1.0 Introduction
On behalf of Savona II, LLC, Savona LLC, and 410SG Partner, LLC (collectively the
Prospective Developer or PD), Hart & Hickman, PC (H&H) is providing this Additional
Brownfields Assessment Report for the Blue Blaze Brewery portion of the Caraustar and
Savona Mills Brownfields property (Brownfields Project No. 23061-19-060) located at the
intersection of South Turner Street and Chamberlain Avenue in Charlotte, Mecklenburg
County, North Carolina (Site). The Site is comprised of ten contiguous parcels (Parcel ID Nos.
07111209, 07111410, 07111412, 07111418, 07111419, 07111417, 07110551, 07110552,
07110501, and 7110503) that collectively total approximately 30.8 acres of land located in a
rapidly densifying area of the Seversville neighborhood less than one-mile northwest of uptown
Charlotte. A Site location map is provided as Figure 1.
Northern portions of the Site along Chamberlain Avenue are developed with an approximately
14,500 square foot (sq ft) industrial warehouse building (2426 Chamberlain Avenue), an
approximately 22,500 sq ft industrial warehouse building (2425 Chamberlain Avenue), an
approximately 9,500 sq ft light manufacturing building (410 S. Gardner Avenue), and an
approximately 31,000 sq ft industrial warehouse building and an approximately 4,500 sq ft office
building (401 S. Gardner Avenue). The eastern portion of the Site along S. Turner Avenue is
developed with an approximately 186,000 sq ft former mill building and an approximate 8,600 sq
ft brewery and taproom occupied by Blue Blaze Brewing (528 S. Turner Avenue). The Site and
surrounding area are shown on Figure 2.
This report has been prepared to document sub-slab soil gas sampling activities recently completed
in the Blue Blaze Brewing building which was requested by the North Carolina Department of

Environmental Quality (DEQ) Brownfields Redevelopment Section to complete the risk
evaluation for the Caraustar and Savona Mills Brownfields property.
1.1 Background
Savona Manufacturing Company
The eastern portion of the Site was developed with the southern portion of the main Savona Mill
building by 1915. The central portion of the Savona Mill building was constructed as an addition
in 1921 for yarn spinning operations. The Savona Mill building was utilized as a textile mill from
the 1910s until the 1930s. Additional structures located at the Site were utilized for mill purposes
and included a filter house, a bleaching and finishing building, warehouses, and a 285,000-gallon
water reservoir. Textile production operations at the Site ceased by the mid-1930s.
Old Dominion Box Company
In 1935, Old Dominion Box Company (Old Dominion) began manufacturing boxes and
paperboard products in the former Savona Mill building. Operations were expanded in the mid-
1950s, when Old Dominion constructed a three-story paper warehouse at the northern end of the
Savona Mill building and several buildings near the intersection of Chamberlain Avenue and
Gardner Avenue (currently 401 and 411 South Gardner Avenue). Based on information provided
in available historical sources, Old Dominion continued operations at the Site until the late-1980s
or mid-1990s.
Carolina Paperboard Corporation / Caraustar Corporation
In the 1940s, Carolina Paperboard Corporation constructed a paperboard manufacturing facility
northwest of the Old Dominion operation. The Carolina Paperboard facility included a pulp mill,
offices, finishing room, machine shop, settling basin, and other ancillary structures. By the 1980s,
Carolina Paperboard merged with Caraustar Industries, Inc. (Caraustar). Paper manufacturing
operations continued until the 2010s. Limited recycling and storage operations continued until the
mid-2010s. Between 2000 and 2010, buildings and ancillary structures located in the southern and
central portions of the Site were razed. The remaining Caraustar buildings include the former

