(Arcadis) completed the fourth quarterly 2020 liquid level monitoring and groundwater sampling event at the former ExxonMobil Facility #99-GRE located at 101 North Spring Street (formerly addressed at 615 West Friendly Avenue) in Greensboro, Guilford County, North Carolina (the Site). The objective of the groundwater monitoring and sampling program is to evaluate concentrations of dissolved- phase chemicals of concern (COCs), determine the effectiveness of the 2018 calcium peroxide injection event, and maintain compliance with the North Carolina Department of Environmental Quality (NCDEQ) Underground Storage Tank (UST) Program requirements for the site. On October 22-30, 2018, Arcadis subcontracted Remington Technologies, LLC (Remington) to complete a calcium peroxide injection at the Site. Injections were completed within the proposed injection zone, as outlined in the “Notification of Intent (NOI) to Construct or Operate Injection Wells Form” submitted to the NCDEQ Division of Water Resources (DWR), Underground Injection Control (UIC) Program on May 21, 2018. The NCDEQ DWR approved the NOI application and issued a deemed permit number WI0400492 for injection activities on June 1, 2018. Approximately 2,100 gallons of IXPER 75C Calcium Peroxide slurry was injected into thirteen (13) temporary injection points. The location and interval of injection points were adjusted due to an existing underground utility identified within the injection zone during utility locate activities at the Site. Arcadis submitted an Injection Event Record detailing the October 22-30, 2018 calcium peroxide injection event on November 15, 2018. On November 11th and 13th, 2020, Arcadis completed the fourth quarterly liquid level monitoring and groundwater sampling event for 2020 to evaluate the current groundwater conditions and to maintain compliance with the UIC Program requirements. During the fourth quarterly sampling event, eight (8) groundwater monitoring wells, MW-1R, MW-4, MW-6, MW-7, MW-8, MW-9, MW-10, and DW-1 were gauged to determine depth to water (DTW). Monitoring wells MW-9 and MW-10 were gauged but elevations were not used in contouring because they have not been surveyed. Depths to water ranged from 6.45 feet below top of well casing (btoc) in groundwater monitoring well MW-10 to 16.25 feet btoc in groundwater monitoring well MW-7. Groundwater flow was observed to be towards the west-northwest which is consistent with the historical groundwater flow direction observed at the site. Free product was not detected in any of the groundwater monitoring wells. Groundwater samples were collected on November 13th, 2020, from six groundwater monitoring wells (MW-1R, MW-4, MW-6, MW-7, MW-9, and MW-10) for the fourth quarter 2020 sampling event. The lateral and vertical extent of the dissolved-phase plume at the Site has been adequately delineated by the existing monitoring well network at the Site. Based on current and historical analytical data, dissolved- phase impacts have not mobilized off-site, and have decreased in the source area. As recommended in the NOI application (Deemed Permit # WI0400492), four quarters of groundwater monitoring and sampling were completed to evaluate the effectiveness of treatment. Dissolved phase concentrations since the injection event have been below the GCLs. In addition, groundwater modeling results presented in the 2012 Comprehensive Site Assessment Report, demonstrate that dissolved phase COCs would not extend beyond the edge of the site property or to the vicinity of the unnamed tributary. Therefore, Arcadis respectfully requests that the risk level for this site be reclassified as “Intermediate” and a No Further Action (NFA) be granted for this Site. 4th Quarterly Groundwater Monitoring and Sampling Report – 2020 arcadis.com 1 INTRODUCTION Former ExxonMobil (Exxon) facility #99-GRE, located at 101 North Spring Street (formerly addressed at 615 West Friendly Avenue), Greensboro, Guilford County, North Carolina, operated as a service station from the 1940s until the mid-1970s. Records indicate that a 2,000-gallon used oil UST, an 8,000-gallon UST, and two 12,000-gallon gasoline USTs were removed from the site, but two 2,000-gallon diesel USTs may still remain at the site. Site characterization activities were initiated in September 1998 and confirmed subsurface petroleum impact. During property redevelopment activities, three of the six monitoring wells were destroyed or abandoned. Three of the original monitoring wells (MW-1R, MW-4 and DW-1) currently remain at the site. Three separate retail petroleum facilities occupied portions of the property. The subject incident number is situated at the southeast corner property at the intersection of North Spring Street and West Market Street. A site location map is provided as Figure 1, and site map is included as Figure 2. The site is currently a Carolina Bank branch office owned and operated by BACH LLC. The land use surrounding the site is commercial/industrial. Drinking water is supplied by the City of Greensboro. Public or private potable water wells have not been identified within 1,000 feet of the site. An unnamed tributary