PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NONE OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility is a land clearing and inert debris (LCID) landfill. 2. The hours of operation are Monday through Friday, 7:30am-4:00pm; closed on Sunday and on county holidays. 3. The facility has proper signage. 4. The facility is properly secured with a locked gate. Personnel are onsite during operating hours. 5. The site is secured with a gate at the entrance; controlled access for safety. 6. The entrance and haul roads are being maintained so as to provide all-weather access. 7. This facility is permitted to receive land clearing waste; yard trash; untreated and unpainted wood; uncontaminated soil; inert debris such as unpainted rock, brick, concrete, and concrete block; and asphalt in accordance with NCGS 130-294(m). 8. Per 15A NCAC 13B .0566 The site shall only accept those solid wastes that it is permitted to receive. During the inspection there were a number of drink cups, bottles, and cans noted in the loads of land clearing debris. Discussed with operator need for additional signage at Phase 2 of LCID to remind contractors and the public of acceptable and unacceptable materials. Operator will also continue to ensure staff are performing random waste screenings of LCID materials. 9. The county subcontracts an operator to push and cover waste. 10. The working face is maintained at less than one acre in size. 11. Per 15A NCAC 13B .0566 (6) The site shall be secured by barriers such as gates, chains, berms, and fences to prevent unauthorized access. An operator shall be on duty at all times while the site is open for public use to assure compliance with operational requirements and to prevent acceptance of unauthorized wastes. Continue to secure all sides of facility to prevent unauthorized access. 12. Digital pictures were taken during the inspection.
