Permit to Operate: expired October 18, 2020; a permit renewal request was submitted to the Solid Waste Section and is
currently under review by Permitting Staff,
PURPOSE OF SITE VISIT:
Comprehensive Inspection
STATUS OF PAST NOTED VIOLATIONS:
1. RESOLVED: 15A NCAC 13B .0203(d) states, "By receiving solid waste at a permitted facility, the permittee
shall be considered by the Department to have accepted the conditions of the permit and shall comply with the
conditions of the permit. " Permit No. 3421-COMPOST, ATTACHMENT 3, PART I: COMPOST
OPERATION, condition 4 states, `A sign must be maintained at the site entrance providing the site information
including the permit number, prohibited materials, and emergency contact information. "
During the previous inspection on November 15, 2021, the facility did not have a sign with the required
information posted at the facility entrance as required by the permit. During the inspection on November 9,
2023, a sign has been posted at the facility entrance meeting the conditions of the permit.
2. RESOLVED: 15A NCAC 13B .1406(9)(a) states, "Signs providing information on waste that may be
received, dumping procedures, the hours during which the site is open for public use, and the permit number
shall be posted at the site entrance. "

During the previous inspection on November 15, 2021, the facility did not have a sign posted at the facility
entrance containing the required information. During the inspection on November 9, 2023, a sign has been
posted at the facility entrance containing the required information.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The site contains a permitted small Type 3 compost facility that is permitted to accept manure, straw, animal
bedding, vegetative agricultural waste (gin trash, tobacco dust), livestock mortality and inorganic nitrogen
sources.
2. The facility only accepts waste from the Dixie Classic Fairgrounds. Does not accept waste from any outside
sources.
3. Organic waste is generated during events in the livestock barn at the fairgrounds. The animal bedding material
and manure are collected and brought to the facility for composting.
4. Compost produced at the facility is used solely at the facility.
5. The facility has been inactive since the fair was cancelled in 2020 due to the pandemic. Mr. Hartley stated that
the facility has restarted operations 4 weeks prior to the inspection. Because the facility has not been in
operation no tonnage or temperature records were reviewed.
6. The facility Permit to Operate and Operation Plan are kept at the facility maintenance building.
7. The facility is secured by perimeter chain link fencing with access controlled by locking gates.
8. Proper signage was observed posted at the facility entrance.
9. Facility access roadways were of all-weather construction and in good condition.
10. Composting takes place in 6 concrete bunkers with a seventh bunker used to store the finished material. The
concrete bunkers have a fan system installed used to force air through the compost to help speed up the
composting process.
11. The site is sloped to direct water away from the compost bunkers into a collection pond. No ponding water was
observed on site.
12. No unacceptable material was observed on site at the time of the inspection.
