This work is related to a release from a previous gasoline UST system. This ROD presents corrective actions that have been agreed upon by the RP, the NCDWM-UST, and the environmental consultant, Terraquest. Key information: The subject release incident was discovered by lab confirmation on November 30, 2017 and originated from gasoline USTs including 2, 6,000-gallon, 1, 4,000-gallon, and 1, 2,000-gallon tanks. The volume of the release incident is unknown. Remedial efforts performed to date include the excavation of 95 tons of contaminated soil following tank closure and multiple Mobile Multi-Phase Extraction (MMPE) events. Municipal water is not available to all residents in the area who have water supply wells. Conceptual site model: Prior assessment has revealed the presence of 5,893 pounds of soil contaminated above the Soil- to-Groundwater Maximum Soil Contaminant Concentrations (STG MSCCs), 37,984 pounds of free product, and 419.5 pounds of dissolved-phase groundwater contamination at concentrations above the Gross Contamination Levels (GCLs). Free-phase product has been noted at thicknesses exceeding 7 feet. Groundwater flow is directed to the south/southwest toward water supply wells. Slug testing results indicate a hydraulic conductivity that ranges from 0.176 to 0.427 feet per day and yields a groundwater seepage velocity of 16.35 feet per year. The presence of nineteen sole source water supply wells located within 1,000 feet of the release area causes the High Risk ranking of this site. Contaminant fate and transport modeling has shown that contamination will impact downgradient water supply wells unless treated. Remedial strategy: Terraquest recommends SVE and air sparging as active treatment methods for the removal of free product and GCL violations. Both methods proved practical during pilot testing. Terraquest roughly estimates that 3-4 years of operating an SVE and air sparge remediation system followed by a year of monitored natural attenuation could allow closure of this site in 2028 at a cost of $505,000. Treatment progress would be tracked by gauging of free product, collection of SVE exhaust stack air samples, and semi-annual sampling of the monitoring well network. Remediation system design: The remediation system will consist of ten soil vapor extraction (SVE) wells and seven air sparge wells, each with an anticipated twenty-foot radius of influence. The wells will be placed across the extent of free product and will extend from the UST basin downgradient to the south-southwest CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 ii Troutman, Iredell County, NC where the treatment equipment pad will be placed, near the onsite aboveground storage tanks (ASTs). Both equipment and installation bids were sent to the following vendors: Piedmont Industrial Services, Inc., Petroleum Resources and Development, Inc., Product Recovery Management, Inc. (PRM), South Atlantic Environmental Drilling and Construction Co. Inc. (SAEDACCO), Soil & Groundwater Remediation Services, LLC, Zava Industrial, Inc. PRM was the winning equipment bidder with a price of $121,967.25 and S&G Remediation Services LLC was the installation bid winner with a price of $52,095. Terraquest estimates a cost of $496,909.75 for the treatment of contamination through project closure. The costs included are: installation of wells, purchase and installation of an SVE and air sparge system, operation and monitoring costs, Notice of Residual Petroleum, Public Notice, and well abandonment. Terraquest anticipates roughly thirteen months from submittal of this ROD until the system is activated. That timeline includes, one month for the NCDWM-UST to review the ROD and respond, one month for all parties to meet and sign the ROD, one month for re-bidding of system equipment and installation costs, one week for pre-approval of the system costs and supervised installation, six months for construction of the system, three months for installation, inspection approval, utility construction and activation, and one month to schedule system startup. The target active remediation milestones that have been modeled to represent plume stability and receptor protection will be the Gross Contamination Levels. Free product measurements will be collected in conjunction with groundwater sampling events to analyze if the projected remedial rate of product removal in the first year is on target. Product measurements and groundwater sampling will be conducted quarterly for the first year and semi- annually thereafter. Groundwater samples will be submitted for VOC analysis per method 6200B. Contaminant mass can be calculated, and the treatment rates compared against the proposed timeline to assess effectiveness. Proposed monitored natural attenuation (MNA) phase: MNA is not proposed as the primary means of treatment. However, throughout treatment and for a one-year period following removal of free product and GCL violations, Terraquest proposes to sample the 22-monitoring well network for VOCs via method 6200B. Samples will be collected quarterly during the first year of operation and then semi-annually until product and GCL violations are gone. A year of quarterly sampling would then follow to ensure that there are no contamination rebounds across different seasons. Each sampling event has an estimated cost of $5,382. This work was requested by the NCDWM-UST in a Notice of Regulatory Requirements (NORR) dated June 1, 2023 and costs were pre-approved on ePATA 40784-024. The site location and surrounding cultural features are depicted in Figure 1. The site vicinity is depicted in Figure 2. The site layout and monitoring well network are depicted in Figure 3. Appendix A contains the NC Division of Waste Management’s Underground Storage Tank Section’s (NCDWM-UST) NORR requesting this CAP ROD and approval of a deadline extension request. 2.0 UPDATE OF SITE HISTORY AND SOURCE CHARACTERIZATION 2.1 UST Owner: The USTs are owned by Madhukunj, LLC. 2.2 Tank and Release Information: According to the NC UST Database Records, two 6,000-gallon gasoline, one 4,000-gallon gasoline, and one 2,000-gallon diesel USTs were installed at the site on March 4, 1980. Note that the 2,000-gallon diesel UST was converted to non-ethanol gasoline in 2018. A 2,000-gallon diesel AST is also present onsite. The installation date of that tank is unknown. All USTs were closed via excavation and removal in February 2019 as previously reported. Following closure, two new 12,000-gallon, gasoline, compartmentalized USTs were installed. A site history of the USTs and AST on the property is included as Table 1. Previous tank locations are shown on Figure 3. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 2 Troutman, Iredell County, NC In 2017, the UST owner noted inventory record discrepancies based upon ATG reading for UST T3, the 4,000-gallon gasoline tank. In response, the UST owner submitted an UST-17A UST Suspected Release 24-Hour Notice Form. The date and nature of the release is unknown but inventory records show a shortage of approximately 300-400 gallons. Based on the lab results of soil samples from beneath the other two gas USTs in the T3 basin, a release occurred from those tanks also. Terraquest is not aware of any AST release incidents. The site and several properties in the area are commercial in nature with the remaining majority used as residential as shown here: SITE CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 3 Troutman, Iredell County, NC The closest residence is located approximately 330 feet north of the release area. There are no places of public assembly within 1,500 feet. Land use in the vicinity of the site is highway business and residential. The site and properties to the east are zoned Highway Business (HB). Most of the remaining properties are zoned Residential (RS). Zoning classifications of the site and surrounding properties are depicted on Figure 2 and below as taken from Iredell County’s GIS online system at https://iredell.connectgis.com. Initial abatement of the release included the removal of fuel from the T3 UST and placing it in temporary closure. All tanks were subsequently closed via removal. Environmental assessment activities were previously detailed in a Site Check Report, LSA Report, CSA Report, CAP Feasibility Study, and Corrective Action Design Report sent to the NCDWM-UST. