entrance displays the facility permit number, a list of acceptable waste types, and the facility emergency contact
number.
5) The site is secured with two locked gates. One is located at the property entrance and another at the facility
entrance and has controlled access for safety. Both access gates were unlocked and open upon my arrival and an
attendant was on-site at the concrete recycling yard during this facility compliance inspection.
6) The access road to the facility is of all-weather construction and is being properly managed at this time.
7) This facility has permanent, highly visible, edge-of-waste markers in place delineating the landfill waste
disposal footprint.
8) This facility maintains a John Deere 850C widetrack Crawler on site for use in managing waste and for cover
and grading activities.
9) The surface water ditches were clear of sedimentation and excess vegetative growth.
10) The on-site stormwater basins were reviewed. The basins were free of excess brush, had stable sideslopes, and
no visible signs of erosion.
11) The soil sedimentation and erosion control measures were reviewed, and no off-site erosion was noted during
this facility compliance inspection.
12) Soil is stockpiled adjacent to the landfill and on the top lift in an area adjacent to the active working face for
use as cover.
13) The inactive areas of the facility have a well-established cover crop of native warm season grasses.

14) The outside slopes of the landfill are currently being maintained at a slope not greater than 3:1. Portions of the
outside slopes have recently been graded and seeded. *Please continue working in these areas to establish a
groundcover suitable to prevent erosion of your landfill cap system. Any areas noted as lacking in sufficient
groundcover or with observable erosion should be promptly repaired by filling and grading and then seeding
and mulching to establish a groundcover.
15) The active working area is being maintained in a compact and manageable size.
16) The active working area is being compacted and covered as required. *Please continue to ensure that the
active working area is being covered monthly or when it reaches one acre in size, whichever occurs first.
17) The waste type in the landfill was reviewed. Overall, the waste type being disposed was LCID, however,
some waste was observed to have been disposed at the working face in brown paper yard waste type bags.
These bags are not approved for disposal at LCID landfills. *Please ensure that all bagged waste is removed
from the bags and the bags are removed from the LCID landfill for proper disposal at a facility permitted to
receive such wastes. Moving forward, please ensure that all bags are removed from the site when the waste is
brought to the LCID landfill.
18) Inert debris consisting of asphalt, scrap concrete, and concrete block is being stockpiled for reuse on-site in an
area to the west of landfill. *Please note that the State rules regarding recovered materials state that for a
material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or
re-used within the calendar year of placement on-site.
19) All metal reinforcement bar is recovered from the crushed concrete and separated for recycling.
20) *Corrective measures are required as a result of this Facility Compliance Inspection.
