Dear Mr. Newton,

On behalf of Bumgarner Oil Company, Inc., Terraquest Environmental Consultants, P.C. is requesting
an extension of the deadline for report submittal for the release incident at Little Market Basket #1
in Statesville, NC. In agreement with the NCDWM-UST’s NORR dated May 23, 2023, Terraquest
received pre-approval for CAP Feasibility Study activities on May 30, 2023. Following several
attempts, the property owner signed off on the necessary Underground Injection Control’s Notice of
Intent for air sparging and returned it to Terraquest on July 6, 2023. Terraquest is currently scheduling
installation of the CAP remedial wells and will subsequently conduct pilot testing and then report the
activities to the NCDWM-UST.

A 60-day extension is requested. If approved, the new deadline would be October 23, 2023.
