Service Operations Center 1029 Winston Street Greensboro, Guilford County, NC Incident Number: 7121 Risk Classification: Intermediate Dear Mr. Mao, Arcadis G&M of North Carolina, Inc. (Arcadis) has prepared this Soil Removal Action Report on behalf of Piedmont Natural Gas Company, Inc. (PNG), to present the results of the planned soil removal action activities completed in May and June 2022 at the Former PNG Operations Center located at 1029 Winston Street in Greensboro, Guilford County, North Carolina (the site). The site is approximately 1.55 acres in size and historical operations included fueling and maintenance activities associated with PNG’s service vehicles. The site is currently owned by The North Carolina A&T Real Estate Foundation, Inc., and is zoned as Industrial. A Site Location Map and Site Layout Map are presented as Figure 1 and Figure 2, respectively. The purpose and objective of these soil removal action activities was to address residual benzene impacts upgradient and around monitoring well MW-3 and residual naphthalene impacts in areas exceeding the Industrial/Commercial soil cleanup level (SCL). The completed remedial activities are described in greater detail below. The soil removal action activities were performed in accordance with Work Plan for Soil Removal Action, dated January 28, 2022. Recommendations including the establishment of an optimized monitoring well network, abandonments of select monitoring wells, and quarterly performance groundwater monitoring and sampling are also provided. SITE BACKGROUND A petroleum release was discovered at the site in August 1990 during removal of two gasoline underground storage tanks ([USTs] one 3,000-gallon and one 6,000-gallon) located in a tank pit (Figure 2) near the service operations center and one diesel UST (500-gallon) located in a separate tank pit to the southwest. The two initial tank pit excavations were conducted to a depth of approximately 16 feet below ground surface (bgs) and 8.5 feet bgs, respectively. The analytical results of the soil samples collected from around the diesel UST pit did not report detectable concentrations of diesel range hydrocarbons. The post-excavation soil samples collected from the gasoline UST pit indicated concentrations of adsorbed-phase hydrocarbons ranging from 690 parts per million Received: 8/15/2022 Mr. Gene Mao Guilford County Department of Health and Human Services August 15, 2022 www.arcadis.com 2/5 (ppm) to 6,600 ppm; more than the North Carolina action level at the time of 10 ppm. The gasoline UST pit was then over-excavated to a depth of 20 feet bgs and additional soil samples were collected which indicated a total petroleum hydrocarbon result of 810 ppm. The total volume of the soils excavated and disposed of for both tank pit excavations was approximately 550 cubic yards (CY). No private or public water supply wells have been identified within a 1,500-foot radius of the source area. Muddy Creek, a Class WS-V surface water body, is located approximately 350 feet west of the source area. The site is classified as “Intermediate” risk due to the presence of the surface water body within 500 feet of the source area and the presence of dissolved-phase constituents of potential concern (COPC) at the site above the North Carolina Gross Contamination Level (GCL) Standard. As Muddy Creek is a Class WS-V water body, dissolved phase COPC are also compared to the North Carolina 15A NCAC 2B Surface Water Standards. Land Use Classification as described in 15A NCAC 02L .0408 (1) indicate this site should be classified as Industrial/Commercial because exposure to the petroleum constituents in soil is limited in time due to the use of the site and does not involve exposure to children. REMEDIATION GOALS The remediation goals for soil and groundwater are described in 15A NCAC 02L .0408 and 15A NCAC 02L .0407, respectively. However, 15A NCAC 02L .0409 also describes procedures for cleaning up soil and groundwater to alternate standards at intermediate and low risk sites if notification is made to the local Health Director and the chief administrative officer of the political jurisdiction in which the site is located and all property owners and occupants within or contiguous to the area where impacted soil and groundwater are located or where impacted groundwater is expected to migrate. An overview of current remediation goals and/or alternate standards for soil and groundwater are described below. Soil The current remediation goals for petroleum constituents in soil at intermediate risk sites are levels equal to or less than the lowest Maximum Soil Contaminant Concentrations; however, cleanup