paper storage building located at 2425 Chamberlain Avenue and the former paperboard processing
building located at 2426 Chamberlain Avenue.
Wikoff Color
The Wikoff Color facility is located southwest of the intersection of Chamberlain Avenue and S.
Gardner Avenue at 410 South Gardner Avenue. Based on information provided in environmental
documents prepared for the Site, the facility historically manufactured inks utilized for printing of
food packaging products from 1965 until 2015.
Parcels East of South Turner Avenue
Based upon review of available historical aerial photographs, the parcels located east of South
Turner Avenue were developed with ancillary structures and single-family residences as early as
the late 1930s. By the late 1940s, parking areas associated with Savona Mill were developed on
the Site east of S. Turner Avenue. The eastern Site parcels have primarily been utilized for trailer
storage and parking areas since the 1980s. One single family residence remains at 524 State Street.
1.2 Previous Assessment Activities
As part of property transaction due diligence activities and the Brownfields Agreement process,
extensive environmental assessments were completed at the Site from 2016 through 2022.
Previous assessment activities have included collection of soil, groundwater, indoor air, and soil
gas samples for laboratory analysis. In addition, subsurface methane gas measurements were
collected from select areas across the Site.

Based on information provided in the reports above, the DEQ Brownfields Redevelopment Section
requested vapor intrusion assessment be completed in the Blue Blaze Brewing building to
complete the risk evaluation for preparation of Caraustar and Savona Mills Brownfields
Agreement. An Additional Brownfields Assessment Work Plan (Work Plan) was submitted to
DEQ for review on January 18, 2023. The Work Plan received DEQ approval in an email dated
January 20, 2023. A summary of the Brownfields assessment activities completed to address DEQ
Brownfields Redevelopment Section requests for additional assessment within the Blue Blaze
Brewing Site building is provided below.

2.0 Additional Brownfields Assessment
The Brownfields assessment activities were performed in general accordance with the DEQ
Inactive Hazardous Sites Branch (IHSB) Guidelines for Assessment and Cleanup of Contaminated
Sites (Guidelines) dated September 2022, the DEQ Division of Waste Management (DWM) Vapor
Intrusion Guidance dated March 2018, the most recent version of the U.S. Environmental
Protection Agency (EPA) Region IV Laboratory Services and Applied Science Division (LSASD)
guidance, and the DEQ-approved Work Plan.
Prior to conducting the sub-slab soil gas assessment activities, H&H contacted North Carolina
One-Call, the public utility locator to mark subsurface utilities located on the Site. Additionally,
H&H contracted with Innovative Scanning Solutions (ISS), a private utility locator, to screen the
sub-slab soil gas monitoring point location for subgrade utilities that were not marked by the public
locator.
2.1 Sub-Slab Soil Gas Sampling Activities
Based on information provided by the PD and review of available Site plans, the Blue Blaze
Brewing Site building consists primarily of warehouse space used for shipping and receiving,
storage of raw materials, brewing equipment, and distribution of finished goods. Only a small
portion (less than 5,000 sq ft) of the Site building is used as an occupiable taproom. A copy of the
Blue Blaze Brewing Site building layout is provided as Appendix A.
To evaluate the potential for structural vapor intrusion, H&H collected a sub-slab soil gas sample
from one (1) location (BB-SSV-01) in the occupiable taproom portion of the Blue Blaze Brewing
Site building. The approximate location of the sub-slab soil gas sampling point is shown on Figure
3. Note that the sub-slab soil gas sample location was adjusted slightly from that proposed in the
Work Plan to minimize damage to floors and offset from building footers identified during the
private utility locate. This minor modification from the DEQ-approved Work Plan is not expected
to affect the objectives of the requested assessment and risk evaluation.

