Groundwater Sampling
S&ME, Inc. (S&ME) completed a groundwater monitoring event on May 3, 2021, at McLeansville Fire Department,
hereafter referred to as the subject site (see Figure 1). Historically, monitoring wells MW-1 and MW-4 had the
highest concentrations for constituents of concern. No other site monitoring wells had reported exceedances of
the corresponding 15A NCAC 02L groundwater standards (2L Standards), when sampled last. Monitoring well
MW-1 is near the source area for the release. Monitoring well MW-4 is located approximate 55 feet southeast of
well MW-1, and down-gradient of the release area as depicted in Figure 2.
For the May 3, 2021 monitoring event, groundwater samples were obtained from monitoring wells MW-1 and
MW-4. Each sampled monitoring well was purged of approximately three times the initial well volume with a
disposable PVC bailer or peristaltic pump. Each sample was handled with a new pair of nitrile gloves and was
placed into the laboratory provided sampling containers, and then placed in a cooler with ice. The samples were
submitted to Pace Analytical Services, Inc. (North Carolina Wastewater Certification #12) in Huntersville, North
Carolina, for laboratory analysis. The samples obtained from monitoring wells MW-1 and MW-4 were analyzed for
volatile organic compounds (VOCs) by EPA Method 602.
Groundwater Analytical Results
Table 1 provides a summary of the detected analytes for the May 3, 2021 monitoring event. Table 2 provides a
summary of the historical groundwater concentrations detected in samples obtained from site monitoring wells.
Table 3 provides a summary of the groundwater elevation data for this monitoring event and prior events. Table
4 provides monitoring well construction details. Figure 2 depicts the 2L Standard exceedances detected at the
sampled monitoring wells. The laboratory analytical report for this monitoring is included in Attachment I.
Drinking Well Sampling & Results
On May 3, 2021, S&ME collected a sample from the McLeansville Fire Department’s water supply well (sample ID
= WSW-1). The sample was submitted to Pace Analytical Laboratories, Inc. and analyzed for VOCs by EPA Method
602. No target constituents were detected above the corresponding method detection limit. A copy of the
laboratory analytical report for the event is included in Attachment I.
The Fire Department’s on-site water supply well is located approximately 170 feet cross-gradient of source area
monitoring well MW-1. The neighboring off-site Clapp water supply is approximately 200 feet up-gradient of
source area monitoring well MW-1. Figure 3 depicts properties with water supply wells identified during the
water well receptor survey update in May 2015. Table 5 provides water supply well survey information.
Discussion
Analytical results for the May 3, 2021 monitoring event finds that benzene and naphthalene at monitoring well
MW-1 were detected at concentrations that exceed their corresponding 2L Standards, which are also the CAP
established cleanup goals. Analytical results for monitoring well MW-4 report no target constituent was detected
with a concentration that exceeds the corresponding 2L Standards.

Active remediation which ceased in May 2001, was effective at reducing VOC concentrations observed at site
monitoring wells. Post active remediation groundwater VOC trends can be summarized as follows:
At monitoring well MW-4, located down-gradient of the release source area, slow attenuation of VOCs in
groundwater is suggested, with current VOC concentrations meeting the CAP established cleanup goals.
Groundwater analytical data for source area monitoring well MW-1 indicates a spike in VOC
concentrations starting in 2007. Trends for some VOCs indicate attenuation following the 2007 spike in
benzene and MTBE concentrations, other VOCs exhibit sustained rises in concentrations (e.g.
naphthalene), and some exhibit little change in concentration (e.g. ethylbenzene) through 2017.
Analytical results for the May 3, 2021 monitoring event report detected petroleum constituent
concentrations that are less than the concentrations reported in 2017. This across the board reduction of
detected VOC concentrations is a positive sign. However, the analytical data set lack sufficient power to
forecast the time that may be required for natural attenuation to achieve the CAP stated cleanup goals,
the 2L Standard.
The cause for the apparent spike in VOC concentrations starting in 2007 at MW-1 has not been identified. In 2016
limited soil sampling was conducted in the source area. No residual petroleum hydrocarbons were detected at
the sampled locations within the gasoline UST release source area. Thus, no evidence of a residual secondary
source of petroleum constituents in the soil was discovered. With a negligible secondary source in soil, monitored
natural attenuation of groundwater is possible.
Analytical results for the on-site water supply well continue to report no detections of targeted petroleum
hydrocarbons.
As an incident with an NCDEQ a High-Risk classification, the pathway to incident closure could include:
1.Connect the on-site water supply well and nearby water supply well users to the available public water
supply. This would reduce the NCDEQ incident risk-classification from High-Risk to Low-Risk, and permit
closure of the incident following the completion of a Notice of Residual Petroleum. Or,
2.Conduct hot-spot remediation to reduce source area VOC concentrations to levels less than the
corresponding 2L Standards. Or,
3.Continue groundwater monitoring to track natural attenuation of the target VOCs until concentrations are
less than the corresponding 2L Standards.
Preparation of a detailed analysis of each remedial option and probable costs for each was beyond the scope of
this task authorization.
Considering the apparent limited horizontal extent of the groundwater impacts and no detections of petroleum
hydrocarbons in the on-site well, continued reliance on monitored natural attenuation as the remedial measure
remains plausible. Accordingly, S&ME recommends monitoring groundwater at wells MW-1 and MW-4, and the
on-site water supply well on an annual basis and a review of the potential to connect water supply well users to
municipal water.
