Bryan Brice, Jr. Project Background In November 2020, the Forsyth County Board of Commissioners authorized the sale of County owned property located at 4897 Lansing Drive. This is a 31-acre site that houses the Winston-Salem Forsyth County Schools’ maintenance operation. This sale allowed a local company to construct a new headquarters and expand its manufacturing footprint. This expansion addressed a blighted property and created new jobs within the community. A portion of the property was leased back for a three-year term to allow the WSFCS to exit the property. The County and WSFCS are working together on a colocation of maintenance services project. Property Background County staff identified real property located at 3290 and 3230 North Liberty Street as an excellent replacement site. This property is known as the “CEMEX property” and is an ideal location for parking WSFCS vehicles and heavy equipment. The site can also be used to store construction supplies. In approving acquisition of the property, the Forsyth County Board of Commissioners noted that acquisition and redevelopment of the property would have several benefits. These include: ▪Cure a blight on North Liberty Street ▪Promote economic development on the North Liberty Street area around the Smith Reynolds Airport ▪Address current environmental condition through Brownfields redevelopment section assessment, Environmental Management Plan implementation, and potential land use restrictions ▪Centralize industrial equipment and uses in a largely commercial and industrial area Property Demographics 3.7 acres in size Zoned General Industrial 800 feet of road frontage Roughly 31k square feet of paved surface area Developed with three buildings totaling 18,724 square feet, paved parking areas and limited landscaping. However, the Board also recognized that the property was a detriment to the surrounding community and would most likely continue to deteriorate if not acquired. In recognition of the property’s environmental conditions, the County plans to use the property for outdoor storage and parking. These planned uses involve limited construction activity and do not house any staff onsite. While assessment of the existing structures is ongoing, the County plans to demolish the canopy and production building, remove all silos, and clear the site of vegetation. Once cleared, new fencing will be installed, and minor patching and paving will occur if needed. ▪The scope of demolition is still in the planning process, but the current plan is to cut the footings of each facility off at ground level. Project Budget: Project Timeline The County’s lease of the Lansing Drive property will expire in June 2024. The CEMEX property needs to be cleared, secured, and ready for use by May 2024. Our desire is to start demolition over the next three months. Summary The County acquired the CEMEX property earlier this year and needs to redevelop it for use as an open-air parking lot and storage area by May 2024 Planned enhancements include demolition of dilapidated and deteriorated structures, removal of vegetation and other items, installation of new fencing, and minor repairs to the paved area The Forsyth County Board of Commissioners are committed to redeveloping the CEMEX property in a productive and responsible way. Benefits of redevelopment include: ▪Cure a blight on North Liberty Street ▪Promote economic development on the North Liberty Street area around the Smith Reynolds Airport ▪Address current environmental condition through remediation and use restrictions ▪Centralize industrial equipment and uses in a largely commercial and industrial area