The sub-slab soil gas point was installed by using a hammer drill and a 1½-inch diameter drill bit
to advance a pilot hole into the concrete slab to a depth of approximately 1¾ inches below the
surface. A drill guide was then placed in the pilot hole, and a 5/8-inch diameter drill bit was
utilized to advance the boring through the concrete slab and approximately 6-inches into the
underlying soil. Following concrete borehole advancement, loose concrete cuttings were removed
from the boring, and a Cox-Colvin Vapor Pin™ (vapor pin) assembly (brass sampling point and
silicone sleeve) was seated in the borehole using an installation/extraction tool and hammer to
form an airtight seal. A length of Teflon® sample tubing was then secured to the barbed end of the
vapor pin sampling port.
The sub-slab soil gas sample was collected utilizing laboratory supplied batch certified 1.4-Liter
Summa® canister connected to an air-flow regulator calibrated by the laboratory to collect the soil
gas sample at a rate of approximately 100 ml/min. Prior to collection of the soil gas sample, a
“shut-in” test was conducted on the sampling train and a helium leak check was conducted at the
soil gas sampling point. The purpose of the shut-in test and helium leak check was to ensure that
short circuiting with ambient air did not occur during sampling. A description of the shut-in test
and helium leak testing procedures is provided below.
The shut-in test was conducted by connecting the flow regulator and vacuum gauge to the Summa®
canister and sealing the flow regulator with a laboratory provided brass cap. Once the sampling
train was “closed”, the sample valve on the Summa® canister was opened and the reading on the
vacuum gauge was recorded. The Summa® canister sample valve was then closed and the vacuum
gauge was observed to ensure no vacuum loss occured. If the vacuum reading remained the same,
the shut-in test was considered successful. If vacuum loss occurs, the flow regulator and/or brass
cap was reseated, and the shut-in test was repeated until the vacuum reading remained stable. The
laboratory provided Summa® canisters passed shut-in testing.
Following the shut-in test, the Summa® canister was connected to the sample point via Teflon®
sample tubing using a brass nut and ferrule assembly to create an airtight seal and the leak check
was performed. The leak check was performed by constructing a shroud over the sample train at
the sampling point and flooding the shroud with helium gas. Helium concentrations inside the

shroud were measured using a calibrated helium gas detector and maintained at concentrations of
approximately 12% for the duration of the leak check. Once helium concentrations stabilized
within the shroud, the sample tubing was purged outside of the shroud using a syringe and a three-
way valve to collect purged sub-slab soil gas into a Tedlar® bag. The purged sub-slab soil gas was
then analyzed using the helium gas detector to ensure that helium concentrations in the sampling
train were less than 10% of the helium concentrations measured within the shroud. The sub-slab
soil gas monitoring point was purged of a minimum of three sample train volumes and passed the
helium leak check criteria. The soil gas sampling form completed by field personnel is provided
in Appendix B.
Following a successful leak checks, the intake valve on the Summa® canister was fully opened to
begin collection of the sub-slab soil gas sample. The vacuum reading on the Summa® canister was
recorded prior to and following the sampling period to ensure adequate sample volume was
collected. A vacuum of approximately 5 inches of mercury was maintained within the canister at
the conclusion of the sampling event in accordance with DEQ DWM guidance.
Following sample collection, the Summa® canister was placed in laboratory supplied shipping
container, properly labeled, and shipped under standard chain-of-custody protocols to Waypoint
Analytical for analysis of volatile organic compounds (VOCs) by EPA Method TO-15. Upon
receipt of the samples, the laboratory recorded the final received vacuum pressure for each
Summa® canister.
After sampling was completed, the sample location was estimated by measuring from known
benchmarks within the Site building (e.g., doors, windows, exterior walls, etc.). The sample
location was permanently abandoned and the surface was repaired similar to pre-drilling
conditions.
2.2 Sub-Slab Soil Gas Sampling Results
Laboratory analytical results for the soil gas sample were compared to the DEQ Residential and
Non-Residential Vapor Intrusion Sub-Slab and Exterior Soil Gas Screening Levels (SGSLs) dated