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 4 Troutman, Iredell County, NC 2.3 Receptor Information As part of the LSA and to determine the risk classification of the site, Terraquest personnel previously performed a reconnaissance of properties within a 1,500-foot radius of the source area. The reconnaissance effort consisted of obtaining tax department and local zoning information on properties and conducting door-to-door visits of certain properties within 1,500 feet of the source area, in addition to collecting other pertinent information from the appropriate local and state officials. Terraquest personnel inspected all properties within 1,500 feet of the site and attempted to contact all the property owners within 1,000 feet in person. Property owners within a 500 -foot radius were questioned, if available, as to the source of their water and if any water supply wells were located on their property. If owners/occupants were not home, a survey form was left at their residence or forwarded to the property owners through the mail. In all cases, Terraquest also conducted a visual survey of the property. Table 2 lists the names and addresses of surrounding property owners. Note that the PIN Numbers presented in Table 2 correspond with those shown in Figure 2. Terraquest contacted the Town of Troutman’s Public Works Department to inquire about the Town’s water supply system. Terraquest was put into contact with West Consultants, PLLC, who maintains and operates the municipal supply system. Todd Poteet of West Consultants, PLLC, verified water lines are available along Perth Rd. and Autumn Leaf Rd.; however, not along Weddington Ln. Furthermore, since the subject area is not located within the jurisdictional boundary of the Town of Troutman, property owners are not required to connect to the municipal water supply system. Most are not interested in doing so as they would be annexed into Troutman and its associated taxes. Through the reconnaissance efforts, a total of thirty-three water supply wells were identified within 1,500 feet or the source area. One additional active water supply well is located on the site within 250 feet of the source area. That well is used to fill minnow tanks at the store. Water supply well information is listed in Table 3. Supply well locations are depicted on Figure 2. As part of the reconnaissance effort, Terraquest also searched for any surface water bodies within a 500-foot radius of the site. An unnamed tributary of Big Branch originates off the western property boundary of the site and is located within 500 feet of the source area. The NC Division of Water Quality (DWQ) classifies Big Branch as a Water Supply-IV “Waters used as sources of water supply for drinking, culinary, or food processing purposes.” The unnamed tributary of Big Branch is depicted on Figure 2. 2.4 Regional Geology and Hydrogeology The site is in the Piedmont Physiographic Region of North Carolina. According to the Geologic Map of North Carolina (Brown, et al, 1985), the site is in the Charlotte Belt and is underlain by mafic metavolcanic bedrock lithologies. On a regional scale, the Piedmont is characterized by land with moderate relief and some areas of low relief hills and valleys. Groundwater in the region is part of the Catawba River Basin. Regionally, groundwater flows to the southwest and feeds into Big Branch Creek and ultimately Lake Norman. Big Branch Creek is listed as a Water Supply IV surface water body at https://deq.nc.gov/about/divisions/water- resources/planning/classification-standards/classifications#DWRPrimaryClassification which classifies surface water bodies with a WSIV classification as “sources of water supply for drinking, culinary, or food processing.” CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 6 Troutman, Iredell County, NC The site’s location in reference to nearby water bodies as provided by the NCDEQ at https://ncdenr.maps.arcgis.com/apps/webappviewer/index.html?id=6e125ad7628f494694e25 9c80dd64265 follows: SITE SITE CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 7 Troutman, Iredell County, NC 2.5 Site Geology and Hydrogeology ENCOUNTERED LITHOLOGY The following lithologies were encountered at the site during the installation of soil borings and the monitoring well network: 0 – 63’ BGL SILT (CL) Mostly soft to medium-stiff (generally increasing consolidation with depth), micaceous, red to brown to tan, with trace clay and characteristics of saprolite in areas. 63-70’ BGL SAPROLITE Mostly tan/brown heavily-weathered rock. The drilling locations of the monitoring wells used to describe the lithology are depicted on Figure 3. Groundwater elevation measurements were reduced to a common datum by surveying the relative elevation of the top of the casing for each monitoring well. The water table elevation data as measured on January 18, 2023 was used to create a potentiometric surface map which illustrates the interpreted direction and gradient of groundwater flow that is generally to the south/southwest as shown on Figure 4. Recent groundwater elevation data and monitoring well construction information is provided in Table 4. Historical groundwater elevation data is provided in Appendix B. The groundwater elevation measurements from April 30, 2019 reveal that the hydraulic head within the shallow phreatic aquifer ranged from a relative value of 66.61 at monitoring well MW5 to 67.91 at MW4. In conjunction with other site measurements, the results indicate flow in the phreatic aquifer in a south/southwest direction under an average hydraulic gradient of approximately 0.02. Water level data from the Type III monitoring well (MW11) and the interpreted groundwater elevation in the phreatic aquifer in the vicinity of the Type III well (based on MW5) were used to determine if a vertical head gradient existed in the phreatic aquifer. The vertical head gradient was calculated using the following equation and groundwater elevation data collected on April 30, 2019: Vg =�ℎ𝑝𝑝ℎ𝑟𝑟𝑟𝑟𝑟𝑟𝑟𝑟𝑟𝑟𝑟𝑟− ℎ𝑀𝑀𝑀𝑀11�𝐷𝐷 where: Vg = Vertical head gradient Hphreatic = Water elevation in the shallow aquifer = 66.61’ HMW= Water elevation in deep well MW11 = 66.85’ D = The difference in elevation between the shallow water table and the middle of the well screen in MW11 = (66.61 – 29.3) = 37.31’ CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 11 Troutman, Iredell County, NC Vertical head gradient: 𝑉𝑉𝑔𝑔=66.61 −66.8537.31 = -0.0064 The head gradient suggests a value very near zero indicating that it is transition zone between a recharge and discharge area. This seems reasonable as the site is located near Lake Norman where local groundwater and surface water discharge. To provide preliminary estimates of hydraulic conductivity (K) and groundwater flow velocity (v) for the phreatic aquifer, Terraquest personnel performed slug tests on monitoring wells MW3, MW5, and MW7 on December 3, 2018 as part of the CSA. The preliminary hydraulic conductivity estimates range from 0.176 to 0.427 feet per day. Using an average hydraulic conductivity value of 0.336 feet/day, an average groundwater seepage velocity was determined to be 16.35 feet per year. An effective porosity of 15 percent was chosen based on published values of effective porosity for silt with the value skewed toward silty sands based on a silt range of 3-19 percent and a silty sand range of fine to silty sand of 10-28 percent (Sanders, 1998). An average hydraulic gradient as measured on December 3, 2018 across the site was used. