The site is a former petroleum retail facility and convenience store and contained two 4,000-gallon capacity underground storage tanks (USTs, one kerosene, one regular unleaded gasoline), one 3,000 gallon capacity diesel UST, one 7,500 gallon capacity regular unleaded and two 12,000-gallon capacity USTs (one premium unleaded and one midgrade unleaded gasoline). The USTs were reportedly lined single walled steel and were installed in January of 1970, with the exception of the two 12,000-gallon USTs which were installed in 1973. Additionally, two USTs (a 12,000-gallon fuel oil #2 and a 12,000-gallon kerosene) were formerly present at the site and closed by removal in 1994. Please note that an inactive Leaking Underground Storage Tank incident (#12017) is associated with the aforementioned USTs that were removed in 1994. In 2016, Incident #12017’s risk ranking was reduced to low risk and the incident was closed with a No Further Action (NFA) designation following the completion of a Notice of Residual Petroleum (NORP) for groundwater contamination remaining in the subsurface at concentrations above the North Carolina Groundwater Quality Standards (NCGQS). A groundwater land use restriction remains in effect at the site. The NORP does not include a soil use restriction. On March 9, 2017, Speedway conducted hydrostatic tests on the fill port spill buckets for the USTs. The diesel UST fill port spill bucket did not pass the test, and a UST-17A form was filed with the North Carolina Department of Environmental Quality (NCDEQ). The non-passing diesel UST fill port spill bucket was subsequently repaired with the installation of a new insert and passed follow-up hydrostatic testing. A Site Check was conducted on January 24, 2018 to determine if a release may have occurred to the environment from the spill bucket. As reported in the Site Check Report dated March 12, 2018, soil samples collected near the fill port exceeded the soil-to-groundwater Maximum Soil Contaminant Concentrations (MSCCs). Following the receipt of the Site Check Report dated March 12, 2018, the NCDEQ assigned Incident No. 45022 to the release. On April 5, 2018 Mr. Gene Mao, incident manager for the Guilford County Department of Environmental Health, requested that a modified Limited Site Assessment (LSA) be conducted. The scope of work included installation and sampling of a monitoring well placed in the vicinity of the soil sample that exceeded regulatory standards. Based on information already existing for the historical incident (#12017), a receptor survey was not required. NCDEQ issued a Notice of No Further Action letter for this incident on August 17, 2018. In November of 2019, Speedway conducted a Site Check on a piping manifold sump after a fuel/water mixture was found in the sump. Soil borings were advanced adjacent to the sump and the sampling results indicated detections of TPH-GRO and DRO at concentrations below the regulatory action levels. NCDEQ opened Incident No. 45335 and then immediately closed the incident. In the Spring of 2020, Speedway decided to close the station and remove the UST system at the site. A UST Closure Report was prepared and submitted to the UST Section. Free product was visible in the UST excavation upon removal of Tank 3 (diesel UST) on the east side of the store. This product was removed with a vacuum truck and soils were excavated in this area to remove the petroleum. Petroleum-impacted soils were identified with the removed USTs and piping. Contaminant concentrations above the NCDEQ’s action level of 50 mg/kg for TPH-GRO and 100 mg/kg for TPH-DRO were measured in the basin following UST removal and subsequent over-excavation activities. Soil samples collected for Risk-Based Corrective Action (RBCA) analyses also exceeded NCDEQ soil to groundwater and residential MSCCs. Based upon the results of the UST closure, NCDEQ requested that a monitoring well be installed in the former location of the diesel UST to check for the presence of free product. In November 2020, a monitoring well (MW-11) was installed and sampled. Free product was not present in the well, but benzene and EDB exceeded their GCLs. Based on these results, NCDEQ assigned a new Incident No. (47271) and requested completion of a CSA. Three additional monitoring wells (MW-12 through MW-14) were installed in May of 2021. Sampling results indicated that the contaminant plume had not been defined to the GCL and additional monitoring wells would be required to complete the CSA. Two additional monitoring wells, MW-15 and MW-16, were installed on February 9, 2022 to further delineate the contaminant plume. During installation of these wells, several wells were gauged for the presence of free product. At that time, well MW-12 was observed to contain a free product thickness of approximately 1.13 feet. Correspondence with NCDEQ's Gene Mao about this well led to the approval of an Aggressive Fluid Vapor Recovery (AFVR) event, which is documented in this report. Selected correspondence with NCDEQ is provided in Appendix A. The opinions included herein are based on our experience and the information obtained during the study. This report is based on limited observations made on the dates noted using the procedures described herein. If additional information becomes available, we request the opportunity to review the information, reassess the potential environmental concerns and modify our conclusions and recommendations, if appropriate. Free Product Recovery Report Speedway 6952-C High Point, NC April 26, 2022 Page 2 2.0 FIELD ACTIVITIES Well Gauging and Free Product Thickness Monitoring wells MW-11, MW-12, MW-13, and MW-15 were gauged for free product thickness on March 3, 2022, prior to the AFVR event. Based on the readings from the oil/interface probe, it was determined that well MW-12 contained approximately 0.35 feet of free product. The other three wells did not contain free product at that time. Approximately 15 minutes after the conclusion of the AFVR event, liquid level measurements were performed on the same four wells, with well MW-12 exhibiting a free product thickness of 0.04 feet. Mid-Atlantic re-mobilized to the site on April 11, 2022 to perform follow-up free product gauging. Monitoring wells MW-11, MW-12, MW-13, and MW-15 were gauged for free product thickness and well MW-12 exhibited 0.04 feet of free product. The other wells did not exhibit measurable free product thicknesses. Water level and free product thickness measurements (including historical measurements made by Mid-Atlantic) are included in Table 1. Recovered Free Product The AFVR event was conducted over an 8-hour period on March 3, 2022, extracting from wells MW-11 and MW-12. Well construction records for these wells are provided in Appendix B. Field measurements obtained during the event are provided in Appendix C. AFVR services were provided by Eastern Environmental Management, LLC (Eastern Environmental) of Rocky Mount, North Carolina. A summary of the AFVR event is provided in Table 2. As summarized, 307 gallons of petroleum-contact water was recovered during the AFVR event. No measurable free product was observed in the vacuum truck recovery tank. The estimated amount of recovered gasoline from emissions during the AFVR event was calculated at approximately 0.08 gallons. This volume appears to be lower than expected, based on the volume of free product on the water table, and could be related to measurement equipment (PID and/or anemometer) accuracy. The calculations for converting vapor emissions (in pounds) to gallons of gasoline are provided in Appendix D. The Material Manifest and Certificate of Disposal for disposition of recovered liquids are included in Appendix E. The material was transported to Eastern Environmental’s facility in Rocky Mount, North Carolina for disposal. Free Product Recovery Report Speedway 6952-C High Point, NC April 26, 2022 Page 3 3.0 FREE PRODUCT RECOVERY COST ANALYSIS Cost Estimate for AFVR An AFVR event was conducted at the site on March 3, 2022, with no measurable free product as liquid and 0.08 gallons of free product recovered as vapor. Mid-Atlantic recommends the following: • Installation of a passive recovery device (passive bailer or petroleum-absorbent sock); • Additional free product gauging events to maintain the passive recovery device and monitor free product thickness; and • Submittal of this report to NCDEQ.
