Corrective Action Performance Report August 4, 2023 The Corner Grocery – NCDEQ Incident #36165 ATC Project #199AGG2301 2 2.0 EXECUTIVE SUMMARY ATC Associates of North Carolina, P.C. (ATC) submits this Corrective Action Performance Report for The Corner Grocery located at 101 McAdenville Road, Lowell, Gaston County, North Carolina. The associated groundwater sampling and reporting was performed based on the Task Authorization (TA-20), dated April 6, 2023, by North Carolina Department of Environmental Quality (NCDEQ). The approved TA-20 includes the sampling of seven monitoring wells (MW-1, 2, 3, 4, 6, 9, and 10), the monthly measurement of water levels, pressures dissolved oxygen levels, and depth to water in four wells (MW-2, 6, 9, and 10), monthly PID readings and flows from the soil vapor extraction (SVE) portion of the remediation system, operation and maintenance of the remediation system, and monthly sampling of the SVE emissions. ATC collected VE emission samples on April 19, 2023, May 23, 2023, and June 28, 2023 for laboratory analysis. ATC collected groundwater samples on June 28, 2023 from monitoring wells MW-1, MW-2, MW-3, MW-4, MW-6, and MW-9. Monitoring well MW-10 could not be located. Cleanup Goals:  Free Product: Not required. Free product has not been present at the site.  Soil: Not required. Concentrations are less than Residential MSCCs.  Groundwater: Reduce benzene concentrations to below the GCL. 2.1 Free Product Free product or light-non aqueous phase liquid (LNAPL) is not present and has not been present at the site. 2.2 Contaminant Mass/Concentrations The benzene concentrations (presented in µg/L) in wells MW-2 and MW-6 prior to and following startup of corrective action are presented below. Note the reduction in the benzene concentrations. Date 1/31/2023 6/28/2023 Reduction MW-2 11,900 163 99% MW-6 8,130 6,470 20% The vapor emission samples collected on April 19, 2023, May 23, 2023, and June 28, 2023, indicated low concentrations of volatile organic compounds, with benzene ranging from 25 to 36 micrograms per cubic meter (µg/m3) and total petroleum hydrocarbons (TPH) ranging from 1,000 to 1,300 µg/m3. TPH concentrations decreased with time. The estimated mass of TPH removed was 7 pounds. 2.3 Remedial Action Plan The corrective action plan includes air sparging in three sparge wells and three vapor extraction wells in the area of monitoring wells MW-2 and MW-6, to reduce benzene concentrations to below the GCL. Corrective Action Performance Report August 4, 2023 The Corner Grocery – NCDEQ Incident #36165 ATC Project #199AGG2301 3 2.4 Remedial Action Effectiveness Based on the reduction in benzene concentrations of 99% in MW-2 and 20% in MW-6, the remedial action appears to be effective. The June 28, 2023 benzene concentration in MW-2 was well below the GCL. A 23% reduction in benzene concentration in MW-6 would reach the GCL cleanup goal. 2.5 Receptors No water supply wells area located within 1,000 feet of the source area and no surface water bodies are located within 500 feet of the source area. 3.0 SITE HISTORY AND CHARACTERIZATION 3.1 UST Owner and Operator Information Refer to Table 1. 3.2 UST Information Refer to Table 2. 3.3 Non UST Information No above ground storage tanks are located at the site. 3.4 Description of the Release During the installation of the 12,000-gallon gasoline UST on September 19, 2006, adjacent to the existing UST basin, soil was removed and stockpiled. The analysis of soil sampling indicated TPH concentrations as high as 1,140 milligrams per kilogram (mg/kg). Subsequent soil and groundwater sampling indicated a release of gasoline, with the highest concentrations located along piping and near dispensers. 3.5 Site Characteristics The use of the site and surrounding properties include commercial and residential uses. The nearest residence is located approximately 270 feet southwest of monitoring well MW-3. Surface cover at the site is mostly asphalt and concrete pavement with grassed areas east of the building and pavement. The surface cover of the surrounding properties also include a mixture of paved and grassed areas. The site is located on a topographic ridge at an elevation of approximately 780 feet. Groundwater flow is to the east, toward an intermittent stream located approximately 1,200 feet from the site. Corrective Action Performance Report August 4, 2023 The Corner Grocery – NCDEQ Incident #36165 ATC Project #199AGG2301 4 3.6 Geology/Hydrogeology The site lies in the Charlotte Belt of the Piedmont Physiographic Province. The bedrock beneath the site consists of granite. Bedrock was not encountered at a depth of 50 ft-bgs. The regolith consists of red-orange silty clay transitioning to sandy silt with depth. Based on groundwater elevation data at the site, groundwater flow is to the east. No surface water bodies have been identified within 500 feet of the source area. 3.9 Remedial Action Implementation The remediation system was activated on March 22, 2023. This is the first groundwater monitoring event following startup of the system. 