(CDG) submits this Quarterly Monitoring Report for the JacksonLea facility in Conover, North Carolina. CDG assists Osborn with sampling and reporting per the North Carolina Department of Environmental Quality (NCDEQ) Notice of Regulatory Requirements (NORR) dated June 26, 1998, and the subsequently-issued February 21, 2003, NORR amendment and Acknowledgment of Reciept/NORR dated July 18, 2022. A portion of the USGS 7.5-minute “Newton, North Carolina quadrangle” topographic map location showing the site is presented as Figure 1. 2.0 BACKGROUND INFORMATION In January 1997, a toluene release from the underground storage tank (UST) system was listed as NCDEQ Incident No. 17439. A Comprehensive Site Assessment (CSA) and Corrective Action Plan (CAP) were completed to characterize, delineate, and remediate the release. A remediation system which consisted of soil vapor extraction (SVE), air sparging, and pump-and-treat technologies was implemented in July 1998. A modified dual phase extraction (DPE) system was installed in August 2003 to remediate off-site contamination and to replace the former treatment system(s). The DPE remediation system was designed to recover both groundwater and soil vapors from existing on-site recovery well RW-2 and off-site recovery well RW-3. The DPE remediation system replaced the initial pump-and-treat system that was ineffective in capturing the downgradient portion of the groundwater plume. These activities were conducted by Cooper Environmental. Eight shallow (Type II) monitoring wells (MW-1A, MW-2A, MW-3 through MW-8) and one deeper screened (Type III) vertical extent well (VE-1) are currently located on-site, most of which are utilized for periodic groundwater monitoring in accordance with the NORRs. The JacksonLea facility has been vacant since 2009 and the manufacturing and warehouse buildings and support machinery (i.e. air conditioners, air compressors, electrical transformers, toluene reclamation system, material hoppers, etc.) were demolished and removed in 2012. Although the major structures and utilities were removed from the site, the remediation system continued operation using power distributed from a stand-alone electrical service installed after the demolition began. The water supply well “JacksonLea WSW” had been supplied power distributed from the Quarterly Monitoring Report CDG Project No. R055723001 JacksonLea Facility September 27, 2023 Incident No. 17439 Page 2 adjacent warehouse. However, due to the water supply well not being used since manufacturing has ceased, with no planned use for the well in the foreseeable future, no other electrical service has been installed for the well. Therefore, the well is no longer operational. CDG conducted a receptor survey update for the site in August and September 2016, as directed by the NCDEQ. The receptor survey update identified the “Cargo-WSW” located on the down- gradient adjacent property as the only receptor of concern. The “Cargo-WSW” is sampled at least annually when operational. The results of the receptor survey were submitted to the NCDEQ in the Receptor Survey Update Letter dated October 3, 2016. In May 2019, the DPE remediation system experienced a major system component failure when the vacuum knockout tank partially collapsed due to metal corrosion. Due to the costs necessary for replacement of the knockout tank, the age of other major components associated with the DPE system, and for the purpose of increasing the operational efficiency of the groundwater remediation system, the remediation system was modified to use submersible pneumatic pumps for groundwater recovery from recovery wells RW-2 and RW-3. The modifications included the installation of two pneumatic pumps, one each in recovery wells RW-2 and RW-3, installation of an air compressor in the system trailer to provide pressurized air for the operation of the pumps, installation and underground routing of the additional air and fluid lines between the remediation system trailer and each recovery well, installation of air supply regulators and filters, and reconfiguration of the fluid lines, strainer, and flow meter that were part of the previous DPE system. The modified groundwater remediation system began operation on October 11, 2019. The modified groundwater remediation system no longer employed vacuum vapor extraction as a component of the remediation, and annual air sampling associated with operation of the previous DPE system was discontinued. Historical air sampling results from the DPE system don’t indicate a significant recovery of volatile vapors, and ceasing the vacuum extraction was not expected to negatively impact site remediation. Based on the results of two consecutive semi-annual sampling events conducted in December 2021 and June 2022 indicating no analyzed constituents exceeded the North Carolina 15A NCAC 2L (2L) Standards, CDG recommended deactivating the remediation system to allow confirmation Quarterly Monitoring Report CDG Project No. R055723001 JacksonLea Facility September 27, 2023 Incident No. 17439 Page 3 groundwater sampling under static conditions. CDG also recommended conducting confirmation sampling on a quarterly basis to more closely track potential rebound in the concentrations or migration of the contaminants. The NCDEQ approved the shutdown of the remediation system and quarterly confirmation sampling in their letter dated July 18, 2022, and the remediation system was deactivated on August 4, 2022. Operation and maintenance (O&M) for the remediation system is subcontracted by Osborn to others when active. Previously, semi-annual sampling events were scheduled to be completed in May and November by CDG with subsequent reporting to the NCDEQ in June and December of