Operations Center, 1029 Winston Street, Greensboro, Guilford County, North Carolina TOC top of casing UST Underground Storage Tanks November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com ES-1 Executive Summary On behalf of Piedmont Natural Gas Company, Inc., Arcadis G&M of North Carolina, Inc. personnel completed groundwater monitoring and sampling of the groundwater monitoring wells associated with the former Piedmont Natural Gas, Inc. Operations Center located at 1029 Winston Street in Greensboro, Guilford County, North Carolina (the Site). The groundwater sampling event was completed between November 14 and November 16, 2022. Eleven groundwater monitoring wells were gauged to determine the depth to water. Depth to water ranged from 2.60 feet below top of casing at groundwater monitoring well MW-7 to 11.80 feet below top of casing at groundwater monitoring well MW-32. During the groundwater sampling event, no constituents of concern were detected at concentrations above their respective North Carolina gross contamination levels standard for groundwater. Based upon the petroleum constituent concentrations in soil and groundwater following excavation activities in 2022, Arcadis requests No Further Action for the Site. November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com 1 1 Site History and Geology, Risk and Land Use Classification, and Remediation Goals The former Piedmont Natural Gas Company, Inc. (PNG) Service Operations Center is located at 1029 Winston Street, Greensboro, Guilford County, North Carolina (the Site). The Site is approximately 1.55 acres in size and previously served as the headquarters for the PNG Greensboro Operation. Historical operations at the Site included fueling and maintenance activities associated with PNG’s service vehicles. The Site is currently owned by North Carolina A&T Real Estate Foundation, Inc., and is zoned as industrial. A Site Location Map and Site Map are presented as Figures 1 and 2, respectively. 1.1 Site History and Geology 1.1.1 Site History A petroleum release was discovered at the Site in August 1990 during removal of two gasoline underground storage tanks (USTs) (one 3,000-gallon and one 6,000-gallon) located in a tank pit near the service operations center and one diesel UST (500-gallon) located in a separate tank pit to the southwest. The two initial tank pit excavations were conducted to a depth of approximately 16 feet below ground surface (bgs) and 8.5 feet bgs, respectively. Based upon analytical results associated with soil samples collected from the initial excavation, the gasoline UST pit was re-excavated to a depth of 20 feet bgs and additional soil samples were collected. The total volume of the soils excavated and disposed of for both tank pit excavations was approximately 550 cubic yards. Site assessment activities were initially completed in April 2002 (AMEC Earth and Environmental Inc. 2002). Following the completion of site assessment activities in 2002, groundwater was monitored periodically at the Site. Groundwater concentrations of petroleum constituents downgradient of the gasoline UST area have decreased historically; however, benzene continued to be detected above gross contamination levels (GCLs) at monitoring well MW-3 (Arcadis G&M of North Carolina, Inc. [Arcadis] 2020). As such, Arcadis completed additional site investigation activities in 2021 to identify the remaining petroleum constituent mass immediately downgradient of the former gasoline UST. Of the 32 soil borings completed as part of 2021 site investigation activities, benzene, ethylbenzene, and naphthalene were identified above Residential Soil Cleanup Levels (SCLs) in six borings (SB-27, SB-28, SB-33, SB-38, SB-41, and SB-57). Additionally, naphthalene concentrations were identified above the Industrial/Commercial SCLs in three borings (SB-28, SB-38, and SB-41). To address continued benzene detections above GCLs at monitoring well MW-3 and residual naphthalene in soil above Industrial/Commercial SCLs, Arcadis proposed limited source area soil excavation in areas identified during the 2021 investigation activities (Arcadis 2022a). The soil excavation boundary was based on the footprint of naphthalene determined by 2021 investigation activities and included areas immediately adjacent to and upgradient of monitoring well MW-3 to address residual benzene leaching from soil to groundwater. The soil removal action activities were completed in May and June 2022 in accordance with the remedial approach presented in the Work Plan for Soil Removal Action and agreed to by the North Carolina Department