3.10 Progress of Remedial Action The June 28, 2023 groundwater sampling was the first groundwater monitoring event following startup of the system. The results indicated significant reduction in benzene concentrations in wells MW-2 (99%) and MW-6 (20%). The benzene concentration in MW-2 was significantly less than the GCL. The benzene concentration in MW-6 was 6,470 µg/L. 4.0 GROUNDWATER MONITORING On June 28, 2023, ATC measured the groundwater levels in monitoring wells MW-1, MW-2, MW- 3, MW-4, MW-6, and MW-9. Monitoring well MW-10 could not be located during field activities and is presumed to be covered with soil from the installation of the remediation system. The location of the monitoring wells, and remediation wells (air sparge wells AS-1 through AS-3 and vapor extraction wells VE-1 through VE-3) installed in January 2023 are illustrated on Figure 2. The depth to groundwater and groundwater elevations are presented in Table 3. The depth to groundwater ranged from 13.18 ft-toc (MW-1) to 18.73 ft-toc (MW-9). Groundwater levels were approximately 3 to 4 feet higher than in January 2023. A Groundwater Elevation Contour Map with the June 28, 2023 groundwater elevations is presented as Figure 3. Groundwater flow is generally to the northeast. Corrective Action Performance Report August 4, 2023 The Corner Grocery – NCDEQ Incident #36165 ATC Project #199AGG2301 5 On June 28, 2023, ATC also collected samples from monitoring wells MW-1, MW-2, MW-3, MW- 4, MW-6, and MW-9 for laboratory analysis. Field parameters (temperature, conductivity, pH, oxygen-reduction potential, and dissolved oxygen) were measured after purging and prior to the collection of groundwater samples (Table 4). Dissolved oxygen level ranged from 0.9 milligrams per liter (mg/L) in well MW-4 to 2.9 mg/L in MW-9. Note that the sparging system was off for several days prior to groundwater sampling. The samples were submitted to Pace Analytical for analysis of VOC using Standard Method (SM) 6200B including oxygenates. Field notes of the groundwater sampling are included in Appendix A, and a copy of the laboratory report is included in Appendix B. Recent groundwater sampling results are presented in Table 5. Historical groundwater sampling results are presented in Table 6. Based on the groundwater sampling conducted to date, concentrations of one or more VOCs have exceeded the 2L Standards in each of the ten shallow monitoring wells and one deep monitoring well. Benzene was detected in one well (MW-6) at a concentration exceeding the GCL. For the wells sampled, benzene concentrations in January 2023 and June 28, 2023 are presented below along with the percent change in benzene and a general description of changes in other VOCs. VOCs detected above the 2L Standards are illustrated on Figure 5. 5.0 FREE PRODUCT REMEDIATION Free product or light-non aqueous phase liquid (LNAPL) is not present and has not been present at the site. 6.0 SOIL REMEDIATION Soil remediation is not required, since contaminant concentrations are less than the Residential MSCCs. 7.0 GROUNDWATER REMEDIATION 7.1 Remedial Action Plan The August 13, 2021 Corrective Action Feasibility Study included the results of air sparging and vapor extraction pilot testing, along with the planned remediation system as presented below.  an air compressor capable of providing air to three 2-inch diameter sparge wells screened from 45 to 50 ft-bgs with individual well flow rates and pressures of 5 scfm and 30 psi, respectively, with an anticipated radius of influence of 30 feet; Corrective Action Performance Report August 4, 2023 The Corner Grocery – NCDEQ Incident #36165 ATC Project #199AGG2301 6  a vacuum blower capable of removing soil vapor from three 4-inch diameter vapor extraction wells screened from 5 to 15 ft-bgs with individual well flow rates and pressures of up to 40 cfm and up to 32 inches of water vacuum, respectively, with an anticipated radius of influence of 30 feet; and  three air sparge wells and three vapor extraction wells.  The remediation equipment is contained within a trailer placed behind the rear of the store building (northeast side). Remedial Action Implementation Installation and Startup ATC supervised the installation of the remediation wells and system between January 16 and February 14, 2023. The remediation system was inspected on February 23, 2023 and electrical power was provided to the system on March 15, 2023. The system was started on March 22, 2023. The remediation system includes air sparging using three sparge wells (AS-1, AS-2, and AS-3) and three vapor extraction wells (VE-1, VE-2, and VE-3). The locations of the wells are indicated on Figure 3. The operation of the remediation system began on March 22, 2023. The remediation system is rented from LMS Manufacturing, LLC in Marianna, Florida. The system includes a telemetry system that sends daily reports of the cumulative run times for the air sparging and vapor extraction components and the air sparging pressure in pounds per square inch (psi) and the vapor extraction vacuum pressure in inches of mercury (“Hg). Selected dates for the reporting period (March – June 2023) are presented in Table 7. Readings of pressures and flows from each well measured at the remediation system are presented in Table 8. Field notes of the O&M system site visits are included in Appendix A. On March 22, 2023, the initial operation of the system began. The SVE system was set to yield 2.5 “Hg for each of the three vapor extraction wells. The pressures to the sparge wells were slowly increased in steps allowing for the water to be