This semiannual report pertains to the Duke Energy Carolinas, LLC (Duke Energy) Marshall
Steam Station (Marshall or Site) Dry Ash Landfill (Landfill) and documents the results of the
August 2023 Industrial Landfill (Landfill; Permit No. 1804-INDUS) groundwater monitoring
event.
1.1 Site and Landfill Information
Duke Energy owns and operates Marshall Steam Station, located at 8320 NC Highway 150E in
Terrell, Catawba County, North Carolina (Figure 1).
The North Carolina Department of Environmental Quality (NCDEQ) Division of Waste
Management (DWM) issued a permit to operate the Dry Ash Landfill in December 1983. The
Landfill consists of the following disposal areas:
• Fly ash disposal (two Phases): Phase I —14.5 acres (approximate) and Phase II — 46.2
acres (approximate)
o Excavation of Phase I was completed in March 2023.
• Asbestos disposal: 6.9 acres (approximate); permitted in December 1987
• Construction and demolition (C&D) debris disposal: 2.75 acres (approximate); permitted
on October 17, 1989.
Those disposal areas were constructed as unlined landfills and are closed with soil covers and
under groundwater monitoring.
1.2 Hydrogeologic Setting
The site is located within the Piedmont physiographic province (Piedmont). Piedmont bedrock
primarily consists of igneous and metamorphic bedrock. The fractured bedrock is overlain by a
mantle of unconsolidated material known as regolith. The regolith includes, where present, the
soil zone, a zone of weathered, decomposed bedrock known as saprolite, and alluvium.
Saprolite, the product of chemical and mechanical weathering of the underlying bedrock, is
typically composed of clay and coarser granular material up to boulder size and may reflect the
texture of the rock from which it was formed. The weathering product of granitic rocks may be
quartz -rich and sandy -textured, whereas rocks poor in quartz and rich in feldspar and other
soluble minerals form a more clayey saprolite (S&ME, 2020).
Groundwater at the Site typically occurs in three interconnected flow zones. The shallowest
groundwater flow zone — the surficial flow zone — occurs in the residual soil and/or the upper
section of saprolite. Beneath the surficial flow zone, the transition zone flow zone occurs in the
lower portions of the saprolite and partially weathered bedrock and is the most permeable part
of the Site's hydrogeologic system. Bedrock underlies the transition zone and comprises the
least permeable flow zone of the Site's hydrogeologic system, where groundwater flow occurs

predominantly along fractures, joints, and faults. Groundwater is usually first encountered in
the surficial flow zone.
1.3 Landfill Semiannual Monitoring Program
The initial Sample and Analysis Groundwater Plan (SAP) (Altamont Environmental, 2012) has
been revised over time to incorporate changes. The February 2023 sampling event and this
Semiannual Water Quality Monitoring Report comply with the SAP, Revision 1 (S&ME, 2020)
submitted to the DWM on August 24, 2020. The Landfill semiannual monitoring program,
described in detail in the SAP, consists of eight groundwater monitoring locations. Monitoring
well MW-4 is designated as a background well for the Landfill. Monitoring wells OB-2 (MW-6)
and OB-3 (MW-7) were used for water -level measurements only and not sampled until they
were abandoned. A summary of monitoring well construction information is presented in
Table 1, and analytical parameter coverage for the Landfill semiannual groundwater monitoring
program is summarized in Table 2. Three groundwater monitoring locations have since been
abandoned and are detailed below:
• MW-5, abandoned in December 2020 due to construction of water redirect project
• OB-1, abandoned in April 2021 due to excavation of Phase 1
• MW-2, OB-2 (MW-6), and OB-3 (MW-7), abandoned in April and May 2023 due to
installation of a geosynthetic cap for Phase 2.
The existing groundwater monitoring locations are summarized in Table 3 and shown on
Figure 2.

2.0 METHODS
2.1 Sampling and Analysis Methods
Pace Analytical Services personnel (Pace Analytical North Carolina Field Certification #5342)
performed groundwater sampling on August 9, 2023, in accordance with the North Carolina
Solid Waste Management Guidelines. Copies of the field sampling forms are included in
Appendix A. Duke Energy Analytical Laboratory (North Carolina Laboratory Certification #248)
analyzed the reported parameters and constituents. The laboratory report and chain -of -
custody forms are included in Appendix B.
The samples were analyzed for the list of parameters and constituents outlined in the SAP and
guidance from the NCDEQ DWM, Solid Waste Section (SWS). The monitoring parameters, along
with the U.S. Environmental Protection Agency (USEPA) Solid Waste (SW)-846 analytical
methods and Title 15A North Carolina Administrative Code (NCAC) 02L .0202(g) Groundwater
Quality Standards (02L standards) are presented in Table 2.
2.2 Regulatory Criteria
• Evaluation of the semiannual monitoring analytical results is compared to the 02L
standards for groundwater.
2.3 Statement of Work
The following tasks were completed for semiannual water quality monitoring:
• Collected groundwater levels and samples on August 9, 2023
• Reviewed the laboratory analytical results pertaining to the parameters listed in Table 2
• Compared groundwater analytical results to 02L standards and historical concentration
ranges
• Developed generalized groundwater surface contour maps using groundwater elevation
data
• Calculated groundwater flow velocities based on groundwater elevations at wells
perpendicular to groundwater flow
• Converted the laboratory -provided electronic data deliverable (EDD) to the format
requirements of the NCDEQ DWM EDD template and submitted copies of the EDDs to
the NCDEQ DWM with this report
• Prepared and submitted this Semiannual Water Quality Monitoring Report

