The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL CO MMENTS 1. David Powell met with Moore County staff to conduct a comprehensive inspection. Roads were of all-weather construction, and facility is behind gate/fence beyond entrance. A dust vehicle was purchased and is helping with dust management.
2. Yard waste (YW) material didn’t have any visible unapproved waste during inspection. Good job. The site was neat and orderly. Simmons and Simmons onsite mulching currently. Since last visit, Mr. Brown stated that once windrows were removed, soil was added, and area was graded. Good job. Western side is receiving raw YW currently and is being mulched then windrowed.

On the east side of T and P with a western view. 3. Engineered woods (pallets) wastes are now being kept separate. Unclean wood pallets are separated to the side. Options for these wastes were discussed, such as recycling back into new pallets and communicating with DEACS for other options. Discussions also involved the county reaching back out to boiler company about the clean wood mulch from the pallets as fuel again.

Not clean wood pallet pile to side. 4. There is still a good amount of material onsite. All YW is mulched and composted, then sent out to offsite vendors
who add it mostly to soil and then sell it as soil amendment. Some mulch is used for ADC at Moore County CDLF, erosion control or to assist with vegetation establishment around facility or closed MSW. Some off-site locations consist of Uhwarrie landfill, Brooks or Walburg Sand. County is also working with Carolina Tire for using some
for-erosion control on side slopes etc. on their landfill.

5. Temperature records were available and reviewed, along with a new map. These records have improved with new aerial maps identifying windrows, etc. Good job. Permit, operations plan, annual reports certifications, vendor contracts, previous inspection reports, waste screenings, daily checklist, and load checks for facilities onsite were also reviewed. Remember compost temperatures must be 131 degrees F for three consecutive days, not average. All waste had met time/temp requirements for previous year on records reviewed but composting was continued and monitored to create a better product.

6. Area 2 for the T and P storage is located between the access roadway to CDLF and T and P and the Transfer Station and scrap metal. The area has had all waste removed, soil added and been graded. Good job. The site now has some roll offs stored but they can be quickly removed if storage area is needed.

7. All operators and managers associated with operations at the T and P should be familiar with 15A NCAC 13B .1400 rules but especially .1406, which is the OPERATIONAL REQUIREMENTS FOR SOLID WASTE COMPOST FACILITIES. In addition, 15A NCAC 13B .0300 rules but especially .0302 OPERATIONAL AND CLOSURE REQUIREMENTS.

8. Discussions onsite were that there are usually two county staff members onsite during operations. Some staff were picking up the minor amount of unapproved waste during inspection from a recent dumper. Mr. Brown indicated that pretty much all waste that was received in the past year has been removed after composting. An Air Curtain Incinerator option was also discussed. Even in a limited means, it may offer a manner of waste management that could be beneficial to the County. Mr. Powell suggested the county speak with their engineer/consultant and Section permitting. In addition, he suggested Richmond County and City of
Laurinburg as examples of currently operating ACI’s whom may can offer some insight into operating one.
