCA Issues (Walter J.
Beckwith, P.G. and Gary M. Birk, P.E.), and landfill design (Dan Brewer, P.E.).
■ Drilling and Field Capabilities: S&ME owns and operates 21 dril l rigs mounted on
a variety of carriers including trucks, all-terrain vehicles and skids, and has the
capability to advance boreholes through virtually any soil or rock conditions.
Approximately one-third of these rigs are located in Raleigh.
■ Local Presence: S&ME is one of the largest firms in North Carolina with
approximately 450 employees. Our corporate office is located in Raleigh, and will
be the project management locations for this scope of services in Warren County.
■ Knowledge of Soil and Subsurface Conditions in Warren County: S&ME has
completed approximately 50 subsurface and/or soil testing projects in Warren
County. Thus, we understand the issues that could arise at the Warren County
PCB Landfill. Additionally, S&ME has completed over 15,000 subsurface and soil
testing projects in North Carolina, with many of these sites located in the Piedmont
Physiographic Province of the State.

■ Experience with Contaminated Soils in North Carolina: S&ME has provided
environmental site assessment and remedial recommendations across North
Carolina for over 15 years. These studies have ranged from landfills, to industrial
sites, to military installation, to commercial sites, etc.
■ Laboratory Testing Capabilities: S&ME has one of the most extensive physical
testing laboratory capabilities in the United States. We can provide virtually any
physical test associates with liner materials, both clay and geosynthetics, and other
materials such as drainage materials, landfill refuse, etc. S&ME can evaluate the
liner material used at the Warren County PCB Landfill for chemical resistance,
weight and shape changes under service conditions, expo~ure, etc.

8.0 STATEMENT OF QUALIFICATIONS
8.1 GENERAL QUALIFICATIONS EVALUATION
8.1.1 Office Location and Organization
This discussion of our branch office location and our management and support structure
is divided into three subsections. The first section focuses on our location and knowledge
of locality. The second describes the organization, functions and composition of the our
Program Management Office (PMO). The third focuses on the p~ofessional qualifications
and competence of the proposed technical team.
8.1.2 Firm Location and Knowledge of North Carolina
S&ME will manage and coordinate the work for this contract from our office located in
Raleigh, North Carolina, where we employ approximately 100 people. Eight of our Raleigh
employees live in Warren County. Our Raleigh office is located approximately 40 miles
from the site. We are a North Carolina-based firm with 22 years experience in the state.
As one of the largest North · Carolina-based engineering companies, employing
approximately 450 people (approximately 200 in North Carolina), we have completed more
than 10,000 subsurface investigations (with a significant percentage of these in the
Piedmont region in which the project site is located). We have participated in the writing
of North Carolina groundwater and solid waste legislation and regulations, and we employ
50 engineers and/or geologists registered in North Carolina. Thus, we are extensively
familiar with North Carolina codes, laws, regulations, geologic conditions.

and many included assessing contamination from sources both on-site and off-site. One
of these projects included extensive studies at a potential site where off-site contamination
from an Installation Restoration (IR) facility threatened the feasibility of developing the
landfill. S&ME has worked on more landfill sites in North Carolina than any other firm.
In addition to Solid Waste landfills, S&ME has experience with hazardous waste (Subtitle
C) landfills. We sited and designed (through the conceptual stage) a proposed hazardous
waste landfill to be built in Anson County, North Carolina. We were retained by Rowan
County to represent them in opposing a hazardous waste landfill proposed within their
county.
S&ME has completed approximately 20,000 total projects in North Carolina, which range
from environmental, geotechnical, construction testing, industrial hygiene and asbestos
services. The approximate numbers of the various types of projects in North Carolina is
presented in Appendix D.
8.2.1 Special Work Experience
As demonstrated by the selected project descriptions (see Appendix Band E), the S&ME
team has extensive experience with poly-bichlorinated biphenols. These projects indicate
not only our specialized experience, but also our geographical coverage, knowledge of
state and federal environmental regulations, and our experience with the NCDEHNR
(including the Hazardous Waste Section, the Solid Waste Section, the Superfund Section
and the Groundwater Section) and the EPA (both RCRA and CERCLA) programs. Our

8.0 STATEMENT OF QUALi FiCA TIONS
8.1 GENERAL QUALi FiCA TIONS EVALUATION
] 8.1.1 Office Location and Organization

This discussion of our branch office location and our management and support structure
is divided into three subsections. The first section focuses on our location and knowledge
of locality. The second describes the organization, functions and composition of the our
Program Management Office (PMO). The third focuses on the professional qualifications
and competence of the proposed technical team.
8.1.2 Firm Location and Knowledge of North Carolina
S&ME will manage and coordinate the work for this contract from our office located in
Raleigh, North Carolina, where we employ approximately 100 people. Eight of our Raleigh
employees live in Warren County. Our Raleigh office is located approximately 40 miles
from the site. We are a North Carolina-based firm with 22 years experience in the state.
As one of the largest North Carolina-based engineering companies, employing
approximately 44 people (approximately 200 in North Carolina), we have completed more
than 10,000 subsurface investigations (with a significant percentage of these in the
Piedmont region in which the project site is located). We have participated in the writing
of North Carolina groundwater and solid waste legislation and regulations, and we employ
50 engineers and/or geologists registered in North Carolina. Thus, we are extensively
familiar with North Carolina codes, laws, regulations, geologic conditions.

and many included assessing contamination from sources both on-site and off-site. One
of these projects included extensive studies at a potential site where off-site contamination
from an Installation Restoration (IR) facility threatened the feasibility of developing the
landfill. S&ME has worked on more landfill sites in North Carolina than any other firm.
In addition to Solid Waste Jandfills, S&ME has experience with hazardous waste (Subtitle
C) landfills. We sited and designed (through the conceptual stage) a proposed hazardous
waste landfill to be built in Anson County, North Carolina. We were retained by Rowan
County to represent them in opposing a hazardous waste landfill proposed within their
county. Additionally, S&ME provided siting studies for the Warren: County PCB landfill.
S&ME has completed approximately 20,000 total projects in North Carolina, which range
from environmental, geotechnical, construction testing, industrial hygiene and asbestos
services. The approximate numbers of the various types of projects in North Carolina is
presented in Appendix D.
8.2.1 Special Work Experience
As demonstrated by the selected project descriptions (see Appendix 8 and E), the S&ME
team has extensive experience with poly-bichlorinated biphenols. These projects indicate
not only our specialized experience, but also our geographical coverage, knowledge of
state and federal environmental regulations, and our experience with the NCDEHNR
(including the Hazardous Waste Section, the Solid Waste Section, the Superfund Section
and the Groundwater Section) and the EPA (both RCRA and CERCLA) programs. Our