pushed out of the wells and sparging to begin. The final pressures and flow just prior to leaving the site were 26 psi and <1 cubic feet per minute (cfm) for AS-1, 16 psi and 2.4 cfm for AS-2, and 27 psi and 2.4 cfm for AS-3. The remediation system ran continuously from the startup date of March 22, 2023 to June 23, 2023, when the system was turned off to allow for stabilization prior to groundwater sampling conducted in June 28, 2023. The vapor flow rates for the vapor extraction wells ranged from 29 to 92 cfm, with average total flows of 102 to 207 cfm. Vapor Intrusion Issues On March 29, 2023, ATC decreased the pressure to sparge well AS-2 due to apparent petroleum vapors entering the store building, based on observations by the occupants. ATC attempted to decrease the sparging pressure to eliminate the vapors in the building, however, any sparging in AS-2 resulted in vapors in the building. ATC suspects that vapors are entering a utility trench that leads to the office area of the building where the vapors were most apparent. Sparging may be resumed in the future as concentrations continue to decrease in the groundwater. Sparging System Failure Following groundwater sampling, the remediation system was turned back on. Note that June 22, 2023 a drop in the sparging pressure was noted from 20.2 psi to 19.7, and on June 23, 2023, the pressure was noted to be 3.2 psi. Due to the drop in sparging pressure and the planned groundwater sampling, ATC shut down the system on June 23, 2023. Following the system restart Corrective Action Performance Report August 4, 2023 The Corner Grocery – NCDEQ Incident #36165 ATC Project #199AGG2301 7 on July 28, 2023, the air compressor was building up pressures as designed, however, the sparging pressure to the wells was still 0 psi. The cause of no sparging could not be determined at that time. On August 3, 2023, ATC visited the site while discussing the issues with LMS Manufacturing. The outlets of the air compressor were tripped. Two of the regulators were open 100% bleeding off air. LMS Manufacturing staff adjusted several settings within the control panel via the telemetry system to enable restarting the system. The two issues were resolved, and the system was restarted. Vapor Emissions and Mass Removal ATC collected vapor emission samples from the SVE system on April 19, 2023, May 23, 2023, and June 28, 2023. The samples were collected from the sample port located between the moisture knockout tank and the vacuum blower, after shutting the SVE system down. The April 2023 sample was collected using a syringe transferring the vapor to the sample Tedlar bag. The May and June samples were collected using a peristaltic pump, after purging the sample tubing. The vapor samples were submitted to Analytical Environmental Services, Inc. in Atlanta, Georgia (via Waypoint Analytical in Charlotte, North Carolina) for the analysis of benzene, ethylbenzene, toluene, total xylenes, and total petroleum hydrocarbons (TPH), using EPA Method TO-15. Field notes of the sampling events are included in Appendix A. The results are summarized in Table 9, and the laboratory reports are included in Appendix C. The concentrations of benzene, ethylbenzene, toluene, and total xylenes ranged from 11 micrograms per cubic meter (µg/m3) for toluene for the April and June 2023 samples to 68 µg/m3 for xylenes for the May 2023 sample. Excluding toluene, the May concentrations were slightly higher than the April concentrations, and the June concentrations were less than the May 2023 concentrations. The TPH concentrations decreased from 1,300 µg/m3 in April to 1,200 µg/m3 in May, to 1,000 µg/m3 in June. Based on the TPH concentrations, vapor flow rates and run times, the mass removal is estimated to be 9 pounds between March 22, 2023 and June 28, 2023 as presented in Table 8. 7.2 Remediation Chronology See above for the first quarter of operational status of the remediation system. The projected reduction in benzene concentrations presented in the October 31, 2022 Record of Decision was 15 to 25% per quarter. The results of the June 28, 2023 groundwater sampling indicated that the progress milestones are being met by the active remediation. 7.3 Remediation Costs Cost for the installation and startup of the system 56,261.50 Cost for the first Corrective Action Performance Monitoring Report (est) 17,001.00 Total 73,262.50 8.0 CONCLUSIONS Since startup on March 22, 2023 through June 28, 2023, the vapor extraction portion of the remediation system operated 97% percent of the time with down time for the system off prior to groundwater sampling. The air sparging portion of the remediation system operated 90% of the time including the down time prior to groundwater sampling and a short time prior to the shutdown. The sparging system would not resume due to issues with the sparging system and controls. The system was restarted on August 3, 2023. The June 28, 2023 groundwater sampling results from monitoring wells MW-2 and MW-6 indicated a reduction in benzene concentrations of 99% and 20% respectively. The June 28, 2023 benzene concentration in MW-2 was 163 µg/L compared to the January 31, 2023 concentration of 11,900 µg/L. The June 28, 2023 benzene concentration in MW-6 was 6,470 µg/L. The proposed performance milestones for this monitoring period have been met.
