ADDITIONAL COMMENTS: 1. Section staff David Powell met with Ms. Angie Foster onsite for a pre operation inspection of compost area number 3, which is beyond the Air Curtain Incinerator in the T and P. Ms. Angie and Mr. powell walked site and evaluated sites construction according to approved plans/buffers. Roads were of all-weather construction.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

2. Signage is still present and fence to control access. EOW markers were in place at T and P and Compost areas. Additional EOW markers are needed on compost side area 3. Ms. Angie sent photos of new markers added, as requested, shortly after inspection via email.

3. The site has much waste in the current operation compost area. Once waste is removed, be sure and add soil/grade as needed for positive drainage and proper pad specifications for compost windrows. Compost windrows had good separation and were of appropriate size. Ms. Angie plans to send finished compost to a new facility in Scotland County which will be composting food waste soon, NC Organics Recycling 8304-COMPOST-2023.

4. Stormwater structures seemed to be constructed as designed and in good condition. Vegetation has been established around the SWPs and the site in general. David Powell contacted DEMLR Nick Mills to confirm all permits and requirements were met, which he confirmed.
