(ATC) was retained by Phillips 66 Company to continue active remediation monitoring activities at the former ConocoPhillips Terminal No. 33441 located at 115 South Chimney Rock Road in Greensboro, Guilford County, North Carolina. This report documents two quarterly groundwater monitoring events performed in March and June 2020. 2.0 SITE BACKGROUND The former ConocoPhillips Terminal No. 33441 is located at 115 South Chimney Rock Road on an approximate 7.79-acre parcel of land in an industrial area of western Greensboro. The site is currently an active bulk fuel distribution terminal that consists of a control office building, miscellaneous warehouse and storage buildings, and nine bulk fuel aboveground storage tanks (ASTs), a covered bulk dispensing loading rack, and associated process piping. The terminal is supplied with fuel and petroleum products by Colonial Pipeline that enters the site property from the southwestern corner. The site property is currently owned and operated by Magellan Terminals Holdings, L.P. (Magellan). A site topographic map is presented as Figure 1 and a site map is presented as Figure 2. The site has operated as a bulk fuel distribution terminal since the late 1950’s and is located in a commercial/industrial area with no residential development within approximately 1,000 feet of the site. Numerous other bulk fuel distribution terminals are located in the surrounding area. Assessment activities were initiated following reports of impact to utilities adjacent to some of the area terminals in December 1987. A Corrective Action Plan (CAP) submitted on March 1, 1993, recommended a dual-phase extraction (DPE) system for soil and groundwater remediation at the site, which was approved by the North Carolina Department of Environmental Quality (NCDEQ, formerly the North Carolina Department of Environment and Natural Resources) in November 1993. The DPE system was installed during March 1995 and operated until November 2003 when it was shut down due to contaminant concentrations reportedly having reached asymptotic levels with no apparent plume migration. Active Remediation Monitoring Report August 12, 2020 Former ConocoPhillips Terminal No. 33441 (RM #6578) ATC Project No. P666578845 Page 2 A CAP Addendum was submitted in December 2003 recommending modifying the existing DPE system to an air injection (AI) bio-enhancement remediation system, which was implemented following NCDEQ approval. The AI system was started in April 2004. A second CAP Addendum was submitted in September 2006 recommending enhanced anaerobic bioremediation to address concentrations of dissolved petroleum hydrocarbons above the Groundwater Standards established in Title 15A of the North Carolina Administrative Code (NCAC) Subchapter 2L Section .0202 (2L Standards). Approval for a pilot test was issued by NCDEQ; however, prior to securing a remediation permit and a permit to use a well for injection, concentrations of dissolved petroleum hydrocarbons in groundwater samples showed decreasing trends. As a result, operation of the AI system continued. An Active Remediation Monitoring Report submitted on July 30, 2013, documented Phillips 66 recommendation to temporarily shut down the AI system to observe the effect on contaminant concentrations over time and to evaluate potential rebounding. NCDEQ concurred with Phillips 66’s recommendation in a letter dated August 12, 2013, and consented to deactivation of the AI system for one year. On June 23, 2014, a gasoline release occurred under the operations of the current terminal operator, Magellan, from a product line valve failure to Tank No. 8 in the vicinity of Phillips 66 monitoring well MW-11. Based on a July 25, 2014, Initial Assessment Report submitted by Magellan and NCDEQ’s August 18, 2014 response, NCDEQ did not require additional assessment or cleanup following Magellan’s initial abatement and excavation activities. Accordingly, NCDEQ did not assign a new Incident Release Number to Magellan’s gasoline release. On October 3, 2014, a Remediation System Evaluation was submitted concluding that the AI system was no longer effective in reducing compound concentrations at the site. Phillips 66 recommended permanently discontinuing operation of the AI system and removing the mechanical and electrical components of the system from the site. Phillips 66 further recommended evaluating the effectiveness of utilizing Oxygen Release Compound (ORC®) filter Active Remediation Monitoring Report August 12, 2020 Former ConocoPhillips Terminal No. 33441 (RM #6578) ATC Project No. P666578845 Page 3 socks for further reducing the concentrations in groundwater immediately surrounding monitoring well MW-12. In a letter dated October 20, 2014, NCDEQ concurred with Phillips 66’s recommendations to permanently discontinue operation of the AI system and evaluate the effectiveness of ORC® filter socks in monitoring well MW-12. On March 12, 2015, Phillips 66 submitted a “Notification of Intent to Construct or Operate Injection Wells” to NCDEQ Division of Water Resources (DWR) Underground Injection Control (UIC) Program. On March 31, 2015, ORC® filter socks were installed in monitoring well MW- 12, and an Injection Event Record was submitted to NCDEQ on April 8, 2015. On February 18, 2016, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between July and December 2015. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On September 1, 2016, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between March and July 2016 as well as the receptor survey conducted in July 2016. The receptor survey identified a surface water body located within 500 feet of the site. A retention pond is located on the site property which drains into Long Branch to the southeast of the site. According to the NCDEQ Division of Water Resources, Long Branch is identified as a Water Supply (WS) IV surface water body. No water supply wells were identified during the July 2016 receptor survey. A potential receptor map is included as Figure 3. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On February 21, 2017, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between September and December 2016. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On March 6, 2018, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between September and December 2017. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On July 31, 2018, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between March and June 2018. