Brown Regional Supervisor North Carolina Department of Environmental Quality Division of Waste Management Underground Storage Tank Section 450 West Hanes Mill Road, Suite 300 Winston-Salem, North Carolina 27105 Subject: Request for Report Extension Comprehensive Site Assessment (CSA) TForce Freight – Greensboro, Guilford County, North Carolina Incident No. 48783; Risk Classification High; Ranking 160D Dear Mr. Brown: TForce Freight (TForce) was issued a letter from the North Carolina Department of Environmental Quality (NCDEQ) on March 7, 2023, requesting that TForce complete a Comprehensive Site Assessment (CSA) at their facility located at 4411 Groometown Road, Greensboro, North Carolina. The letter issued by the state was in response to the Limited Site Assessment Report and Initial Abatement Action Report submitted by TForce on February 23, 2023. TForce has initiated CSA activities at the site per Title 15A NCAC 2N .0706 and Title 15A NCAC 02L .0106(g). To date, verification groundwater sampling has been completed on the two existing permanent groundwater monitoring wells to verify and confirm constitutions of concern (COCs) in groundwater. Performance of a vapor intrusion assessment and a potable water well construction investigation have also been scheduled. Unfortunately, availability of qualified drilling contractors has delayed investigations into the horizontal and vertical extent of COCs in soil and groundwater. Current estimates from drillers have us in the field in late May to early June. Our plan is to utilize a phased approach to delineation by employing DPT sampling to assess extent, followed by installation and sampling of permanent monitoring wells. For these reasons, we are respectfully requesting a 90-day extension for the submittal of the CSA report. We believe that this time frame will allow sufficient time to complete the investigation activities and prepare a report that meets NCDEQ’s requirements for a CSA Report.