of Environmental Quality (NCDEQ) via email from Ms. Carin Kromm dated May 5, 2022. During completion of soil removal activities, confirmation soil samples were collected from the side walls of the excavation that indicated no concentrations of constituents of concern (COCs) above applicable residential soil MSCCs (Arcadis 2022b; Arcadis 2022d). After soil removal action activities were completed, one monitoring well, MW-3R, was reinstalled November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com 2 as a replacement to previous monitoring well MW-3, and 32 monitoring wells (MW-5, MW-12, MW-14D, MW-15, MW-16, MW-17D, MW-19, MW-20D, RH-21D, RH-22D, RH-23D, MW-24D, MW-25, RH-26D, MW-27D, MW-28M, RH-29D, MW-30D, MW-33D, MW-34, MW-35D, MW-37, MW-38, MW-39, MW-41, MW-42, MW-44, MW-45, MW-46D, MW-47D, MW-47M, and MW-48D) were abandoned to optimize the Site’s monitoring well network (Arcadis 2022c) as approved by the NCDEQ in their letter dated August 22, 2022. 1.1.2 Site Geology The Site is underlain to approximately 5 feet bgs by a reddish-brown to dark-brown clayey silt, followed by a greenish-black to black silty clay from 5 feet bgs to approximately 10 to 26 feet bgs. This soil is composed of weathered bedrock, known as saprolite, which contains the relict features of the unweathered parent rock. Bedrock at the Site consists of green, coarse-grained, porphyritic amphibolite with a uniform distribution of hornblende and plagioclase. During historical drilling activities, relatively unweathered bedrock has been encountered at a depth ranging from 10 feet bgs in the central and southern portions of the Site to approximately 26 feet bgs along the northern portion of the Site. Historically, depth to water (DTW) beneath the Site averages 7 to 8 feet bgs and flows west towards Muddy Creek (Ogden Environmental and Services Company, Inc. 1993). 1.2 Current Risk and Land Use Classification Risk classification criteria are defined in Title 15A Subchapter 02L .0406 of the North Carolina Administrative Code (NCAC) (15A NCAC 02L .0406). The risk classification currently assigned to the Site is intermediate. Land use classification is described in 15A NCAC 02L .0408 (1). This Site should be classified as industrial/commercial because exposure to the petroleum constituents in soil is limited in time due to the use of the Site and does not involve exposure to children. Based upon the most recent groundwater quality data presented in this report, Arcadis proposes the risk classification be changed from intermediate to low (See Section 3 of this report). 1.3 Remediation Goals The remediation goals for soil and groundwater are described in 15A NCAC 02L .0408 and 15A NCAC 02L .0407, respectively. An overview of remediation goals for soil and groundwater are described below. 1.3.1 Soil According to North Carolina General Statute 143B-279.9, the unrestricted use standard for soil impacted by a petroleum release is defined as soil impacts below the residential SCL established in 15A NCAC 02L.0411. As identified during the 2021 investigation and in 2022 soil confirmation sampling results following remedial corrective actions, no soil contamination exceeds residential MSCCs. 1.3.2 Groundwater The remediation goals for groundwater at the Site are levels equal to or less than the GCLs established in 15A NCAC 2L .0406. Additionally, groundwater must be remediated to levels that are sufficient to prevent petroleum constituents associated with this Site from causing a violation of the surface water rules contained in 15A NCAC November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com 3 02B. As historically noted, and observed during surface water sampling activities, surface water has not been affected by this release. 2 November 2022 Monitoring and Sampling Activities Groundwater gauging and sampling activities were completed at the Site between November 14 and November 16, 2022. The gauging and sampling event is discussed in greater detail below. 