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 12 Troutman, Iredell County, NC 2.6 Local Topography The local topography is characterized by gently rolling, well rounded hills and long low ridges with a few hundred feet of elevation difference between the hills and valleys. The majority of the surrounding 1,000 feet of the site is mapped at approximately 800-900 feet above sea level. Local topography is depicted in Figure 1. 2.7 Land Cover/Surface Drainage The release area is currently overlain by asphalt as shown below. The property slopes to the west, southwest behind the store where there are grass/gravel areas that precipitation can infiltrate the ground. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 13 Troutman, Iredell County, NC 3.0 UPDDATE OF SITE ASSESSMENT INFORMATION 3.1 Soil Assessment Through the 2017 Site Check, 2018 LSA, the 2019 UST closure, the 2019 over-excavation, and the CSA, a total of fifty-seven samples were collected to delineate the extent of soil contamination. The area of STG MSCC violation is generally centered on the UST basin with a smaller area around the northern dispenser island. The volume of contamination is a sum of these two areas. With an average depth to water of 31 feet in monitoring wells near the UST basin in April 2019, the calculated tonnage at the site includes 1,220 tons near the basin and 15 tons at the northern dispenser area. The area is shown here: CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 14 Troutman, Iredell County, NC Note that Terraquest had discussions with the NCDWM-UST in 2019 prior to and during the UST closure regarding further excavation of contaminated soil as it was exposed and readily available to dig out. Ultimately, the Trust Fund did not authorize additional excavation. The RP chose to dig out an additional 94.66 tons in the southwest direction from the UST basin as it extended away in the direction where over six feet of product has been gauged. The limits of excavation in the sloping direction of product flow were all still above the STG MSCCs including some material that could have been excavated that was above the Residential MSCCs. Again, Terraquest’s request to dig this material out was denied. 3.2 Groundwater Assessment 3.2.1 Monitoring Well Network Throughout various phases of assessment, a total of twenty-two monitoring wells have been installed to delineate groundwater quality. Those wells include twenty-one Type II wells and one Type III telescoping deep well. The well locations are shown on Figure 3, their construction is detailed on Table 4. 3.2.2 Groundwater Sampling The latest groundwater monitoring includes sampling of monitoring wells MW1-17 on January 18, 2023, monitoring wells MW18, 19, and 20 on March 29, 2023, monitoring wells MW21 and MW22 on May 2, 2023, and water supply wells WSW1, 2, 4, and 5 in July 2023. Monitoring wells MW2, 3, MW15, 16, and 17 contained free product in January and were not sampled. Prior to sampling, Terraquest field personnel purged at least three well volumes of water from each well using a new disposable bailer that was then used to retrieve a representative sample. Upon collection, samples were placed on ice pending transit to an NC-certified laboratory for CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 15 Troutman, Iredell County, NC analysis. All wells were sampled for 6200B targeting VOCs found in the subject contaminant, gasoline. 3.2.3 Groundwater Analytical Results The analytical results of the sampling events reveal an oval-shaped plume that extends from upgradient of the UST basin to downgradient past the furthest monitoring well MW21. The 2L Standard violation plume, applicable to this High Risk site, measures 275 feet long by 110 feet across at the widest point and covers an area of 20,800 square feet. The GCL violation plume covers an area of 4,300 square feet and free product is estimated to cover an area of 1,000 square feet. Figure 5 shows the extents of contamination that are also summarized in Table 5 along with historical results. Historical free product thicknesses are summarized in Appendix B. Further details of the results follow: Free product (January 2023): MW2 (4.43’), MW3 (0.3’), MW15 (0.35’), MW16 (4.78’), MW17(meter malfunction – product in bailer), Free product (July 2023 pre MMPE): MW2 (0.69’), MW3 (0.33’), MW15 (0.05’), MW16 (2.44’), MW17 (0.07’), >GCL: MW5, MW6, > 2L Standards: MW1, MW4, MW8, MW10-13, <2L Standards: MW7, MW9, MW14, WSW1, WSW2, WSW4. The vertical extent of groundwater contamination was estimated based upon the concentrations noted in the Type III (MW11) groundwater monitoring well. Petroleum-type compounds were reported above the 2L Groundwater Standards in the deep well that is screened from 65-70 feet BGL. The estimated vertical extent of 2L Standard violations in groundwater is approximately 80 feet BGL. At that time, free product was observed in monitoring well MW2. Product was subsequently discovered in monitoring well MW2 on May 9, 2022, MW15 on September 23, 2021, MW16 on September 23, 2020, and in monitoring well MW17 on March 22, 2021. Historical groundwater elevations and product thicknesses are detailed in Appendix B. Both five-day events focused on free product removal from the sole well that it has been gauged in, MW2. MMPE services was provided by Zava Industrial, Inc. for the October 22-26, 2018 event and by EarthX, Inc. for the April 22-26, 2019 event. The October 2018 event was successful in removing 4,041 gallons of liquid and the April 2019 event recovered 3,461 gallons. The October event reported emissions of 56.86 gallons and the April 2019 event had 64.23 gallons reported. Free product delineation: Following a high-resolution study conducted in June 2020, additional monitoring wells MW15, MW16, and MW17 were installed by an NC-licensed driller on September 22-23, 2020 at previously selected locations validated by the high-res data. Their locations around MW2 are shown on the enclosed Figure 3. Table 4 shows well construction details. The screen intervals were extended above the water table on all three wells to capture the product at shallower depths as is typical well construction policy. Personnel bailed product from an initial thickness of 4.12 feet at static conditions to a thickness of 0.25 feet that repeatedly showed up through several bails. As product was bailed from the well, it was temporarily placed into a 5-gallon bucket at the well. When that bucket filled, the contents were transferred to a transport can during which time the well would fill back up with 6-8" of product. Complete removal of the product was not possible. In total, over six gallons of product were removed through the efforts and later disposed of offsite in an environmentally-sound manner. In summary, those efforts amount to a six-gallon recovery via hand bailing in half an hour. Vacuum services were provided by EarthX, Inc. The event began on Monday, April 10, 2023 and lasted through Friday, April 14, 2023. Vacuum was applied to monitoring wells MW2, MW3, MW15, MW16, and MW17 throughout the event. A total of 7,155 gallons of a mix of free product and contaminated groundwater were recovered through the event. An additional 27.29 gallons was emitted through the exhaust stack. On July 10, 2023, Terraquest supervised the start of an MMPE event to recover free product. Vacuum services were provided by EarthX, Inc. The event began on Monday, July 10, 2023 and lasted through Friday, July 14, 2023. Due to the excessive outdoor temperatures, the unit shut off several times and overall recovery was lower than previous events have been. Vacuum was applied to monitoring wells MW2, MW3, MW15, MW16, and MW17 throughout the event. A total of 1,000 gallons of a mix of free product and contaminated groundwater were recovered through the event. An additional 19.68 gallons was emitted through the exhaust stack. As noted in Table 5, no free product was gauged in monitoring wells at the conclusion of the event. Historically, free product has equilibrated and presented itself in the wells at some time following vacuum events. 