January 2023. A tabular summary of the analytical results is provided as Table 1, and a copy of
the laboratory analytical data report and chain of custody record is included as Appendix C.
Laboratory analytical results indicate the presence of several compounds at concentrations above
the laboratory reporting limits the sub-slab soil gas sample, but below the DEQ Residential and
Non-Residential Vapor Intrusion SGSLs. TCE was not detected in soil gas above the laboratory
method deection limits, only trace levels of PCE were detected orders of magnitude below the
DEQ Residential Vapor Intrusion SGSL (i.e., below 1 µg/m3).
2.3 Vapor Intrusion Evaluation
The DEQ Vapor Intrusion SGSLs are very conservative and based upon a Target Cancer Risk
(TCR) of 1 x 10-6 for potential carcinogenic effects and a Target Hazard Quotient (THQ) of 0.2
for potential non-carcinogenic effects. Vapor intrusion mitigation or additional assessment is not
typically warranted if the calculated cumulative lifetime incremental cancer risk (LICR) is 1 x 10-4
or less and the acceptable level for non-carcinogenic risk is a hazard index (HI) of 1.0 or less.
H&H utilized the DEQ Risk Calculator (January 2023) assuming a residential and non-residential
land use scenario to further evaluate potential cumulative risks for the soil gas to indoor air vapor
intrusion pathway for the sub-slab soil gas sample collected in the Blue Blaze Brewing Site
building. H&H calculated the cumulative risks using the highest concentration of any compound
detected in the sub-slab soil gas sample and its duplicate sub-slab soil gas samples (discussed in
Section 3.0 below) to model potential vapor intrusion risk under a hypothetical “worst-case”
scenario. A copy of the completed risk calculator is provided in Appendix D.

As shown in the table above, results of hypothetical worst-case residential and non-residential use
scenarios risk calculator results confirm that there are no cumulative carcinogenic or
noncarcinogenic vapor intrusion risks at unacceptable levels for the soil gas to indoor air pathway
using sub-slab soil gas data collected in the Blue Blaze Brewing Site building.

3.0 Quality Assurance – Quality Control
For quality assurance and quality control purposes (QA/QC), non-dedicated equipment and tools
were decontaminated prior to use and following exposure to soil. H&H collected a duplicate sub-
slab soil gas sample to evaluate the precision of the field sampling procedures, sample matrix
variability, and analytical reproducibility. The duplicate sub-slab soil gas sample was collected
concurrently with the parent sample using a laboratory supplied T-fitting which allows for
collection of two soil gas samples from one soil gas sampling point simultaneously. The sample
was analyzed for the same parameters as the parent sample, and the analytical results were
compared with those of the parent sample.
The analytical results of the parent sample and the duplicate sample were used to evaluate the
cumulative precision of the analytical method, sample matrix, and sample collection techniques.
Duplicate sample laboratory analytical results for the sub-slab soil gas sample are presented in
Table 1. Review of the duplicate sample results for the sub-slab soil gas samples did not indicate
significant variability compared with the results of the parent samples. A copy of the laboratory
analytical report is provided in Appendix C.

4.0 Summary and Conclusions
H&H completed additional Brownfields assessment activities at the Blue Blaze Brewery building
located in the eastern portions of the Caraustar and Savona Mills Brownfields property in
Charlotte, North Carolina. The assessment activities were conducted in general accordance with
the DEQ Brownfields Redevelopment Section approved Work Plan dated January 18, 2023.
Brownfields assessment activities included collection of a sub-slab soil gas sample for laboratory
analysis to complete the risk evaluation for preparation of the Caraustar and Savona Mills
Brownfields Agreement. A brief summary of the Brownfields assessment activities is provided
below.
Results of the sub-slab soil gas assessment activities completed within the Blue Blaze
Brewing Site building did not identify compounds at concentrations above the DEQ Vapor
Intrusion SGSLs.
Hypothetical worst-case non-residential use (based on the planned commercial use of the
building) risk calculator results indicate that the cumulative LICR is 1.7 x 10-9 for potential
carcinogenic risks and the cumulative HI is 0.00046 for potential noncarcinogenic risks.
Results of the risk calculations confirm that there are no unacceptable risks for potential
vapor intrusion into the Blue Blaze Brewing Site building.
Based on results of assessment activities, there are no unacceptable risks of potential vapor
intrusion into the existing Blue Blaze Brewing Site building. Given the results of the risk
calculator with a HI below 0.1 and the lack of any detections of TCE, no vapor mitigation or pre-
occupancy or post-construction sampling of soil gas or indoor air is warranted for this building.