to alternate standards can be proposed. According to North Carolina General Statue (G.S) 143B-279.9, the unrestricted use standard for soil impacted by a petroleum release is defined as soil impacts below the Residential SCL established in 15A NCAC 02L.0411. Although Residential SCL is the unrestricted use standard, since the site is classified as Industrial, zoned as Industrial, and surrounded by Industrial or commercial properties, the Industrial/Commercial SCL is proposed as the alternate standard at the site. Groundwater The remediation goals for groundwater at intermediate risk sites are levels equal to or less than the GCL established in 15A NCAC 2L .0406. Additionally, groundwater must be cleaned up to levels that are sufficient to prevent petroleum constituents associated with this site from causing a violation of the surface water rules contained in 15A NCAC 02B. As indicated during historical surface water sampling activities, no impacts to surface water due to this release have been identified. SOIL REMEDIAL ACTIVITIES SUMMARY As noted above and within previous discussions with the County, the primary remedial effort to attain closure at the site is to address continued benzene detections above GCL in monitoring well MW-3. At the request of the County and following agreement by Duke, Arcadis completed site investigations in 2021 which identified residual source mass downgradient of the former gasoline UST area and in the proximity of monitoring well MW-3. Additionally, residual naphthalene concentrations were identified in two distinct areas above the Industrial/Commercial SCL. To address continued benzene detections above GCL at monitoring well MW-3 and residual naphthalene in soil above Industrial/Commercial SCL, Arcadis proposed limited source area soil Mr. Gene Mao Guilford County Department of Health and Human Services August 15, 2022 www.arcadis.com 3/5 excavation in areas identified during the 2021 investigation activities and as described in Work Plan for Soil Removal Action, dated January 28, 2022. The soil excavation boundary was based on the footprint of naphthalene determined by 2021 investigation activities and included areas immediately adjacent and upgradient of monitoring well MW-3 to address residual benzene leaching from soil to groundwater. The limits of the excavation are shown on Figure 3. Prior to beginning soil excavation activities, a North Carolina 811 call was completed, and a private utility locator was utilized to locate and mark subsurface utilities within and in proximity to the proposed excavation boundaries. Arcadis also worked with local utility providers to re-route existing utilities (i.e., natural gas and electrical) outside of the excavation boundary to allow access and prevent damage to existing infrastructure. Additionally, select monitoring wells (MW-1, MW-3, MW-4, MW-6, MW-11D, and an unknown monitoring well (MW-UNK)), within or adjacent to the proposed excavation boundary, were then abandoned prior to construction activities in accordance with NCAC 15A 02C.0100 regulations. Well Abandonment Records documenting the abandonment of the select monitoring wells are provided in Attachment 1. The soil excavation was completed utilizing an excavator and other earth moving equipment. The excavation targeted removal of impacted soils to the top of bedrock or upon encountering groundwater. The exact depth of excavation was determined in the field based on the depth of bedrock encountered, visual observations, and soil screening results. Excavation depths ranged from 16 to 19 feet below ground surface (bgs), predominantly at the top of bedrock as minimal groundwater was encountered. Approximately 3,944.0 tons of excavated soil was transported offsite for disposal at the Earth Tec Soil System in Bear Creek, North Carolina. Waste tracking information is provided in Table 1 and waste disposal manifests are included as Attachment 2. Arcadis collected seven confirmation soil samples from the excavation sidewalls as excavation activities progressed to completion. Arcadis submitted the samples to Pace Analytical Services, LLC of Huntersville, North Carolina for analysis of benzene, toluene, ethylbenzene, and xylenes (BTEX), naphthalene, and methyl-tert-butyl ether (MTBE) by United States Environmental Protection Agency (USEPA) Method 8260B. All analytes in samples collected and analyzed were below their respective Industrial/Commercial SCLs and only one constituent in one sample, naphthalene in SS-05 was above the Residential SCL. Naphthalene was detected in sample SS- 05 at a concentration of 8,040 micrograms per kilogram (µg/kg). The