3.1 Site Groundwater Flow
Generalized groundwater elevation contours and groundwater flow direction arrows in the
vicinity of the Dry Ash Landfill are shown on Figure 3 for the surficial flow zone. These contours
were developed by calculating groundwater elevations in each monitoring well using the depth -
to -water -level measurements taken during August 2023. Water levels from other site wells
were used to generate figures due to the abandonment and dry solid waste program wells.
The water level in MW-1 remains below the pump as well. In addition, water -level
measurements from nearby groundwater monitoring wells included in other Site groundwater
monitoring programs were used. Depth -to -water measurements and calculated groundwater
elevations are presented in Table 1. The calculated groundwater flow velocity for the Phase II
area is presented in Table 4; groundwater flow velocity was not calculated for the Phase I area
because the water level in MW-1 was below the pump. Calculated groundwater elevations
based on depth -to -water measurements gauged during August 2023 indicate groundwater at
the Landfill generally flows to the south and southeast toward Lake Norman, consistent with
historical Site observations.
3.2 Analytical Results
Analytical results, field data, and reference comparisons discussed below are summarized in
Table 5 and Table 6. Sample locations are depicted on Figure 2.
Groundwater Results
Field and analytical results for the collected downgradient and background groundwater
samples are presented in Table 5. MW-1 was not able to be sampled because the water level
was below the pump. Groundwater analytical results are compared with 02L standards.
Constituent concentrations equal to or greater than the 02L standard include pH, antimony,
cobalt, iron, and manganese in one or more wells and are noted in Table 5 by bold font. The
laboratory analytical reports are included in Appendix B. A summary of the groundwater field
and analytical results that are equal to or greater than the 02L standard (pH, antimony, cobalt,
iron, and manganese) with a comparison to historical data are presented in Table 6.
Time versus concentration plots of the locations where concentrations are greater than the 02L
standard are presented in Appendix C. Those plots demonstrate the historical concentrations at
these locations and their behavior over time.
3.3 Quality Assurance/Quality Control
Field -performed quality assurance and quality control (QA/QC) consisted of the collection and
analysis of a field blank to evaluate if contamination was imparted to the samples by the
sample container, preservative, or other exogenous sources. A field duplicate sample was also
collected to estimate sampling and laboratory precision.

Select samples were diluted, as is normal laboratory practice, to bring samples within the
calibrated range of the analysis. Specifics regarding the samples that were diluted, including the
dilution amount, are reported in the lab report. Additional QA/QC data, laboratory analyses,
and chain -of -custody forms are included in Appendix B.

The questions on this checklist refer to basic review of laboratory analytical reports for completeness and accuracy of data. Any responses requiring follow up action with the analytical lab or field personnel must be
noted in the summary section at the end of this form before the data can be approved for use by technical leads.
Lab Qualifiers:
J-Analyte detected above the MDL, but below the RL; analyte concentration should be considered an estimate.
7
M - MS and/or MSD recovery was outside of the control limits; the associated LCS recovery was acceptable. (This qualifier is for a non -project QC sample.)
M4 -The spike recovery value was unusable since the analyte concentration in the sample was disproportionate to the spike level. (This qualifier is for a non -project QC sample.)
U-Analyte was analyzed for, but not detected above the MDL, MDA, MDC, or LOD.
Validation Qualifiers:
R- Result is unusable. The sample result is rejected due to serious deficiencies in meeting quality control criteria; the analyte may or may not be present in the sample.
J - Value is estimated. The result is below the reporting limit or potentially biased based on data validation.
U-Analyte was analyzed form but not detected above the minimum detectable concentration (MDC) or method detection limit (MDL).
B -Target analyte detected in the method blank an in the sample at a concentration less than lox the blank concentration.
• Per the Chain of Custody, MW-1 was not sampled because it was dry.
• Chloride (0.02 mg/L), Nitrate (0.03 mg/L), Nitrate as N (0.01 mg-N/L), Chromium (0.43 ug/L), and Molybdenum (0.59 ug/L) were detected in the Equipment Blank; Nitrate, Nitrate as N,
Chromium, and Molybdenum were also detected in the samples at concentrations less than lox the blank concentrations.
• Chloride (0.02 mg/L), Nitrate (0.03 mg/L), and Nitrate as N (0.01 mg-N/L) were detected in the Field Blank; Nitrate and Nitrate as N were also detected in the samples at concentrations less
than lox the blank concentrations.