2.1 Groundwater Gauging On November 14, 2022, Arcadis personnel completed a groundwater gauging event at the Site. Eleven groundwater monitoring wells were gauged with a water level meter prior to purging and sampling to determine the DTW. The water level meter and attached tape were properly decontaminated, before each use, with an Alconox detergent and distilled water rinse. The DTW was measured from the marked survey point on the top of well casing (TOC). All measurements were recorded to the nearest 0.01-foot increment. DTW measurements collected on November 14, 2022 ranged from 2.60 feet below TOC at groundwater monitoring well MW-7 to 11.80 feet below TOC at groundwater monitoring well MW-32. DTW measurements collected during the gauging event were subtracted from the surveyed TOC elevation to determine the groundwater elevation at each monitoring well. The resultant groundwater elevation data were used to prepare a potentiometric surface map for the saprolite unit wells. The potentiometric surface map within the saprolite unit indicates that the observed groundwater flow direction is to the west-northwest, which is consistent with historical observations. Monitoring well construction details and calculated historical groundwater elevations are included in Table 1. The saprolite unit potentiometric surface map and bedrock unit groundwater elevation map for November 14, 2022 are provided as Figures 3 and 4, respectively. 2.2 Groundwater Sampling Between November 14 and November 16, 2022, groundwater monitoring wells MW-2, MW-3R, MW-7, MW-8, MW-9, MW-10, MW-13, MW-18, MW-28D, MW-32, and MW-36D were purged and sampled. Groundwater samples were collected using low-flow sampling techniques. Low-flow methods involved purging and sampling each monitoring well with a peristaltic pump equipped with new polyethylene tubing at each well location. The tubing was positioned in the well with the tubing intake at the middle of the well screen. The purge rate did not exceed 500 milliliters per minute and was adjusted so the water level within the well was not lowered by more than 0.3 feet, when feasible, throughout the duration of the purge. Field parameters, including pH, temperature, specific conductivity, dissolved oxygen, and oxidation-reduction potential, were collected. Each monitoring well was purged until three consecutive field measurements of pH, specific conductivity, dissolved oxygen, and oxidation-reduction potential stabilized within 1 standard unit, 3%, 10%, and 10 millivolts, respectively, along with three consecutive readings of turbidity within 10% or below 10 nephelometric turbidity units. Final field parameter readings obtained prior to sample collection are presented in Table 2. Groundwater sampling logs are included as Appendix A. Groundwater samples obtained from the groundwater monitoring wells were collected from disposable polyethylene tubing using a peristaltic pump. All groundwater samples were collected in pre-preserved, laboratory-supplied containers and immediately placed in a cooler with wet ice. Following completion of sampling November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com 4 activities, the samples were sent to Pace Analytical Services, LLC, in Huntersville, North Carolina, under appropriate chain-of-custody procedures. The samples were submitted for analysis of volatile organic compounds by Standard Method 6200B. The laboratory analytical report and chain-of-custody form for the November 2022 groundwater sampling event is included as Appendix B. 2.3 Groundwater Analytical Results Groundwater analytical results are summarized in Table 3 with historical groundwater analytical data presented in Table 4. A groundwater concentration map is presented on Figure 5. Maximum detections of COCs are summarized in the table below. The only Site COC greater than ten times the 15A NCAC 2B Surface Water Standards was benzene and it was only in two samples (MW-3R and MW-13), both of which were collected from monitoring wells located east of Huffman Road near the source area. The samples collected from the wells west of Huffman Road, near Muddy Creek, did not contain constituent concentrations greater than ten times the 15A NCAC 2B Surface Water Standards. Constituent concentrations in groundwater greater than the 2L standard are discussed below. • Benzene: Groundwater samples collected from monitoring well MW-3R (201 µg/L), MW-9 (2.2 µg/L), and MW-13 (1,370 µg/L) identified benzene concentrations greater than the 2L standard of 1.0 µg/L. • MTBE: Groundwater samples collected from monitoring well MW-3R (34.8 µg/L), MW-10 (26.9 µg/L), MW-32 (97.9 µg/L), and MW-36D (1,350 µg/L) identified MTBE concentrations greater than the 2L standard of 20.0 µg/L. • Naphthalene: Groundwater samples collected from monitoring well MW-3R (74.9 µg/L) and MW-13 (52.5 µg/L) identified naphthalene concentrations greater than the 2L standard of 6.0 µg/L. • Carbon Tetrachloride: Although not a Site COC, groundwater samples collected from monitoring well MW-2 (2.2 µg/L) and its duplicate sample (2.7 µg/L) contained carbon tetrachloride concentrations greater than the 2L standard of 0.3 µg/L. November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com 5 3 Proposed