PCB Landfill Working Group's Request For Proposal, and related informational
materials.
As you will note, ECO has specialized since its inception in assisting community
groups nationwide with the difficult challenges presented by a variety of waste
management. This has allowed us to develop an expertise with the relevant regulations
and technical issues, while concurrently refining the ability to make technical
information accessible to a general audience. An additional benefit of our professional
concentration on public and community projects is that there is never a possibility of
conflict of interest which might impair complete advocacy of our citizen clients.

I. EXECUTIVE SUMMARY
The citizens of Warren County, North Carolina with
the assistance of The Joint State -Warren County PCB Landfill
Working Group (the Working Group) require assistance in
monitoring and overseeing the technical and regulatory aspects of
the remediation of a of PCB landfill located in Warrenton.
Technical assistance, advice and education provided by a qualified
consulting firm working on behalf of the community is necessary to
ensure that public health, safety and welfare is being protected to the
extent required by regulation, with the ultimate goal of ensuring that
the planned remediation utilizes best available technology,
aggressively protects human health and the environment and results
in a cleanup that meets with community acceptance.
These tasks require a multi-disciplinary, multi-media
approach, combining the expertise of technical specialists with the
communications skills of compliance attorneys. The contractor will
be further required to work in conjunction with state and federal
regulatory agencies, while maintaining credibility and rapport with
the community.

II. MANAGEMENT SUMMARY
The Environmental Compliance Organization (ECO) believes that
solutions to the hybrid technical/legal challenges presented by projects such as
the Warren County PCB landfill remediation requires a multi-disciplinary
approach.
In keeping with this philosophy, ECO has assembled a team of
highly qualified professionals in the fields of engineering, nuclear waste
management, biology, chemistry, toxicology, economics, education, planning
and law, in order to fulfill and exceed the primary requirements of the Warren
County Science Advisory position, and any other ancillary needs that may arise in
successfully completing this project.
ECO proposes to utilize this unique combination of technical and
regulatory compliance talent in a balanced "team" approach to this project,
thereby providing the highest standard of competence, in conjunction with service
that is time and cost effective.

All staff members designated for work under this proposal have direct
experience in Federal, State or Local government, and have had extensive
involvement in the development and implementation of TSCA, as well as related
environmental regulations.
ECO conducts all fieldwork according to an EPA approved Quality
Assurance Proiect Plan, EPA approved sampling protocol and methodology, and
constant surveillance for maintenance of chain of custody. All ECO staff have
received site sampling training directly from EPA, and undertake yearly update
training. This rigorous attention to approved protocol and detail, provides
assurance for our clients that all ECO sampling work will meet with regulatory
approval on first review, and is defensible as evidence in court if necessary, or
requested.

III. PROJECT APPROACH
ECO proposes to assign a senior staff member, jointly agreed upon by all
parties, to act as lead Project Officer for this contract. The Project Officer will be
responsible for gathering all requested or required information, work, technical
opinions, etc., as required, from multi-disciplinary staff, and be responsible for
ensuring satisfaction of all substantive, procedural and time requirements. The
Project Officer will be responsible for final preparation and submission of written
documents subject to oversight and editing authority of other senior staff.
Monthly progress memos will be submitted to all designated persons,
specifically detailing progress and forecasting activity for the future. A detailed
statement of charges and expenses will be submitted on a monthly basis.
All ECO staff will be available to the Working Group upon request, and
the designated Project Officer will be continuously available to provide on-call
assistance.

IV. ESTIMATED PROJECT COST
No projected Scope of Work, or estimate of hours was provided in the RFP
information received by ECO. Therefore, it is impossible to provide a single cost
estimate at this time. Included below is a rate list for hourly fees for various
personnel. Any cost estimate generated in regard to this project would be made
upon the basis of the presented hourly rates.

Consultations and work requiring less than 15 minutes will be reflected as "no
charge" items on invoices. There will be no incidental charges assessed for

V. QUALIFICATIONS
A. Narrative Statement
The senior staff members proposed for work under this contract have over
35 years cumulative experience in the administration of all aspects of federal
environmental regulation.
ECO has been extensively involved in providing technical assistance to
citizen's groups, communities and municipalities on a wide spectrum of waste
management and remedial projects.
ECO'S community assistance team is supplemented by auxiliary technical
and professional staff, including multi-disciplinary experts in the related fields of
CERCLA, RCRA, NEPA, TSCA, CW A, NPDES and OSHA. This bread~ of
technical and regulatory capability ensures that ECO can meet and exceed any
project specifications, regardless of the challenges presented.

