Stuart Perry called to share his conversations with John Smith, Chief TSCA Remediation Branch
EPA Hdqtrs, following the 717 meeting regarding options for management of remediation of the
Warren County PCB Landfill under TSCA or CERCLA rules, permits, and regulations. He
reiterated to committment to work with North Carolina and the Working Group . Smith indicated
that he considers BCD and bioremediation to be acceptable candidate technologies for the
Warren County site and would accept a successful treatability study with the permit application for
disposal. He indicated that Mr. Winston Wue would be the reviewer assigned to any treatability
proposals submitted by the state.
Mr. Smith asked Stuart to be sure and communicate to the state and to the co-chairs that neither
BCD nor bioremediation have been demonstrated to EPA as acceptable alternatives to
incineration or landfilling and thus must undergo a treatability study and approval. He indicated
that a soil washing method has been demonstrated and that particular method , patented by
Terrakleen, would not require a treatability study. This solvent -based washing system could be
used to volume reduce and clean the soils in the landfill. However, the residual PCB materials
would still require treatment or disposal.
Winston Wue is sending TSCA treatability study application materials to Bill Meyer this week. He
will be including a copy of a proposal that they have received for a BCD treatability study, as Bill
had requested. He again repeated that neither this nor any other BCD project has received EPA
approval for destruction of PCB materials as of this date.