Risk Classification As described in Section 1.2 of this report, risk classification criteria are defined in 15A NCAC 02L .0406. Arcadis proposes that the risk classification assigned to the Site be changed from intermediate to low. A risk classification of low is proposed for this Site based on the following: • There are no private or public water supply wells used for drinking or non-drinking water purposes within a 1,500-foot radius of the source area. • The groundwater within 500 feet of the source area does not have the potential for future potable use because municipal water is available in the area. • The vapors from the release do not pose a serious threat of explosion due to the accumulation of vapors in a confined space. • The discharge or release does not pose an imminent danger to public health, public safety, or the environment. • The source area is not located in an area in which there is recharge to an unconfined or semi-confined deeper aquifer, which is used or may be used as a source of drinking water. • The source area is not within a designated wellhead protection area, as defined in Title 42 of the United States Code, Subsection 300h-7(e). • There is no non-aqueous phase liquid detected at the Site and petroleum constituent concentrations in groundwater do not exceed the GCLs. • Although a surface water body, Muddy Creek is located within 500 feet of the source area, historical surface water sample results indicate the surface water has not been affected by this release and the source area has been remediated to levels that are sufficient to prevent petroleum constituents from the Site from causing a violation of the surface water rules contained in 15A NCAC 02B in the future. 4 Conclusions and Request for No Further Action Soil has been remediated to below residential MSCCs and is no longer considered impacted media at the Site. Although dissolved-phase concentrations of benzene, MTBE, naphthalene, and carbon tetrachloride were detected in select monitoring wells at concentrations above the 2L standard during this monitoring event, no analyzed constituents were detected at concentrations above their respective North Carolina GCL standards for groundwater. As confirmed during the 2022 surface water sampling and noted during historical surface water sampling, no constituents have been detected in surface water samples above the 2B standards. Additionally, the source area has been remediated to levels that are sufficient to prevent petroleum constituents associated with this Site from causing a violation of the surface water rules contained in 15A NCAC 02B in the future. Based upon the reduction in petroleum constituent concentrations in soil and groundwater following excavation activities in 2022, Arcadis requests No Further Action for the Site. To achieve site closure, Arcadis is prepared to submit a Notice of Residual Petroleum (NRP) following NCDEQ approval, as described in Section 8 of the UST Section Corrective Action Guidelines (NCDEQ Division of Waste Management 2021), documenting residual groundwater impacts known to exist at the source property (1029 Winston Street) and the following additional properties: November 2022 Groundwater Monitoring Report and Request for No Further Action www.arcadis.com 6 • 1017 Huffman Street, Greensboro, NC 27405; • 1021 Huffman Street, Greensboro, NC 27405; • 1028 Huffman Street, Greensboro, NC 27405; • 1029 Huffman Street, Greensboro, NC 27405; and • 1600 Wendover Avenue East, Greensboro, NC 27405. As described in Section 8.1.1 of the UST Section Corrective Action Guidelines, the additional properties will be listed in the NRP for the source property. Following NCDEQ approval of the No Further Action request, public notification of the conditional No Further Action will be completed as required under 15A NCAC 2L .0409(b). The conditional No Further Action will be provided via certified mail to the Director of the Guilford County Division of Public Health, the Mayor of Greensboro, and all properties within or contiguous to the area where impacts could have the potential to migrate. The certified mail receipts will then be provided to the NCDEQ for review and issuance of No Further Action. Following completion of the public notice requirements and issuance of No Further Action status for Groundwater Incident #7121, all existing groundwater monitoring wells, MW-2, MW-3R, MW-7, MW-8, MW-9, MW-10, MW-13, MW-18, MW-28D, MW-32, and MW-36D, associated with the subject groundwater incident number will be abandoned by a North Carolina-licensed well driller in accordance with NCDEQ requirements.
