The confusion concerning the Working Group's intention may be due to the
language the Group used to express its intention at the December 13th
meeting•-in other words, due to an incompatibility between intention
and language.
However, it's necessary to get beyond the language; it's necessary to get to
the actual intention of the Working Group and see to it that this intention is
realized so we can achieve detoxification.

The position of the Working Group is that the detoxification objective necessitates the
unity of Warren County and that this unity would be facilitated through a joint
effort between you and Patrick Barnes. So the Group would like you to review
the aoope of work and make the appropriate recommendations.