Residential and Industrial/Commercial SCLs for naphthalene are 5,500 and 27,000 µg/kg, respectively. Confirmation sampling results are provided in Table 2 and sample locations are shown on Figure 4. Confirmation sampling analytical reports are provided in Attachment 3. As shown on Figure 3 and Figure 4, Arcadis performed slot trenching in the northernmost portion of the excavation. In the Slot Trenching Area, the excavation was backfilled to 1 foot below ground surface with excavatable flowable fill. Following 24 hours of cure time, clean imported fill was then placed and compacted to reach final grade. Across the remainder of the excavation area, gypsum was commingled with number 57 stone to enhance bioremediation of residual petroleum hydrocarbons in groundwater or saturated soil. The number 57 stone backfill was used to approximately 6 feet below ground surface followed by a geotextile to provide stability and prevent infiltration of fines. Clean imported fill was then placed and compacted in 8-inch lifts to reach final grade. Crusher run stone or grass seed were placed on the final grade across the site as final surface coverage to match existing conditions. CONCLUSIONS Arcadis completed a soil excavation to remove residual source mass targeting areas with naphthalene concentrations above Industrial/Commercial SCLs and adjacent and upgradient of monitoring well MW-3. Arcadis excavated approximately 3,944.0 tons of impacted soil and transported it to the Earth Tec Soil System in Bear Creek, NC for disposal. Arcadis completed confirmation soil sampling at seven locations around the sidewalls of the excavation and all results were below Industrial/Commercial SCLs with only naphthalene at sampling location Mr. Gene Mao Guilford County Department of Health and Human Services August 15, 2022 www.arcadis.com 4/5 SS-05 above the Residential SCL. The excavated area was then backfilled with flowable fill, gypsum, stone, and clean fill to meet existing grades. RECOMMENDATIONS Arcadis proposes an optimized site monitoring well network to monitor site groundwater conditions. To optimize the site monitoring well network, Arcadis proposes to retain monitoring wells MW-2, MW-8, MW-13, MW-18, and MW-32, while additionally reinstalling monitoring well MW-3, located within the excavation boundary, as MW-3R. The optimized monitoring well network including the reinstalled monitoring well MW-3R and retained monitoring wells MW-2, MW-8, MW-13, MW-18, and MW-32 is included in Figure 5. Once the new well network has been established, Arcadis proposes to complete groundwater sampling on a routine basis until establishing that COPCs in groundwater are equal to or less than the GCLs and will not cause a violation of the surface water rules contained in 15A NCAC 02B. Arcadis anticipates that a Notice of Residual Petroleum (NRP) will then be filed with the Register of Deeds in Guilford County, North Carolina. Following establishment of the optimized monitoring well network, Arcadis proposes abandonment of remaining monitoring wells across the site. All downgradient and side-gradient saprolite wells located offsite that Arcadis does not propose to retain in the optimized monitoring well network have not had detections above the GCLs since 2001. Downgradient and side-gradient monitoring wells proposed for abandonment include MW-7, MW-9, MW-15, MW-16, MW-19, MW-25, MW-37, MW-38, MW-39, MW-41, MW-42, MW-43, MW-44, and MW-45. Also, as previously discussed with Guilford County personnel, municipal drinking water is provided by the City of Greensboro. Therefore, Arcadis does not recommend additional bedrock groundwater monitoring and recommends abandonment of the following bedrock groundwater monitoring wells: MW-5, MW-10, MW-12, MW- 14D, MW-17D, MW-20D, RH-21D, RH-22D, RH-23D, MW-24D, RH-26D, MW-27D, MW-28M, MW-28D, RH-29D, MW-30D, MW-33D, MW-34, MW-35D, MW-36D, MW-46D, MW-47M, MW-47D, and MW-48D. The BTEX, naphthalene, and MTBE results from the four most recent groundwater samples collected from each of the monitoring wells Arcadis proposes to abandon are included as Table 3. Monitoring wells will be permanently abandoned in accordance with NCAC 15A 02C.0100 regulations and a permit will be requested from Guilford County. Abandonment will include removing the well surface completion and emplacing bentonite within the saturated portion of the well and cement grout to the surface. The details of the monitoring well installation, monitoring well abandonment activities, and groundwater monitoring event will be documented in a Groundwater Monitoring Report to be submitted to Guilford County for review and approval.