RELEVANT EXPERIENCE:
As Former Director of the Virginia CERCLA Program, Ms. Ewald has over 5
years experience in the supervision, training and oversight of a large staff of
engineers, chemists, geologists and attorneys, in the discovery, assessment and
remediation of waste sites across Virginia. Ewald was responsible for the
development and institution of QA/QC sampling programs utilized as a model
for states by U.S.EPA Region III. Under her direction, the Virginia Program
successfully completed the first QAPP in the nation, allowing State personnel to
sample on behalf of EPA and utilize sampling results for site analysis and
ranking, enforcement, civil and criminal actions. Her position entailed project
management and oversight for over 400 million dollars in remedial and removal
projects in the Commonwealth. As Director of Regulatory Affairs for
ChemTreat, Inc., Ewald initiated and developed RCRA contingency, SARA III,
and employee safety plans for a multi-facility manufacturing firm. Ewald was
also responsible for creating a fire brigade and emergency response team for
industrial parks in Virginia and Texas. Additionally, she has been actively
involved with local emergency planning commissions in Texas and Virginia.
Ms. Ewald is the 1990 recipient of the prestigious Cavallo award for moral
courage in the administration of government and business.

BRENDA H. SAHLI

RELEVANT EXPERIENCE:
Former Director of the Virginia Bureau of Toxic Substances Information and
Control. Sahli functioned in an appointed capacity as the supervisor of
toxicologists, physicians and hygienists in the identification, registration and
investigation of toxic and hazardous substances found in the workplace. Ms.
Sahli and her staff provided technical assistance to remedial and emergency
response personnel regarding potential chemical effects and hazardous materials
safety procedures. In conjunction with ATSDR, Sahli's staff provided health
assessments for CERCLA site investigations, and water quality sampling efforts
across the Commonwealth.
In addition to her tenure in public service, Ms. Sahli has extensive experience
working in the private sector, and has prepared numerous site, and employee
health and safety plans for a variety of public and private facilities. This
technical competence is enhanced by executive management experience gained
through her appointed positions, and service as member of the Board of
Directors for several commissions and private corporations.
Ms. Sahli serves as ECO health and safety supervisor, and evaluates all
sampling plans and analyses in regard to potential, and expected health or
environmental impacts. Under Sahli's supervision ECO has been able to
maintain an accident, occupational disease free workplace, despite numerous
man hours spent on hazardous and toxic waste, and emergency response sites.

RELEVANT EXPERIENCE:
With over 14 years of work in environmental and safety management and
regulatory issues, John Schubert represents a broad base of practical experience
and expertise. Schubert possesses direct project experience in the areas of air
and water permitting, inspection, compliance and enforcement, ambient air
quality analyses and modeling, integrated environmental auditing, materials
handling and transport, OSHA and project design and management. Mr.
Schubert has held staff and managerial positions in private industry,
government and consulting organizations.· During his tenure as an Associate for
Environmental, Safety and Regulatory Affairs for Standard Oil, he
accomplished marked reductions in worker accidents, and provided leadership
in sensitive water pollution control projects and programs. As an
Environmental Engineer for the Virginia Department of Air Pollution Control,
he conducted and reviewed air quality analyses and engineering studies for
Prevention of Significant Deterioration and other permits, and later coordinated
the enforcement activities of the Department.
Mr. Schubert's environmental background is enhanced by his instructional and
communications expertise. This experience includes periods of instructor duty
in the Defense Department, and later work presenting safety and environmental
lectures and seminars to corporate groups. Additionally, Schubert brings
formal management training and experience, and a considerable familiarity of
Federal, State and Local regulatory agencies to the ECO team.

RELEVANT EXPERIENCE:
Mr. Freeland has over 25 years direct experience in managing the solid waste
groundwater group and the hazardous waste groundwater group for the Virginia
Department of Environmental Quality. Staff supervised by Mr. Freeland wrote
six post-closure hazardous waste permits and approved several closure plans as
well as their normal duties, Mr. Freeland's staff was also responsible for solid
and hazardous waste permit amendments, variances, closure plans, and all
groundwater issues for the waste division. Mr. Freeland personally responsible
for reviewing and approving of alternate daily cover, HB 1205, closure
extensions, and groundwater compliance agreements. Mr. Freeland has worked
on many special projects, including Groundwater Protection Steering Committee
and Multimedia Workgroup.