3.4 Contaminant Fate and Transport Modeling Terraquest performed contaminant fate and transport modeling to determine the true risk of groundwater contamination. That included consideration of the free product and dissolved- phase GCL violations onsite, aquifer characteristics, and the presence of an active, sole-source water supply well located 595 feet downgradient. The risk is determined to be high under current conditions, however, additional modeling conducted with the removal of free product and GCL violations indicates the well will not likely be impacted and the risk of the release incident at that point would be Low Risk. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 22 Troutman, Iredell County, NC Bioscreen version 1.4 is a Microsoft Excel-based screening model that simulates remediation through natural attenuation. This modeling software was chosen as: 1. Relatively simple groundwater flow conditions are present in terms of the horizontal travel of the contaminant plume that mocks groundwater flow direction. The site geology has been logged as a fairly homogenous silt although the presence of clay and consolidation does vary but only slightly. 2. There is not a strong vertical gradient so ignoring that component is reasonable. The modeling will show that even without consideration of the vertical gradient, the advancing plume will not reach the sensitive receptor horizontally. 3. More sophisticated computer models would require additional assessment that is outside the scope of trust fund reimbursement. If those models were run with the current data, the number of assumptions made would reduce the accuracy to that of the 2D modeling efforts of Bioscreen. Chosen as the point to model against, water supply well WSW10 is the closest downgradient active receptor. It is located 595 feet downgradient at 105 Spicewood Circle. A baseline case was simulated using a seepage velocity of 16 feet/year, no retardation, and a conservative first- order decay coefficient of 0.35. The source concentration was set near saturation levels (150 mg/L) due to the large presence of free product. That free product and associated overlying soil contamination was considered when choosing a soluble mass of 28,415655 kg. The simulation time was run out to 50 years. As part of the model calibration and modeling effort, it is necessary to alter various model inputs within reasonable ranges to determine the sensitivity of the model to those changes. Understanding the sensitivity of the inputs to change is very critical for uncertain parameters. Inputs were varied for Runs 002 – 012 to determine model sensitivity to the inputs. Once a CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 23 Troutman, Iredell County, NC calibrated model was chosen, Runs 013 and 014 were conducted with reduced contaminant concentrations to model conditions following remediation to concentrations below GCL values. Run 013 was conducted using a contaminant concentration that represents a bulk VOC number while run 014 is representative of benzene present at the GCL concentration. As benzene is the lone GCL concentration in wells outside of the product plume and has the strictest (lowest) GCL value, this is reasonable. Table 6 provices a summary of the results. Chosen model inputs: After analyzing the effect on model runs as the different inputs were altered, Terraquest chooses Run 012 as the most probable scenario. This choice involves a 15 ft/year seepage velocity, a 1 retardation, a 0.35 first-order decay coefficient, a 50-foot contaminant thickness, and a 28,415 kg soluble mass. As shown on the attached Bioscreen Modeling Inputs and BIOSCREEN MODELING INPUTS AND NOTES table, “The large amount of product provides an ongoing secondary source that will feed migration for a very long time. …..groundwater contamination will arrive at downgradient water supply wells and continue to contaminate them for a long time without further treatment.” Models conducted with data representing removal of product and GCL violations: Benzene is the lone GCL violation in the dissolved-phase plume at this site. It also has the strictest (lowest) GCL value. Having previously determined that the release incident is from gasoline, a VOC, and not from an SVOC, it is reasonable to model benzene as a representing compound of what will migrate toward the sensitive receptor. Run 014 was conducted using a 5 mg/L concentration as the C source as that is the benzene GCL. Once treatment at this site removes all GCL violations, it does not appear likely that the downgradient water supply well will become impacted. Modeling conclusions: The subject release incident has had free-phase petroleum product at thicknesses as great as seven (7) feet. That thickness has been reduced via MMPE events to around five (5) feet and is CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 24 Troutman, Iredell County, NC present in multiple wells downgradient of the UST system. The depth to water is thirty (30) feet below ground level, indicating that there is a large amount of contaminated soil above it to provide that much product. Excavation was halted by the NCDWM-UST so that contaminant mass largely remains in place. The release incident was detected by the UST system's ATG system in 2017. With the passing of five years and the data obtained from product gauging and monitoring well sampling, some basic migration trending is possible. The large amount of product provides an ongoing secondary source that will feed migration for a very long time. The characteristics discerned from soil lithology study during well installation and aquifer slug testing analysis provide good inputs to run this model. As shown in the model results above, groundwater contamination will arrive at downgradient water supply wells and continue to contaminate them for a long time without further treatment. However, once treatment at this site removes all GCL violations, it does not appear likely that the downgradient water supply well will become impacted. 4.0 OBJECTIVES FOR CORRECTIVE ACTION AT THE SITE This Corrective Action Plan Record of Decision was requested by the NCDWM-UST’s Mooresville Regional Office in an NORR dated June 1, 2023. Appendix A contains a copy of the NORR and an approval correspondence to Terraquest’ s request for a deadline extension request. CAP Purpose and Objective: The purpose and objective of this CAP is to remove free product and reduce the dissolved-phase groundwater contamination on the subject property with active treatment, thus preventing further offsite migration and better protecting against contamination of the downgradient water supply wells. The offsite (downgradient) portion of the plume will be treated through monitored natural attenuation. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 25 Troutman, Iredell County, NC Contaminant Extent: The STG MSCC extent covers two areas. Contamination around the former USTs measures 42 feet by 40 feet and the contamination near the norther dispenser island measures 18 feet by 8 feet. The 2L Standard violation plume, applicable to this High Risk site, measures 275 feet long by 110 feet across at the widest point and covers an area of 20,800 square feet. The GCL violation plume covers an area of 4,300 square feet and free product is estimated to cover an area of 1,000 square feet. Contaminant Mass: Soil contaminant mass: Based on a known mass of contaminated soil and known mass of smear zone, a mass of contaminant can be estimated using the known contaminant/mass values from laboratory results. Using an average contamination value of 2,325 mg/kg from assessment results and the previously stated 1,220 tons + 15 tons = 1,270 tons of contaminated soil/smear zone, the following calculations yield a soil contamination mass of 5,893 pounds. 