Communication with Potential Bidders
Ms. Monica Porter informed the Working Group that she had received a telephone
call from a potential vendor concerning the recent RFP. She wanted to know what the
policy was regarding individual Working Group members speaking with potential
bidders. Mr. Ferruccio added that he and his wife had also received a call from a
potential vendor, Mr. Ferrar. Ms. Ferruccio had spoken with Mr. Ferrar on the telephone
and Mr. Ferruccio had agreed to meet with Mr. Ferrar on February 7, 1996. Mr.
Ferruccio later changed him mind, and forwarded a meeting cancellation to Mr. Ferrar on
February 6, 1996. Mr. Ferrar, however, kept the appointment and met Mr. Ferruccio at
his home. At that time, Mr. Ferruccio presented Mr. Ferrar with another memorandum
canceling the meeting.
The Executive Committee adopted a new policy concerning this issue: If
Working Group members are approached by potential bidders, members are instructed to