Former Biology Instructor. Former TSCA staff researcher. Past RCRA
Enforcement Director. Director of the Division of Technology and
Engineering, Virginia Air Pollution Control Board. Responsible for the
inspection and compliance of over 1,500 RCRA generator, small quantity and
TSD facilities. Initiated and directed RCRA enforcement, criminal, corrective
action and IRP projects at over 100 facilities, including extensive review of
groundwater models and supervision of groundwater treatment systems.
Directed a large multi-disciplinary staff in modeling, permitting and
enforcement of Clean Air Act standards. Responsible for executive
management functions such as budget forecasts, accounting and grant
administration. Involved in the drafting and promulgation of hazardous and
solid waste, air and air toxics regulations.
Ms. Morse has additionally received Project management training through
U.S.EPA, and has been responsible for the hiring, training and oversight of
inspectors, project and response officers. In conjunction with the State Police,
and Department of Emergency Services Ms. Morse developed and taught
numerous courses on hazardous materials transportation, criminal enforcement,
emergency response and OSHA training for waste site personnel.
Ms. Morse brings a broad range of technical capabilities, as well as a
comprehensive knowledge of State, local and federal compliance requirements
to the ECO team.

RELEVANT EXPERIENCE:
Former Program Manager, Virginia Bureau of Radiological Health. Former
Director of the Virginia Nuclear Waste Management Program. A. C. McNeer
has amassed over 40 years experience working in the administration of nuclear
waste, health and safety programs and regulations. As Program Manager in the
Bureau of Radiological Health, McNeer was responsible for hiring, training and
supervising employees in the inspection, investigation and enforcement of
relevant regulations at a variety of facilities and institutions utilizing radioactive
materials. As Director of the Virginia Nuclear Waste Management Program,
his duties included developing and implementing programs to accomplish the
required siting of low level and high level nuclear waste repositories within the
Northeast region. Along with compliance engineers under his direct
supervision, McNeer was also responsible for providing oversight and
assistance with NRC inspections and enforcement activities.
Mr. McNeer has received extensive training through the NRC programs at Oak
Ridge, and continues to serve as the Nuclear Emergency Preparedness Director
for Virginia, while acting as 'ECO's Nuclear waste Management Chief. His 40
years of experience in the areas of nuclear engineering and government
administration, allows the ECO multi-disciplinary team to tackle technical and
policy challenges on sites where radiological and mixed waste contamination
are of concern.

STEVEN E. FRAZIER

RELEVANT EXPERIENCE:
Former Research Development Director for EPA Projects, Research Triangle
Park. Former Virginia Federal Facilities Coordinator. Mr. Frazier has
extensive experience in developing analytical procedures and guidelines for use
in EPA CLP laboratories, including air sampling methodology, and the
currently approved method for analyzing stack effluents. Frazier's expertise in
the lab setting is further enhanced by experience in performing actual field
work.
As Federal Facilities Coordinator for Virginia, Frazier had lead responsibility
for assisting federal and DOD installations with permit applications, facilities
restoration through IRP, closure and corrective actions, and the evaluation of
sampling proposals and laboratory data for technical and regulatory sufficiency.
Mr. Frazier has served as an expert witness in both criminal and civil
proceedings, and has lectured professional and DOD groups on a wide variety
of waste management and environmental issues.
Frazier serves as ECO Federal Facilities Coordinator, and possesses necessary
clearance to perform work in classified and restricted areas. Additionally,
Frazier serves on the QA/QC data reduction team which evaluates all sampling
for technical accuracy.

MARGARITE L. SHAPIRO

RELEVANT EXPERIENCE:
Former Project Manager, Regulatory Branch, U.S. Army Corps of Engineers.
Former Research Associate, University of Florida, University of Alabama.
Acted as a project manager for numerous federal permit applications including
NPDES parts I and II. Interpreted plans and specifications, identified and
evaluated impacts from proposed projects pursuant to CW A, NEPA, River and
Harbor Act, and other applicable water quality and wetlands statutes.
Conducted inspections in regard to factors such as wetlands, historic properties,
endangered species, flood plains, erosion and accretion, water quality and
property owner. Ms. Shapiro was designated project manager and supervisor
for operations in Mobile Harbor and acted in that capacity for over ten years,
balancing water resources conservation against competing needs of commercial
shipping and recreational boating concerns.
Shapiro has prepared numerous environmental assessments and impact
statements, FONSis, 404 (b) I evaluations and statement of findings. Ms.
Shapiro serves as an expert witness for wetlands and water quality issues for the
United States Justice Department.
Additionally, Shapiro has received protocol field sampling and QNQC data
reduction training through the U.S.EPA regional laboratory, and has
participated in over 200 site sampling investigations. Her environmental
expertise is augmented by her training and certification as an Emergency
Medical Technician and EMT Instructor, allowing her to provide ECO with in-
house site safety and first aid assistance as required by OSHA.