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On February 28, 2019, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between September and December 2018. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On July 29, 2019, an Active Remediation Monitoring Report was submitted documenting monitoring activities performed between March and June 2019. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. On December 26, 2019, approximately 480 gallons of gasoline were released to the ground surface at the Magellan terminal due to a valve failure in the manifold area near Tank No. 4 and monitoring well MW-12. The release was reported verbally to NCDEQ on December 26, 2019. Initial abatement actions were performed by Apex Companies, LLC (Apex), on behalf of Magellan, and included the excavation of 75 cubic yards of petroleum impacted soils and the removal of 12,549 gallons of petroleum contact water. An Initial Assessment Report for Non- UST Releases was submitted to NCDEQ on April 2, 2020, documenting the abatement activities and recommending no further action. Based on the laboratory analytical data, continued quarterly sampling and semi-annual reporting was recommended. This report documents groundwater sampling events performed in March and June 2020. 3.0 GROUNDWATER INVESTIGATION 3.1 Groundwater Elevations On March 4, 2020, ATC measured groundwater elevations in wells MW-1, MW-2, MW-3, MW-5, MW-6, MW-8, MW-9, MW-10, MW-11, MW-12, MW-13, DW-1, DPE-7, DPE-10, DPE-11, DPE-14, DPE-18, DPE-19, DPE-20, and DPE-22. On June 3, 2020, ATC measured groundwater elevations in MW-1, MW-2, MW-3, MW-5, MW-6, MW-7, MW-8, MW-9, MW-10, MW-11, MW-12, MW-13, DW-1, DPE-7, DPE-10, DPE-11, DPE-14, DPE-18, DPE-19, DPE-20, and DPE- 22. An oil/water interface probe was used to measure the depth to water and the presence of light non-aqueous phase liquid (LNAPL) in the monitoring wells. Based on the June 2020 gauging event, groundwater depths ranged from 0.97 feet bgs in MW-2 to 11.21 feet bgs in MW-11. LNAPL was not detected during either sampling event. Depth to water was measured from the top of each well casing and then converted into relative elevations using previously established well elevations. Monitoring well construction information is included as Table 1. Historical groundwater elevations are summarized in Table 2. A groundwater elevation contour map for the June 2020 sampling event is included as Figure 4. Based on the water table elevations, groundwater flow is towards the southeast. 3.2 Groundwater Analytical Results On March 4, 2020 and June 3, 2020, ATC collected groundwater samples from monitoring wells MW-11, MW-12, and MW-13. Groundwater samples were collected into laboratory-approved Active Remediation Monitoring Report August 12, 2020 Former ConocoPhillips Terminal No. 33441 (RM #6578) ATC Project No. P666578845 Page 6 containers, packed in ice and delivered under chain-of-custody to SGS Accutest in Scott, Louisiana for analyses. The groundwater samples were analyzed benzene, toluene, ethylbenzene, total xylenes (BTEX), and methyl tertiary butyl ether (MTBE) via EPA Method 6200B. In addition, natural attenuation parameters including temperature, dissolved oxygen, pH, conductivity, turbidity, and oxygen releasing potential were measured in the monitoring wells. The ORC socks were re-installed into MW-12 at the completion of the sampling activities. Laboratory analytical results from the March 2020 sampling event indicated MTBE (42.6 µg/L) above 2L Standards in MW-11. Benzene (75.5 µg/L) and MTBE (69.4 µg/L) were detected above 2L Standards in MW-12. Laboratory analytical results from the June 2020 sampling event indicated MTBE (44.8 µg/L) above 2L Standards in MW-11. Benzene (87.8 µg/L) and MTBE (65.8 µg/L) were detected above 2L Standards in MW-12. No compounds exceeded the Gross Contaminant Levels (GCLs). Due to the presence of a WS-IV surface water body within 500 feet of the site, groundwater concentrations are also compared to the North Carolina 15A NCAC 02B Surface Water Standards and Protective Values and the Environmental Protection Agency (EPA) Recommended Water Quality Criteria (2B Standard) to determine if concentrations exceed the most stringent of the freshwater, water supply, and human health standards by a factor of 10 (as cited in Title 15A NCAC 02L .0506). Benzene exceeded the 2B Standard by a factor of 10 in monitoring well MW-12 for the March and June 2020 sampling events. MTBE did not exceeded the 2B Standards by a factor of 10 during the March and June 2020 sampling events. The groundwater laboratory analytical report is included in Appendix A and summarized in Table 3. Dissolved isoconcentration contour maps for benzene and MTBE are included as Figures 5 and 6, respectively. Table 4 presents historical groundwater analytical results. Historical natural attenuation parameters are presented in Table 5. Concentration versus time and groundwater elevation versus time graphs for monitoring wells MW-11, MW-12, and MW-13 are included in Appendix B. Active Remediation Monitoring Report August 12, 2020 Former ConocoPhillips Terminal No. 33441 (RM #6578) ATC Project No. P666578845 Page 7 4.0 CONCLUSIONS Two quarterly groundwater sampling events were performed in March and June 2020 for the former ConocoPhillips Terminal No. 33441 in Greensboro, Guilford County, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following:  The site meets the criteria for an “Intermediate” risk site due to the presence of a retention pond and Little Branch surface water body within 500 feet of the site with groundwater concentrations exceeding 100 times the applicable 2B Surface Water Standards;  Depth to groundwater measurements ranged from 0.97 feet bgs in MW-2 to 11.21 feet bgs in MW-11 (June 2020). The inferred shallow groundwater flow direction across the site is to the southeast;  Benzene and MTBE exceeded the 2L Standards. However, they did not exceed the GCLs; and  Benzene exceeded by a factor of 10 the applicable 2B Standards in MW-12 during the March and June 2020 sampling events. Based on the receptor survey conducted in June 2016, the site is classified as an Intermediate risk. As a result, in order for the site to be applicable for site closure the groundwater concentrations must be below the GCLs and 10 times the 2B Standards. LNAPL must also be absent from the site. ATC will sample MW-11, MW-12, and MW-13 during the next quarterly sampling event in September and December 2020.
