Dear Mr. Barbour:
Please find enclosed a report summarizing the site check activities for the spill buckets on two gasoline USTs at the above referenced facility. As directed by the NC DEQ – UST Section, soil sampling was performed on the regular-grade gasoline spill bucket and the two premium-grade gasoline spill buckets. On January 24, 2022 Paragon Environmental Consultants, Inc. and Innovative Environmental Technologies, Inc. mobilized to the site in order to conduct assessment sampling beneath the applicable spill buckets at 1102 Summit Avenue. The results of our findings are summarized herein.
Two soil samples were obtained directly adjacent to the spill bucket on the regular-grade gasoline tank and two samples were collected adjacent to both of the two spill buckets on the premium-grade gasoline tank. These samples were obtained using a Geoprobe sampling rig to complete the site check sample collection. The samples were collected from in-situ soils at depths of approximately 2 feet below surface grade.
The samples from the regular-grade tank spill bucket were labeled as RSB-A and RSB-B with sample A being to the north of the bucket and sample B being from the south side of the spill bucket. The samples from the remote premium-grade spill bucket were labeled as PSB-A and PSB-B with sample A being to the east of the spill bucket and sample B from the west side. The samples from the local premium-grade spill bucket were labeled as PSB-C and PSB-D with sample C being to the east of the spill bucket and sample D from the west site. Following the soil sampling activities, the boreholes were backfilled with the probe cuttings and patched at surface grade with concrete.
The four soil samples obtained immediately adjacent to the spill buckets were submitted to Waypoint Analytical, LLC for laboratory analysis according to Gasoline Range Organics (GRO). GRO tests for Total Petroleum Hydrocarbons (TPH) from low boiling-point fuels such as gasoline, aviation fuel, and gasohol. The current action level for GRO constituents is 50 milligrams per kilogram (mg/kg).

The soil samples from the regular-grade spill bucket and the remote premium-grade spill bucket at the Kwik Express 1 indicated TPH concentrations in excess of the action limit for GRO. Sample RSB-B was reported at a concentration of 213 mg/kg by GRO, soil sample PSB-A showed a GRO concentration of 108 mg/kg and soil sample PSB-B was reported at a level of 876 mg/kg by GRO. The remaining three gasoline spill bucket samples were below the NC DEQ action limit. Table 1 summarizes the TPH analytical results for this site check project. Attachment A contains a copy of the laboratory analytical report and the chain-of-custody record for the samples obtained on January 24, 2022.
Based on the findings from our investigation showing TPH levels at the regular-grade and remote premium-grade spill buckets exceeding the action limits, Paragon recommends that the UST Section make a determination on any necessary actions related to the spill buckets at 1102 Summit Avenue in Greensboro, NC. accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136 Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of
sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time. Refer to sample analysis time for confirmation of holding time compliance.
The results are shown on the attached Report of Analysis(s). Results for solid matrices are reported on an as-