2,325 mg/kg x (1,270 tons x (907.185 kg / 1 US ton)) = 2,325 mg/kg x (1,152,125 kg) = 2,678,690,625 mg of contamination 2,678,690,625 mg / 1,000,000 mg/kg = 2,679 kg 2,679 kg x 2.2 pounds/kg = 5,893 pounds Free-phase product mass: 1,000 ft2 x 0.7-foot average product thickness = 700 ft3 x 7.48 gal/ft3 x 6.25 lbs/gal = 32,725 pounds CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 26 Troutman, Iredell County, NC Dissolved-phase contaminant mass (GCL violation): 4,300 ft2 x (10 feet beyond bottom of 50 foot wells – DTW 32’ = 60-32=28) = 120,400 ft3 x 28.3 L/ft3 = 3,407,320 L of GCL water. Average GCL violation wells on 1/2023 = 41,302 ug/L. 3,407,320 L of GCL water x 41,302 ug/L x 2.20462e-9 ug/lbs =310 pounds. Contaminant Standards: The soil cleanup standards for this High Risk site are the STG MSCCs. The groundwater cleanup standards for this site are the 2L Standards. Contamination Migration and Impact: The possibility of contaminating downgradient sensitive receptors and the establishment of alternate cleanup standards was investigated by Terraquest through computer modeling. As noted through modeling efforts, groundwater contamination will arrive at downgradient water supply wells and continue to contaminate them for a long time without active treatment. Modeling also concludes that once treatment at this site removes all GCL violations, it does not appear likely that the downgradient water supply well will become impacted. 5.0 REMEDIAL ACTION IMPLEMENTATION 5.1 Basis for Selection of the Specific Design A Corrective Action Plan Feasibility Study was submitted to and approved by the NCDWM-UST for this release incident. That Study recommended SVE and air sparging as active treatment methods as both methods proved practical during pilot testing. Other methods considered include excavation, MMPE, passive and active product bailers, natural attenuation, in-situ blending/injection, pump and treat, and dual-phase extraction. Those methods were discounted either due to cost, the large presence of product, or lack of protection to sensitive receptors. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 27 Troutman, Iredell County, NC 5.2 Remedial System Design The design of the SVE and air sparge systems are detailed in the Bid Specification Documents contained in Appendix C. The primary system components include an SVE regenerative blower equal to or better than a GAST R7100A-3 connected to a vapor processing unit of similar or better quality as a FALCO 300 unit. Air sparging will be accomplished with a rotary screw-type compressor of equal or better quality as an Ingersoll Rand UP6 10 HP 125 cfm (2080V 3PH). Flow and pressure considerations for the SVE equipment are based on vacuum requirements from pilot testing that showed vacuum up to 54 inches of water with associated vacuum air flow of 20 cfm. Allowing for heterogeneities in the soil matrix and adding flow from ten total wells, overall performance of the selected blower is 65 inches of water and 200 cfm air flow. The necessary pressure and flow of the air sparge system is based on pilot testing and includes air flow of 4 cfm for each of seven (7) wells for a total air demand of 28 cfm. The associated pressure from pilot testing was 17 psi and an additional 50% is requested to allow for deviations (26psi). SVE and air sparge trenching was laid out in a sensible straight-line pattern to reduce trenching and associated costs. The returning vacuum pipe and hose conduits will arrive at a concrete pad that the SVE and air sparge equipment will be bolted to. A fence and roof will be constructed over the equipment pad for security and to reduce heat and weather exposure. Further details are provided in the bid documents in Appendix C. Installation $82,998.13 Piedmont Industrial Services NO BID PRD, Inc. $85,962.10 Product Recovery Management, Inc. $52,095 S&G Remediation Services LLC $169,900 South Atlantic Environmental Drilling and Construction Company, Inc. $90,740 Zava Industrial, Inc. 5.4 Remediation System Implementation Schedule Following submittal of this ROD, the following schedule is anticipated: • one month is anticipated for the NCDWM-UST to review the ROD and respond, • one month is anticipated for all parties to meet and sign the ROD, • one month is anticipated for rebidding of system equipment and installation costs, • one week is anticipated for pre-approval of the system costs and supervised installation, • six months are anticipated for construction of the system, • three months are anticipated for installation, inspection approval, utility construction and activation, • one month is anticipated to schedule system startup. Thirteen months and one week are anticipated until the treatment system will be turned on. CAP Record of Decision Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 818 Perth Road Date: August 14, 2023 29 Troutman, Iredell County, NC Following system activation, Terraquest expects the majority of free product will be removed within the first year of system operation with another year to get it down to small pockets and water-table fluctuation trapped areas. The surrounding dissolved-phase contaminant plume will be reduced during these first several years of operation and another year or two will likely be needed to get concentrations below the GCLs to suspend system operation and monitor natural attenuation. Following a year of monitored natural attenuation, it may be possible to reduce the risk ranking of this site and move toward closure. In total, it will take thirteen months and two weeks to activate the system, 3-4 years of operation to remove the bulk of the contamination, and another year to monitor natural attenuation and close the incident. Without any alterations or delays to this schedule, a Notice of No Further Action could be release in October 2029. While it is possible that this could be accomplished quicker, experience has shown that it will most likely take longer. 5.5 Active Remediation Progress Milestones (Monitoring) Free product measurements will be collected in conjunction with groundwater sampling events to analyze if the projected remedial rate of product removal in the first year is on target. Product measurements and groundwater sampling will be conducted quarterly for the first year and semi- annually thereafter. Groundwater samples will be submitted for VOC analysis per method 6200B. Contaminant mass can be calculated, and the treatment rates compared against the proposed timeline to assess effectiveness. 