PCB Landfill Working Group (Working Group) was called to 6rder at 3:00 PM on Thursday, August 24, 1995, at the Warren County Courthouse, Grand ury Room. The meeting was co-chaired by Mr. Ken Ferruccio, Ms. Dolly Burwell, and Mr. Henry Lancaster. Two agendas were circulated. (see attachments) READING AND APPROVAL OF , Previous minutes of Working G oup meeting were adopted as prepared. Ms. Daria Holcombe moved to adoptithe mi utes as prepared. The motion was seconded and passed. REPORTS OF COMMITTEES Executive Committee repPrted at two letters were drafted and mailed. ·'One letter was sent to North Carolina Senate President Protempore, Marc Basnight The letter thanked Mr. Basnight for his support fo the Ballance bill allocating funds for Warren County. A second letter was sent to Mrl John Hankinson, Administrator of the US Environmental Protection Agency. TuiJ correspondence was to notify Mr. Hankinson of the appropriation of funds to Warren C !unty, and to request additional :financial, technical. and scientific assistance. Co ies of 1he correspondence are a11ached. UNFINISHED BUSINESS A. RFP for Science Advisor William Meyer prepared a, mem randum (dated August 24, 1995) to the members of the Working Group regarding draft criteria for selection of the science advisor. The Executive Committee made he following changes to the page entitled, Draft Criteria For Selection of A Scie e Advisor for The Joint Warren County/State PCB Landfill Working Group: * Ability and commi1:'11eD!t to a~nd_ all-sch~uled meetings with the worl~g gfffllp and attend special or non-rie utme meetings upon request by the working group. * [ added to the 5th item] Pro vi references of at least three grass roots clients or non-governmental groups for wh Dl v~ndor bas performed relevant work. * Provide resume showing at le seven years work history. B. BCD Proposal Mr. Meyer prepared a merµorand (dated August 24, 1995) to the members of the Working Group regardµig th re.quest for proposal .(RFP) for the pilot scale BCD study. Expanding the Groundwater Monitoring • Mr. Meyer prepared a memoranl um (dated August 24, 1995) to the members of the Working Group regar~g-e{panded groundwater monitorin~ on_ the landfill. Mr. Meyer suggested sub:trnttm the proposal for expanded morutonng to Mr. George Bain, a private hyprolo • st considered to be ~ expert in his field, for technical review. The Executiv Committee recommended that another individual, in addition to Mr-B • be selected to perform a technical review. Ms. Elmore moved to direct :f-4r. Me er to send the proposal for expanded groundwater monitoring of the lkdfill to Mr. Bain for review, and reserve the right of the Working Grot,1.p to Stflect another evaluator if needed. The motion was seconded and passed. The workjng group agreed by common consensus to have the evaluation from Mr. ~ain surmitted by the next working group committee meeting. In addition, the reco endation included a presentation to theiworking group members of the technical eview at the next meeting. The need additional monitoring of the landfill was di cussed. Ms. Burwell stated for the record that the installation of additional mo 'toring wells would not be used to deter the detoxification effort. OTHER BUSINESS A. PCB Landfill Signage B. C. Mr. Tommy Cline reporte4 that f sign can be installed within the right-of-way of the landfill entry road. A sign, 21 feet by 4 feet, has been printed and sent via courier to the DepartmentiofTr portation for installation. The sign is expected to be installed within the Ii.ext t weeks. Attendance Ms. Burwell discussed th9 poor ,ttendance of working group m~mbers in recent months. She requested uppates be sent to members who have rmssed the last three meetings. In additiop, she tequested that members be queried regarding their int_erest in con~ued particivation. ~s. Elmore requested that she be notified of meeting cancellations at least bne day m advance. . Companies to receive RFP J Jvir. Michael Kelly, Deputy Dir tor of the Division of Solid Waste Management, requested the names and address s of companies to receive the RFP.
