After the landfill was constructed the State committed to detoxification of the PCB contaminated materials if appropriate and feasible technology was developed. In 1994, the Department of Environment, Health and Natural Resources (Department) established a Joint Warren County/State PCB Landfill Working Group (Working Group) to evaluate various technologies for detoxification of the landfill. Based on these evaluations, the Working Group will make recommendations to the department for appropriateness and feasibility of these technologies. The Working Group is seeking a Science Advisor to assist them in these efforts. You have been identified as a potential candidate for the Science Advisor position. The Working Group has developed a set of criteria for selection of a Science Advisor (enclosed). We would appreciate your consideration for this position by responding to each item included in these criteria. The process for selecting a Science Advisor is anticipated to include; request responses to criteria from several candidates; evaluation of all responses; selection of qualified candidates; interviews for most highly qualified candidates; final selection of candidate; negotiation with selected candidate on scope of work and personal services contract. The most immediate tasks for a Science Advisor include: Evaluation of vendors for base catalyzed dechlorination (BCD) Pilot Scale Studies for detoxification of the PCB Landfill; oversight and monitoring BCD Pilot Scale Studies; evaluation of alternative technologies ( other than BCD but not including incineration) for detoxification of the landfill. It is anticipated that no one person will have experience in all areas of scientific expertise required and one task will Science Advisor September 6, 1995 Page2 be to assist in the selection of other experts with experience in scientific fields applicable to the PCB project. All assigned tasks will require coordination with citizens, the Working Group and State and Federal agencies. This position will be a challenge to the selected candidate and I look forward to receiving your response to this request. Sincerely, William L. Meyer, Director Division of Solid Waster Management WLM/cb Enclosures Criteria For Selection of A Science Advisor for The Joint Warren County/State PCB Landfill Working Group. * Ability to provide a variety of skills necessary to objectively offer scientific advice to members of the working group concerning the PCB Landfill. * Demonstrated knowledge of toxic substances; with emphasis on PCB, Dioxins and Furans, including environmental interactions and midigations or remediation of environmental releases. * Academic training in a relevant science or engineering field (chemistry, biology, ecology, physical sciences, environmental engineering, toxicology, epidemiology or public health.) * Demonstrated working knowledge and technical ability to coordinate scientific and technical experts and information in areas of regulations, regulatory processes, chemistry, physical sciences, hydrology, ecology, public health, risk assessment, engineering, toxicology, epidemiology, statistics, data collection and interpretation and sampling and analysis, that may be required for efforts at the PCB Landfill that are in addition to the science advisor's skills and experience. * The ability to communicate and translate technical and scientific information into terms understandable to the public while maintaining scientific or technical accuracy and objectivity. Demonstration of experience with clients who do not possess extensive technical backgrounds. Provide references of at least three (3) grassroots clients or non- governmental clients for whom vendor has performed relevant work. * Ability to draft, review and interpret various technical documents and write reports for the working group. These documents include but are not limited to; investigation/evaluation studies, feasibility studies, engineering designs, work plans, sampling plans, quality assurance/quality control plans, risk assessments, health assessments, environmental monitoring plans, chemical/physical analysis and oversight plans. * Ability to determine/compare cost and benefits of various technologies. Perform/review audits and other financial accounting efforts for the working group. * Ability and commitment to attend scheduled meetings and attend special or non- routine meetings upon request by the working group. * Provide resume showing at least seven (7) years work history.
