ADDITIONAL COMMENTS
1. David Powell met with Moore County staff to conduct a comprehensive inspection. Facility roads were in good condition. The station is inside the county facility behind gate and fence. A convivence site and scale house with signage at entrance and additional signage leading to Station. Although signage is present at the entrance, along route and at the station not all signage requirements are met. A sign should be added to meet requirements of 15A NCAC 13B .0405 (e)(4).
15A NCAC 13B .0405 (e)(4) - Signs shall be posted at the site entrances unless otherwise stated in the site permit. The signs shall be constructed of a durable, weather-resistant material. The signs shall be clear and legible to the public. The signs shall state the name of the operator of the site, emergency contact information, the operating hours of the site, the permit number of the current permit authorizing operations at the site, the types of waste that can be accepted under the permit, and that hazardous waste and liquid waste cannot be accepted at the site.
Current signage at entrance to facility. Need to add rule required parts onto existing signs or create new one, and it can be installed at entrance here or right before entering Transfer Station.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

Signage on the side of Transfer Station. 2. The tipping floor looked good and the structure of the station. The side walls were in good shape. The concrete on the floor was replaced not long ago and looks good.

3. Records have improved since the last inspection. Some records had to be updated or sent via email after inspection. Records reviewed consisted of: Vendors contact lists, previous inspection reports, current permit/ops plan and maps, waste screening scalehouse docs, in house training records for safety, OSHA Written Program, tipping floor waste screening reports, FAR, wash down records, monthly volume analysis, weekly facility reports (in house) waste and recycling records tracking costs and tonnages, older operations plan and permits. Waste screening meeting rule requirements based on weekly average tonnage/volume. Washing down most stations is
done monthly, but the biannual includes entire station. Be sure to indicate this on current wash down logs. April 2023 was the last entire station wash down. The station will do another before the end of the year based on a discussion by Mr. Drennan. Davis expires Feb. 27, 2024; Tillman Drennan expires Oct.
11, 2025; Billy Dennis expires Feb. 3, 2025. Please start tracking leachate removal and create a record that’s available during inspections. Wash down records need to indicate when entire station is washed down to ensure station is meeting rule requirement. Please indicate on logs in the record when doing the 8hr training on permit/ops plan/TS rules.

4. The Leachate collection grate at front of the transfer station was somewhat clean. Be sure and clean and maintain collection grate regularly.

5. The recyclable storage area was full. Recyclables go to Pratt.

6. Windblown was not an issue during inspection. Woven plastic mesh is still being used on the south side/ station open end for managing windblown. The surrounding grounds of the station looked good and well managed. The station itself looked good as well. The loading bay was somewhat clean and seems waste is removed periodically.

7. The leachate collection tank area was clean. Leachate pumping and hauling was being recorded but no records this time. Please start back tracking leachate removal and create a record that’s available during inspections. Trailer storage is along entrance road and the area was clean. Sloping of the road gives an advantage to trailers leaving with a down slope as you leave the station.

8. Firefighting equipment was present and had been inspected recently this past year. Extinguishers were in loaders and in office beside tipping floor. A water hose is also available beside tipping floor.

9. Corrective actions are necessary as result of this inspection. Corrective actions should be completed within 60 days from the date of this inspection report sent. Failure to resolve these matters may result in further enforcement action.
