Develop PCB Landfill detoxification project master plan, including: _,,,,.. 1. Review all appropriate and applicable information and provide written report evaluating existing environmental conditions at landfill, considering at least the following: (a) Groundwater quality, volume and flow, monitoring systems (b) Leachate, volume, chemical characteristics, extraction, treatment and application systems (c) Surface water quality, volume and flow, monitoring systems including sediment ( d) Gas venting system, volume and flow and chemical characteristics ( e) All chemical/physical sampling and analysis data including all toxic constituents, specifically dioxins and furans (f) Natural and engineered characteristics of the site and landfill (g) Other considerations deemed appropriate by the working group Ui) S'4 itT"1 PROCOTOLS 2. Provide recommendations and processes for additional evaluations, monitoring or other protective measures required as a pre-requisite for detoxification or until detoxification is accomplished. (a) Review two existing groundwater monitoring proposals submitted by Division of Solid Waste Management staff and George Bain, P.G., and recommend actions for implementing. (b) Provide oversight for implementation of planned routine bi- annual monitoring, sampling, and analytical events • including: quality assurance, quality control for dioxins and furans at all monitoring locations. ( c) Evaluate the need to remove water in landfill as a prerequisite for detoxification and as a safety factor to control releases from the landfill. ( d) Provide recommendations for other protective measures deemed appropriate by the Working Group, such as off-site monitoring and evaluation of landfill liner systems. 3. Identify and recommend alternative appropriate and feasible technologies for detoxification oflandfill. (a) Review existing criteria for selection of alternative detoxification technology and vendor selection and recommend any changes to facilitate selection process. (b) Identify and recommend process for consideration, selection and implementation of additional detoxification technologies and vendors. (c) Review BCD permits submitted to EPA by SoilTech and ETC for R&D under the TSCA, and make comments and recommendations concerning technical and administrative issues (including budget) to Working Group. (d) Design and/or draft RFPs/contracts for tasks required to support and implement detoxification efforts. ( e) Design or draft RFP for providing materials from the landfill for pilot/bench scale detoxification technology studies (excavation, storage, drying and delivery to vendors). (f) Prepare technical reports on detoxification efforts that are of sufficient quality for scientific peer review as well as sufficient clarity for use in presentations for community involvement and understanding, and support efforts in the General Assembly for funding detoxification of the landfill. 4. Draft/outline all tasks and processes with milestones, scheduling and budget for all elements of detoxification into a project plan for consideration by the Working Gro~p. II. Develop community interaction plan 1. Prepare/outline all elements and format for maximum meaningful community participation in detoxification efforts. 2. Work with sub-committee/Working Group to implement community participation plan. 3. Prepare materials/information for community presentation that maintain scientific accuracy and can be understood by the community. 4. Provi'J~in direct communications and public participation on detoxific~rts in the Warren County community. III. Develop proposals and plans for legislative support of detoxification efforts 1. Prepare/plan for all elements essential to inform members of the General Assembly of the necessity of detoxifying the landfill. 2. Prepare information on alternatives for detoxification, selection of alternatives, pros and cons of alternatives, cost of alternatives and basis for selection of specific alternative. ---.----~ 3. Provide leadership and participation for efforts to maximize the potential for fundmg y t e General Assembly. 4. Provid~and participation in lobbying individual and groups of members of the General Assembly for detoxification of the landfill. IV. Contract Administration V. 1. Prepare draft of proposed RFPs, contracts, budgets for activities associated with detoxification as directed by the Working Group. 2. Implement RFPs, contracts and provide oversight for activities associated with detoxification directed by the Working Group. 3.
