Mike Renfro, CCSW Johnny Scott, CCSW STATUS OF PERMIT: Active 2601-MSWLF-1997 Permit to Operate for Phase I through IV Cell 10 (Life-Of-Site Permit) – August 23, 2023. In accordance with 130A-294 (a2) this permit is for the life-of-site. Life-of-site ends when the facility reaches its final permitted elevations or by December 17, 2057.

ADDITIONAL COMMENTS
1. David Powell met with Cumberland County staff to inspect the CDLF, Closed MSW and the current MSW. The site is gated and has proper signage. Operations are still in Cell 9/10 on the North end of landfill. The working face was larger than ½ acre, and a tarp was available to cover. Facility is fully staffed and is still
moving forward with a transfer station plan to be onsite. Two more compactors have been added, refurbished, to the working faces. Still working on a plan to address the contamination near concrete crushing/staging area. Please keep DWR and DWM informed and communicate with the Solid Waste Section of DWM before any action taken onsite.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

2. Records were reviewed during inspection for approximately the past year. Some of the records reviewed
consisted of the following: Current and previous permits, operations plans and applications submitted for permitting; county internal documents for inspecting landfill parameters, tire recovery logs for removing unapproved wastes from landfill and taken to scrap tire trailer for proper disposal, CFC removal
documentation, safety meeting logs, ECOFlow receipts, stormwater permits/docs, slug discharge plan, leachate disposal logs, groundwater monitoring report May 2023, Central Carolina Holdings and scrap tire documentation/receipts, Spill Prevention, Control, and Countermeasure Plan docs Jan 2023, weekly facility fuel storage checklist logs, material analysis reports for waste received 2022 – 2023, PWC receipts and logs for sludge receival 10/2023, waste screening logs, asbestos manifest/logs, documentation for lead waste from Fort Bragg along with TCLP results 9/2022 – 1/2023, cover logs for both sites. waste screenings are done 4 times daily for MSW and CDLF.
There is a convenience site that’s also at the entrance, along with the newest building near Scalehouse. Electronics, tires, white goods, aluminum cans, cardboard, mattresses, scrap metal etc. are accepted up front in this building/convenience site. White goods have the CFCs removed by certified CCSW staff and then the metal is scraped. Three trailers onsite for tires. White goods scrap metal goes to Fox metal or Omni source. Cardboard is taken to Sonoco or Pratt unbaled.
Certifications for CFC removal, Asbestos Awareness, 40 hr. Hazwoper and 8 hr. refreshers, SWANA Landfill Operations and Manager for Landfill Operations, AHERA Supervisor Initial Training Course, AHERA Inspector Training Course 2023, SWANA Manager of Composting Program Certs. And Transfer Station certifications and CDL Haz Materials training.

3. Ground water and methane wells were randomly inspected along the perimeter roadway. GW and Methane
reports are being sent to Section Hydrogeologists as required, according to Ms. Elizabeth Werner. All inspected were good except one didn’t have identification plate. Those inspected were: GP5, GP10, GP6, MW1, GP4, and GP1. The well with no identification was along the perimeter road on the southeast side of the landfills and was later identified as GP-6. It was recently abandoned, according to CCSW staff, and replaced by GP6R. The original GP-6 well needs to have identification on it as well as a notation it’s no longer used/abandoned, or it must be removed entirely according to rule and Section Hydro’s notified.
GP-6 needs removal or proper identification of well ID and statement of it not being used further according to rule.

4. Windblown was not an issue around the MSW, good job. There was some waste on the access road from a
close working face. Please be sure and remove waste back to working face and cover.

5. The side slopes were clean, properly sloped, and vegetated. Mowing could be done in some areas but most looked good. Good job.

7. Concrete crushing/staging area and shingles will be addressed in CDLF/Closed MSW inspection report.
8. A convenience site is at entrance to facility for public to dispose of waste. White good, tires, electronics recycling are also accepted here. Three trailers were available for tires. Other items are inside large, covered
building and either palletized or put into a roll of container. White goods CFCs are removed by county staff that are trained in the removal of the gases and then sold as scrap metal.

9. Corrective measures are necessary as a result of this inspection. Corrective measures should be completed within 30 days of receipt of this report. Communicate with DWM Section permitting, DEMLR for stormwater and DWR on issues at concrete area. A Corrective Action Plan should be submitted, with realistic time frames, for evaluating and addressing these issues. Failure to meet the conditions for compliance may result in Compliance Actions.
