ADDITIONAL COMMENTS 1. All photographs were taken by Summer Justice during the inspection unless otherwise noted. 2. The site is equipped with a gate to prevent unauthorized access. 3. Interior roadways were of all-weather construction and appeared to be maintained. 4. An operator was on site while open to the public at the time of the inspection. 5. As stated in the permit, a sign must be maintained at the site entrance providing site information including the permit number, prohibited materials, and emergency contact information. According to follow up photos from facility staff, additional signage has been ordered and temporary signage has been posted for the interim. Continue to maintain signage at the facility. 6. Tonnage records from the 2022-2023 Facility Annual Report showed that the facility received 48,099 tons of material during the reporting period. Monthly tonnages from July 2023-September 2023 were available for review. Per the approved operational plan, tonnages are calculated by converting cubic yards of material received to tons. Operations Inspection of the Treatment and Processing Facility (1111-TP) 7. The facility is permitted to receive land-clearing debris, and untreated and unpainted wood and pallets. During the inspection, paper lawn and leaf bags, painted pallets, and treated wood were observed in the unground stockpiles on the southern side of the site. Currently, the facility conducts waste screening in three tiers, beginning with the initial waste screening by the attendant, followed by unacceptable waste removal during the sorting process, and finally, unacceptable waste removal prior to grinding. Please note that if evidence of unacceptable material is found in ground product stockpiles, this could constitute an Observed Violation and the material would need to be marketed as boiler fuel only. If it is not removed during the initial waste screening, ensure that unacceptable waste is separated from the stockpile before grinding is performed and promptly removed from the site for proper disposal. Continue waste screening as described in the facility operational plan. 8. During the inspection, approximately 498 cubic yards of leaves were observed on site in a pile separate from other feedstocks. An application for a permit amendment to allow an Exempt Small Type 1 Composting Facility on site is currently being reviewed by Solid Waste Permitting. 9. Required buffers appeared to be maintained at the time of inspection. 10. Waste received and product stored appeared to be maintained in reasonably sized piles with adequate fire breaks and lanes. 11. A dumpster was available on site to receive unacceptable material. This area appeared to be well maintained. 12. According to facility staff, heat generation is controlled by circulating material until sale. 13. Fire and dust control equipment was available on site in the form of a water truck. Please contact me if you have any questions or concerns regarding this inspection report. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