J. KEITH STIGALL

RELEVANT EXPERIENCE:
Mr. Stigall has a broad range of experience to enhance his formal training in
geology to included Superfund site assessment and remedial management, soil
and groundwater investigation and remediation, and closure assessments and
engineering plans.
In addition to extensive, on-site field management experience, Mr. Stigall is
trained and licenses under OSHA to train both hazardous waste site workers and
hazardous waste site supervisors and is responsible for on-site implementation
of the ECO Health and Safety Plan.
Mr. Stigall has managed Superfund projects in Missouri, Kentucky, Iowa,
Texas, Arkansas, Florida, Ohio and Virginia, and has expertise with various
state laws and requirements and in interfacing with various EPA Regional
offices.

JOHNNY E. MILLER

RELEVANT EXPERIENCE:
Mr. Miller has over 15 years direct experience in the operations, and operations
supervision at various hazardous waste incinerator facilities, and was
instrumental in bringing forward information that resulted in the formal inquiry
into health and safety considerations at the ThermalKem facility located in
Rock Hill, South Carolina currently being conducted by EPA Region IV.
Mr. Miller's specialized function at ECO is to observe and evaluate the testing
and performance of hazardous and medical-pathological waste incinerators
nationwide, in conjunction with relevant professional staff. The intimate
knowledge provided by years of day to day operations of an incinerator facility
have allowed Mr. Miller to make observations and determinations of discreet
problems, and permit violations that are routinely missed by less experienced
evaluators.

RELEVANT EXPERIENCE:
Ms. Martin has over 10 years experience in the field of environmental analyses
and management. This experience includes extensive practical work in the
sampling and chemical analysis of water, soil, plant and animal materials, with
specific knowledge of Kepone analyses in recreational fish species. Martin has
also worked professionally to identify and register toxic substances pursuant to
TSCA, and to provide response assistance and information to individuals
handling these materials. As Soil Erosion and Water Control officer for the

Turi has over ten years experience in commercial and public facility planning

conservation.
Turi also has specialized training and experience in cost estimating, land use
and planning, zoning and construction management. Additionally, he is trained
in site and landscape design and restoration, and has successfully performed
these tasks on over I 00 sites nationwide.
Mr. Turi is fully OSHA certified to perform assessments and evaluations on
potentially toxic and hazardous waste sites.

VII. PERFORMANCE
ECO has a company policy stating that all work performed pursuant to an
estimate or contract price will be completed and billed at or below the estimate, unless
the scope of work or contract period is extended.
Pursuant to this policy, ECO has completed 100% of projects undertaken since
the formation of the company on schedule at or under proiected cost.
ECO, formed in 1989, is a relatively new company. However, as noted in key
staff resumes, all of ECO's senior management staff have directed major environmental
programs and grants at a variety of federal facilities. The ECO team proposed for this
contract, has over 90 years direct experience, and demonstrable success in working with
federal sites, agencies, procurement and accounting systems.

VIII. AVAILABILITY
A. Ability To Complete Work
ECO's senior management team includes a contract Administrator responsible for
scheduling projects and man hours. Prior to responding to any proposal or contract
request, the Contract Administrator estimates or receives an estimate of man hours
potentially required. This estimate is compared with a computer logged calendar of work
commitments, and a determination is made as to whether ECO can fairly offer
accessibility of all staff to our potential clients. Therefore, no proposal responses or
commitments to perform work are ever made without first ensuring that senior staff will
be available to complete the assignment.
ECO's multi~disciplinary approach to project management, as well as our system
of designating Project Officers to specific contracts, ensures that work for all clients will
proceed in a cost and time expedient manner. ECO can offer the advantage of a highly
experienced and capable Senior Management Staff, fully accustomed to working under
and meeting deadlines. All ECO staff members have at least 5 years siinificant
exJJerience in the areas of primary work assignment, and are able to perform tasks with
maximum speed, competence and efficiency.

B. Available Staff
In addition to offering staff with comprehensive. experience with Superfund
site remediation, relevant methodology and technologies and community outreach, ECO
has complementary staff available with expertise in RCRA, CW A, NEPA, NPDES,
TSCA and OSHA. The availability of support divisions allows ECO to provide
comprehensive assistance to our clients, even in circumstances where the required tasks
exceed the originally proposed work.
All staff employed by ECO have a minimum of five years direct experience in
their positions, thereby adding breadth to the experience of the senior staff. ECO's
emphasis on hiring only highly qualified staff members, along with our multi-
disciplinary approach allows us to provide a consistently timely work product, regardless
of personnel changes which may occur.