to North Buffalo Creek is located approximately 160 feet west of the site. The site is located within the Carolina Slate Belt (early Paleozoic metavolcanics, metasediments and igneous intrusion) within the Piedmont physiographic province of North Carolina. Specifically, the site is underlain by late Proterozoic to late Cambrian metamorphosed igneous rock. Saprolite, a layer of weathered and variably decomposed bedrock, commonly mantles bedrock in this region. Saprolite has the appearance of compact clay to sandy soil, with original bedrock textures and features preserved. Soils at the site consist primarily of clay and silt. Depth to groundwater at the site ranges from 9 to 17 feet below ground surface (bgs). The NCDEQ Risk Classification for the site is “High” due to the presence of surface water within 500 feet. Therefore, COC concentrations in groundwater are currently compared to the North Carolina 15A NCAC 2B surface water standards. 4th Quarterly Groundwater Monitoring and Sampling Report – 2020 arcadis.com 2 FREE PRODUCT Groundwater gauging activities conducted on November 11, 2020 indicated that free product was not present in any of the groundwater monitoring wells. Free product has not been historically observed at the site. Current and historical groundwater elevations are summarized in Table 1. 3 GROUNDWATER MONITORING 3.1 Groundwater Gauging On November 11, 2020, Arcadis personnel gauged groundwater monitoring wells MW-1R, MW-4, MW-6, MW-7, MW-8, MW-9, MW-10, and DW-1. Monitoring wells MW-9 and MW-10 were gauged but elevations were not used in contouring because they have not been surveyed. Gauging was conducted with an oil/water interface probe (IP) prior to purging and sampling to determine depth to water (DTW) and depth to product (DTP), if present. The IP and attached tape, marked in 0.01-foot increments, were properly decontaminated before each use with Alconox soap and rinsed with distilled water. The DTW was measured from the marked survey point on the top of well casing (TOC). All measurements were recorded to the nearest 0.01-foot increment. Depths to water ranged from 6.45 feet below top of well casing (btoc) in groundwater monitoring well MW- 10 to 16.25 feet btoc in groundwater monitoring well MW-7. Groundwater flow was observed to be towards the west which is consistent with the historical groundwater flow direction observed at the site. Free product was not detected in any of the groundwater monitoring wells during the November 11, 2020 groundwater gauging event. Current and historical groundwater elevations are summarized in Table 1. A potentiometric surface map for the November 11, 2020 groundwater gauging event is provided as Figure 3. 3.2 Groundwater Sampling On November 13, 2020, groundwater monitoring wells MW-1R, MW-4, MW-6, MW-7, MW-9, and MW-10 were sampled with low-flow groundwater sampling techniques to collect groundwater parameters and to minimize turbidity during sample collection. Groundwater parameters were collected utilizing a YSI 556 Multi-Probe Systems (MPS) and flow through cell. Groundwater parameters, including temperature, dissolved oxygen (DO), pH, conductivity, oxidation reduction potential (ORP), and turbidity were collected before, during, and after purging. When at least three parameters had stabilized, a groundwater sample was collected from the tubing. Groundwater samples collected from the groundwater monitoring wells were placed in laboratory-supplied containers and shipped on wet ice to Eurofins Laboratories Lancaster Environmental, in Lancaster, Pennsylvania, for analysis of volatile organic compounds (VOCs) by Standard Method (SM) 6200B. Groundwater samples submitted for VOC analysis were collected in triplicate 40-milliliter volatile organic analysis (VOA) glass vials with Teflon-lined septa screw caps preserved with hydrochloric acid (HCl). Laboratory analytical results and chain-of-custody documentation are included as Appendix A. 4th Quarterly Groundwater Monitoring and Sampling Report – 2020 arcadis.com 3.3 Groundwater Analytical Results Analytical data from the November 13, 2020 groundwater sampling event indicate that all dissolved phase concentrations were either non-detect or below the NC GCLs. Analytical results for di-ispropyl ether concentrations for the November 13, 2020 groundwater sampling event were not reported by the lab, due to an equipment issue. Current and historical groundwater analytical results are presented in Table 2. A groundwater analytical map is presented as Figure 4. The maximum dissolved-phase concentrations of COCs that were detected during the November 11, 2020 sampling event are listed below. Dissolved-phase concentrations of benzene, toluene, ethylbenzene, total xylenes, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene were either non-detect or detected in concentrations below the applicable North Carolina Gross Contamination Levels (GCLs) for Groundwater in all groundwater monitoring wells. Groundwater sampling since the October 2018 injection event have shown dissolved phase concentrations have remained below the applicable North Carolina GCLs for groundwater in all monitoring wells.