5.6 Remedial system operation and maintenance plan: System operation and maintenance per manufacturer’s specifications will be made to the extent possible within the eight hours per month allowed by the NCLUST Trust Fund. That thickness has been reduced via MMPE events to around five (5) feet and is present in multiple wells downgradient of the UST system. The depth to water is thirty (30) feet below ground level, indicating that there is a large amount of contaminated soil above it to provide that much product. Excavation was halted by the NCDWM-UST so that contaminant mass largely remains in place. The release incident was detected by the UST system's ATG system in 2017. With the passing of five years and the data obtained from product gauging and monitoring well sampling, some basic migration trending is possible. The large amount of product provides an ongoing secondary source that will feed migration for a very long time. The characteristics discerned from soil lithology study during well installation and aquifer slug testing analysis provide good inputs to run this model. As shown in the model results above, groundwater contamination will arrive at downgradient water supply wells and continue to contaminate them for a long time without further treatment. II. GENERAL CONDITIONS Standards and Codes The enclosures, plumbing, equipment integration, etc. shall meet all current, applicable regulations and codes. These include, but are not limited to, North Carolina Building and Plumbing Codes, National Electrical Code (NEC), National Fire Protection Association (NFPA) standards, and other applicable local, state, and/or federal codes. The vendor shall be responsible for providing equipment and assembly to meet applicable codes. Documentation 7/6/22 Prepared Bid Specification - EQUIPMENT Madhukunj, LLC Soil and Groundwater Remediation System #40784 Perth Mini Mart iii Troutman, Iredell County, North Carolina detailing the third party certification of the system (entire system including control panel) must be provided. The third party shall be a national-recognized testing laboratory recognized by the US Department of Labor (see http://www.osha.gov/dts/otpca/nrtl/) and acceptable to Iredell County and the Town of Troutman, NC. An engineer must seal the system enclosure drawings to comply with all local building codes including any Appendix B building code forms. Warranty and Performance Guarantee Vendor shall warranty all equipment for a period of 1 year. The warranty period shall commence upon successful completion of testing of the remediation system, after installation at the subject site. Warranty shall cover all parts, workmanship, and labor. Vendor shall provide new replacement parts, necessary installation labor, and all other associated costs at no charge. Vendor shall also provide a performance guarantee of the remediation system. Performance testing will be conducted after successful startup. All equipment components shall operate as intended. The vendor shall repair or replace, at no cost, any and all equipment necessary to meet the performance requirements. Submittals and Schedule The vendor shall be able to provide a completed system on-site within 60 days of receiving approval to proceed. Prior to delivery, the enclosure and entire equipment contents including the control panel shall be third party certified. The third party shall be a national-recognized testing laboratory recognized by the US Department of Labor and acceptable to Robeson County and the Town of Parkton. The vendor should provide the electrical amp load and service size of the system to the installation contractor. Two sets of drawings and specifications are required, and the following items shall be included: • for building inspection purposes - third party’s certification of the enclsoures; OR plans sealed by a licensed architect or engineer; • total electrical amp load, service size, and completed electrical section of Duke Energy Progress load sheet for system (attached to this bid request). DETAIL SPECIFICATIONS The remediation system will remove free product and treat petroleum-contaminated soil and groundwater. The goal of the treatment system is to remove free product and most petroleum- type contaminants present in soil at concentrations in excess of the Soil-to-Groundwater Maximum Soil Contaminant Concentrations and in groundwater at concentrations exceeding the Gross Contamination Levels within two years. The remediation system will consist of a regenerative vacuum blower, a rotary screw air compressor, an electric oxidizer for vapor treatment, and appurtenances either self-contained or within an enclosure that will be placed onsite and connected to piping and hosing to vent and sparge. Vent wells have also been placed to recover sparge vapors from beneath nearby structures. For the SVE blower, Terraquest is requesting it be housed in a metal enclosure. The SVE, with oxidizer, and air sparge systems will be controlled by a single electrical panel mounted on the outside of the enclosure. VACUUM PACKAGE SVE: Vacuum will be applied to the ten (10) SVE wells via a regenerative blower equal to or better than an R7100A-3. The equipment is sized based on vacuum requirements from pilot testing that showed vacuum up to 54 inches of water with associated vacuum air flow of 20 cfm. Allowing for heterogeneities in the soil matrix and adding flow from ten total wells, overall performance of the selected blower is 65 inches of water and 200 cfm air flow. The SVE system should have the following as detailed on Figure 5: • exhaust stack with valve for sampling, • an exhaust muffler, • automatic vacuum relief valve, • fifty-five gallon moisture knockout tank with equipment necessary to release water when full. This equipment should include a particulate air filter, a clear PVC sight tube with a three float assembly that indicates on, off, and high level conditions. The on and off functions should be integrated to start up/shut off the SVE blower with moisture accumulation. Moisture accumulated in the knockout tank will be released onto the ground surface via a hose or pipe leaving the tank. This tank should have mounting tabs so that it can be bolted to the concrete pad outside of the equipment enclosure. Piping, hose, and wiring from enclosure to tank should be provided. • acoustically insulated; maximum full load noise level of blower at 5 feet from enclosure shall not exceed 70 dB(A), • to guard against nuisance noise, a VFD should control the blower and operate on a remotely adjustable timer so the unit can throttle up or down providing sparge vapor recovery at all times but significantly reduce noise as required, • skid-mounted enclosure and equipment shall contain sufficient cooling to prevent overheating in typical NC summers. Vapor processing system: Recovered soil vapors and air sparge emissions shall be processed through an electric catalytical- tyle oxidizer prior to release into the atmosphere. Plumbing from the SVE unit to the oxidizer should be provided and can be installed on site, BUT, it is vendors responsibility to do so. B. COMPRESSED AIR PACKAGE Air Sparge: The system will supply the necessary pressure and flow of compressed air to the network of air sparging wells. Based on pilot testing, air flow will be 4 cfm for each of seven (7) wells for a total air demand of 28 cfm. The associated pressure was 17 psi and an additional 50% is requested to allow for deviations (26psi). As the technology requires continuous duty and 28 cfm air flow, several compressor types can be ruled out. Pancake and reciprocating compressors do not have the duty cycle for this job. Rotary vane compressors typically do not have sufficient pressure to meet the requirements and they are too noisy to use at this facility without a large effort toward noise reduction while keeping the internal temperature down to prevent overheating. Dry piston pumps (similar to Airtech) do not have the flow requirements at pressure sufficient to work for this job. With these eliminations, a rotary screw appears to be one of the few options that is suited for the specifications. The air compressor provided shall be a rotary screw-type compressor of equal or better quality as an Ingersoll Rand UP6 10 HP 125 cfm (2080V 3PH). The system shall include the following: • should be a stand-alone unit with its own enclosure that has weather guards for colling inlets and outlets, • Ingersoll Rand UP6-10-125 compressor with three-phase motor. The control panel shall consist of a key-locked dead- front door (to provide security against vandals tampering with the controls) with an interior swing door (to provide NEMA Type 4 protection to the controls). All breakers for the system shall be included inside the interior swing door. All motor starters and overload devices will be placed within the interior swing door with relay controls. It is understood that the compressor likely has its own panel with such protection. System control should be designed so that air sparging cannot occur unless SVE is active. Flow/Pressure Gauges: SVE system: The regenerative blower should have a main trunk line that will branch out and split for each individual wells as shown on Figure 5. Ball valves and vacuum gauges should be provided loose that can be installed at each wellhead by the installation subcontractor. Those gauges should be liquid-filled and of a 0-100 inches of water scale with a 2.5” face and a bottom-placed ¼” NPT male connection. Air injection and sparge: Compressed air discharged by the air compressor shall be piped to a header with a pressure regulator (similar to a Wilkerson R28-06-F000 with integrated pressure gauge) as shown on Figure 5. The header should be shipped loose and can be mounted externally to fencing installed by others near the air holding tank. Time, travel, and materials for said mounting should be included. Each flow meter and pressure gauge shall be labeled as to what it services (AS1-7) in such a manner as to remain visible over time (i.e. no permanent marker). Preparation of Bids Bids shall be submitted on the Bid Form provided in Section III of this package and the bidder must also provide a rough breakdown of costs on the enclosed Cost Breakdown table. The Cost Breakdown table is a requirement of the NC Leaking UST Trust Fund and must be received for your bid to be considered. To make the process easier and to alleviate concerns over proprietary costs, Terraquest has prepared this generic breakdown of costs that must be filled out by all bidders. Based on the lump sum cost, bidders should estimate their rates, quantities, and costs as shown in the cost breakdown sheet. This cost breakout is only meant to provide justification for the lump sum price and will not be used for final payment. Final payment will be based upon the bidder’s invoiced amounts up to the bid price unless amount modifications have been made and approved by Terraquest. The bid may be rejected if it shows any kind of omission, alteration of form, conditional bid or irregularities of any kind. If a bidder finds mistakes, omissions, or inconsistencies in the bid package or needs clarification, Terraquest should be promptly notified. If the bidder finds the specifications to be at variance with any applicable law, ordinance, code, rule or regulation, he shall promptly notify Terraquest in writing. Terraquest may issue written addenda to clarify, correct, or change portions of the package. Each addendum will be provided to all bidders. If a bidder performs work knowing it to be contrary to such laws, ordinances, codes, rules or regulations and without giving notice to Terraquest, he shall bear all costs arising therefrom. The bid shall be a lump sum cost based on the job requirements provided herein. The bid price shall cover all costs, including applicable state and local sales taxes, any shipping, handling, and freight charges, and any subcontractor fees. The bid price shall be valid for a period of six months from bid opening. Note that CHANGE ORDERS WILL NOT BE PAID UNDER ANY CIRCUMSTANCES FOR THE SPECIFIED SCOPE OF WORK. II. GENERAL CONDITIONS Standards and Codes The Subcontractor shall be responsible for knowledge of all federal, state, and local laws, regulations, and ordinances which may apply to or affect the scope of work or those persons involved with or affected by the work. The Subcontractor will adhere to the 2012 North Carolina Building Code and the 2017 National Electrical Code (NFPA 70) and any updates or newer versions. The construction shall meet the current North Carolina building codes, as required by Robeson County and the Town of Parkton, and all applicable OSHA trenching and safety regulations. All electrical components and wiring shall meet the current National Electrical Code (NEC). The vendor shall be responsible for providing equipment and assembly to meet the applicable codes. Schedule Construction shall be completed within 20 calendar days of Subcontractor mobilization to the site. “Completion” shall mean fulfillment of the Agreement for Services and this bid specification. Failure to complete the installation within the stated time period will result in penalty in the form of reduction in payment to the Subcontractor’s bid price. The reduction will be 1% of the bid price for each day work continues after the required completion date. A day shall begin at 12:00 am (midnight) and end on the following midnight. In the event that unforeseen conditions or occurrences are encountered by Subcontractor, which could alter the completion time, the Subcontractor should immediately notify Terraquest. Work Conduct The Subcontractor shall use standard and necessary safety procedures during construction. Hard hats must be worn by all personnel working around overhead hazards, including backhoe operations. Orange web fence shall be used to barricade open excavations overnight and while work is not in progress. Cones, webbing, and all other necessary safety materials and equipment shall be supplied by the Subcontractor. The Subcontractor shall exercise due caution while working near buildings, underground utilities, and overhead power lines. NC One Call and local utilities should be notified in sufficient advance time to allow for marking of utilities. Private, onsite utilities should be marked by an independent contractor qualified to do so. As shown on the pictures attached at the end of this bid package, there are significant utilities at this site that should not be damaged. Disposal of Construction Debris Subcontractor shall be responsible for proper disposal of all construction rubble, unused clean soils and backfill, material scraps, refuse, and waste. No disposal shall be permitted on the subject property unless authorized by Terraquest. While clean soil can be backfilled into the trenches following insertion of the SVE piping and air sparge conduit, any encountered contaminated soil will need to be stockpiled onsite by the Subcontractor. A minimum of $300 needs to be incorporated into this bid to account for plastic, berming material, labor, etc. to cover the stockpiled soil so that rain cannot wash contamination off of the stockpile onto other areas. The Subcontractor is not responsible for offsite transport of contaminated soils or the disposal/remedial costs associated with contaminated soils. Under no circumstances shall work to further excavate, stockpile, or dispose of contaminated soil be conducted by the Subcontractor without prior instruction from Terraquest. All equipment, materials, refuse, et cetera shall be removed from the premises before the project is deemed complete and payment will be made. DETAIL SPECIFICATIONS Project Overview The responsible party has been directed to prepare a Corrective Action Design Report that proposes the installation of a remediation system to treat petroleum-contaminated soil and groundwater for the Perth Mini Mart release incident. This bid request involves the installation work associated with implementation of that system. The goal of the treatment system is to remove the majority of petroleum-type contaminants present in soil at concentrations in excess of the Soil-to-Groundwater Maximum Soil Contaminant Concentrations and in groundwater at concentrations exceeding the Gross Contamination Levels within two years. The remediation system will treat free product and petroleum-contaminated soil via Soil Vapor Extraction (SVE) and groundwater via air sparging. The remediation system, supplied by others, will include a regenerative blower and a rotary-screw air compressor and appurtenances. The SVE blower will arrive in a metal utility box enclosure with an exterior moisture knockout drum that will be bolted to a poured concrete pad that will also support an associated vapor processing system (oxidizer) and the compressor and holding tank and flow gauges and control panel that may be on metal struts. The enclosure and flow gauge manifold will have connections for the SVE and air sparge wells. Piping, conduit, hosing, and trenching are part of this bid request. Vacuum piping should be 2”-diameter Schedule 40 PVC or HDPE equivalent and air sparge conduit should be Schedule 40 PVC also or direct bury HDPE with no conduit required. Air sparge hose (3/8”-diameter 200 psi) should also be provided and chased through conduit if HDPE is not used. Individual lines of HDPE piping for vacuum and pressure air delivery is acceptable but must be placed in conduit if tractor trailer traffic present at site will compromise HDPE integrity and air flow. Connect piping and hosing or HDPE to wellheads and equipment enclosures. Provide support bracing and mounts for SVE exhaust from oxidizer that will be 15 feet tall. Construct through/around roofing as decided in the field with Terraquest. Sweeps should be provided to neatly surface the conduit and some form of weatherproofing must be used to seal conduit against precipitation and animal entry. • Install wood stockade fencing around the outside three sides of the 12’ x 20’ concrete pad. Back side (northwest) will be made up of existing chain link fence. Fencing should be outdoor rated, wooden, stockade style fencing. Treated 4 x 4 posts should be placed as needed to support an overhead, lean-to style roof made of 5V10 galvanized steel roof panels. Roofing should be supported and anchored with framing and fasteners as required by code. Roof should cover concrete pad and keep sun off equipment and pad. General Requirements The Subcontractor will adhere to the latest North Carolina Building Code and National Electrical Code. Utilities at the site have not previously been professionally located or marked for this installation specifically. Previous locations are shown in the pictures attached at the end of this report along with a picture showing the layout of the underground product lines. The Subcontractor shall be responsible for notifying North Carolina One Call (and professional utility locators if desired) and also for field verification of utility locations prior to and during excavation. Any trenching in the vicinity of active, underground utilities must be by hand. Subcontractor shall be responsible for repair of utilities as well as other damages and costs arising from damage to utilities and/or property. Power will be provided to the site by Duke Energy. The pipe and hose shown in Figures 4 and 5, along with all necessary fittings, should be supplied by Subcontractor. As previously noted, HDPE piping may be substituted but must be inside conduit if it will not hold up to heavy traffic. Note the following pipe and hose estimated requirements as listed on Figure 4: PIPE AND HOSE LIST: 235 3/8" diameter 200 psi hose 405 2" diameter PVC 25 4" diameter PVC 80 6" diameter PVC The actual required amount of hose will be supplied by the Subcontractor. The estimates provided are rough approximations. All associated fittings, tape, glue, etc. should be provided. In accordance with Figure 5, the pipe and conduit shall be bed in native material that has been raked free of rocks. If native material is inappropriate, a clean sand should be provided. Following drilling of the SVE and air sparge wells, each well will be finished with an 8”-diameter manholes anchored in concrete (THIS IS HOW IT WILL EXIST WHEN YOU ARRIVE). The manholes, concrete, etc., will need to be removed and disposed of offsite prior to accessing the wellheads for connections. Vacuum piping should be connected to each wellhead with fittings provided by Subcontractor. Pressure gauges will be provided by the equipment vendor and should be installed by Subcontractor. SVE wells will be finished with an 18”-diameter manhole similar to an Emco Wheaton A0721-018 provided by Subcontractor. Air sparge hoses should be chased through conduit and connected via a 90-degree elbow to the wellhead so that the hose does not crimp. All hose and fittings should be supplied by Subcontractor. The wellheads should be packed in sand and then covered and compacted with native rubble-free material or additional fill and finished off with black-dyed concrete at the surface. NO VAULTS ARE REQUIRED. Quality control testing should be accomplished prior to covering the wellheads. The subcontractor will load any contaminated soil from trenches into an onsite stockpile and cover appropriately if it is encountered and they are directed to do so by Terraquest. If additional fill material is required, Subcontractor shall provide a clean fill that is agreeable to compaction. The final surface should be finished to pre-trench conditions. Any and all concrete, asphalt, seed, straw, and gravel necessary to do so are the Subcontractor’s responsibility. 7/6/22 Prepared Bid Specification - INSTALLATION Madhukunj, LLC Soil and Groundwater Remediation System #40784 Perth Mini Mart By: Terraquest Environmental Consultants, P.C. 5 Troutman, Iredell County, North Carolina All piping and hosing and associated connections must be fully sealed. Quality construction is imperative in this regard. The remediation system will not operate properly if unions are not properly constructed. Refer to pressure testing sections for detailed instructions on pressure testing procedures and requirements. Power Service A suitable power pole with weather head should be provided and installed near the equipment compound at a location advised by Terraquest in the field. The pole will include a meter base and main disconnect. As allowed with the permitting process, once the equipment is in place, the Subcontractor will provide and install wiring from the main disconnect to the building’s control panel. All necessary fittings, wire, and other hardware will be provided by the Subcontractor. Subcontractor will solely be responsible for securing the required permits and provided the necessary licensed individuals. Line Tightness Testing The Subcontractor shall check the tightness of the vacuum piping and air supply hoses/HDPE through pressure testing. The vacuum piping and air sparge hosing should be capped prior to testing at each wellhead before the piping/hosing is subsequently connected to each wellhead. Fittings necessary to do so are the Subcontractors responsibility and will not arrive from the equipment vendor. While these fittings may be disposable it does not negate their necessity. While the Subcontractor should test individual portions of the lines before backfilling trench segments, the individual tests are not a substitute for a total system test which must be performed. Compressed air should be supplied by the Subcontractor. The test consists of the application of 20 psi to a piping/hose system that should be maintained with no loss whatsoever for a period of 15 minutes. If the test does not pass, then all valves and visible fittings shall be checked for closure/leaks and the test repeated. Additional failures will require an assessment of the severity of failure and a subsequent decision by the engineer to accept the system as is or require the leak(s) to be found and corrected. The engineer reserves the sole right to make this decision based on test results and system operating requirements. Final Connections The Subcontractor will be responsible for final connections of SVE piping and air supply hose (or HDPE) to the equipment enclosures. The exact connections should be confirmed with the equipment vendor prior to installation. Most likely, the SVE enclosure will arrive with 2”- diameter PVC piping protruding from an exterior wall. The air sparge enclosure will have an external header with 3/8”-diameter hose barb connections. Subcontractor shall securely connect pipe/hose/HDPE with fittings and clamps they provide.