each year. 3.0 REMEDIAL SYSTEM OPERATION When operating, the modified groundwater remediation system uses two submersible pneumatic pumps to recover groundwater, one each in recovery wells RW-2 and RW-3. The pneumatic pumps are supplied pressurized air from a reciprocating air compressor installed in the remediation system trailer. The air and fluid lines between the recovery wells and the remediation system trailer are installed in underground chase pipes that were formerly used for operation of the previous DPE system. The recovered groundwater from each well enters the remediation system trailer and passes through a strainer and totalizing flow meter before exiting the remediation trailer through underground piping which is connected to the City of Conover sanitary sewer system. Recovery well RW-2 is constructed using 6-inch diameter stainless steel casing with a screened interval of 30 to 60 feet below land surface (BLS). Recovery well RW-3 is constructed of 4-inch diameter stainless steel casing with a screened interval of 40 to 60 feet BLS. A bottom-loading pneumatic pump is installed in each recovery well. The top of the pumps are installed at a depth of approximately 52 feet BLS and the pumps are approximately 3.5 feet long. Each pneumatic pump is capable of pumping approximately 4 gallons per minute. Cleaning is routinely performed by others (contracted by Osborn) to remove sediment and bio-growth buildup within the treatment system when the system is operating. The modified groundwater remediation system using the pneumatic pumps began operation on October 11, 2019. Quarterly Monitoring Report CDG Project No. R055723001 JacksonLea Facility September 27, 2023 Incident No. 17439 Page 4 As requested by CDG, the remediation system was reportedly deactivated on August 4, 2022, by the O&M contractor. The remediation system was confirmed to be inactive by CDG personnel during the initial quarterly sampling event on August 29, 2022, and remained off through the current sampling event. 4.0 GROUNDWATER/SYSTEM GAUGING AND SAMPLING 4.1 Groundwater Gauging On August 16, 2023, CDG gauged the depth-to-groundwater (DTW) in monitoring wells MW-1A, MW-2A, MW-4 through MW-8, and VE-1 using an electronic water level indicator. DTW measurements were utilized with top of casing elevations to calculate groundwater elevations in the gauged wells. Top of casing elevations are relative to each other and based on a common onsite datum point. The calculated groundwater elevations were used to complete overall groundwater flow direction interpretation (see Figure 3). Groundwater gauging measurements and calculated elevations are provided in Table 1. No measurable accumulations of free phase toluene were detected in the monitoring or recovery wells during the August 16, 2023, sampling event. 4.2 Groundwater Sampling On August 16, 2023, following gauging of the site wells, CDG collected groundwater samples from monitoring wells MW-1A, MW-2A, MW-4 through MW-8, and VE-1, and water supply well “Cargo WSW”. The sampled monitoring wells were purged of at least three well volumes of groundwater (or until the wells purged dry - for those wells with limited water column and/or slow recharge) using new disposable bailers prior to sample collection. The water supply well was purged by opening the spigot and letting the pump operate for approximately fifteen minutes. Following purging, the groundwater samples were collected in laboratory-provided sample containers, marked with identifying labels, immediately placed on ice, and delivered under standard chain-of-custody procedures to Pace Analytical Services, Inc. (Pace) of Huntersville, North Carolina for analyses of select volatile organic compounds (VOCs) using Standard Method 6200B. Quarterly Monitoring Report CDG Project No. R055723001 JacksonLea Facility September 27, 2023 Incident No. 17439 Page 5 4.3 Remediation System Sampling Samples were not collected from recovery wells RW-2 and RW-3 due to the remediation system being inactive. Additionally, an effluent sample was not collected as no effluent was being discharged to the City of Conover sanitary sewer system. 5.0 GROUNDWATER/SYSTEM SAMPLING RESULTS 5.1 Groundwater Flow Occurrence The groundwater potentiometric surface occurs within unconfined water-table conditions above the top of bedrock in unconsolidated micaceous silt. The dissolved phase toluene impact appears to be limited to the unconfined portion of the aquifer at this site. Competent and/or fractured bedrock has not been encountered during previous drilling at the site. DTW in the shallow monitoring wells ranged from 31.05 to 39.47 feet BLS during the August 16, 2023, sampling event. Table 1 summarizes the well construction and groundwater elevation data. Figure 3 is a groundwater potentiometric map completed using the August 16, 2023, water level gauging data. The data indicate an overall direction of groundwater flow primarily toward the east. 5.2 Groundwater Sampling Results Laboratory analytical results from the August 16, 2023, sampling event (Appendix A) indicate toluene was detected in monitoring well MW-1A at concentrations exceeding the 2L Standard. Ethylbenzene and xylenes were also detected in MW-1A, and toluene and ethylbenzene in deep monitoring well VE-1, at concentrations below the 2L Standards. No analyzed constituents were detected in the remaining sampled monitoring wells and no analyzed constituents were detected in the “Cargo WSW” water supply well. 5.3 Remediation System Sampling Results Remediation system samples were not collected during the August 16, 2023, sampling event as discussed in Section 4.3. Quarterly Monitoring Report CDG Project No. R055723001 JacksonLea Facility September 27, 2023 Incident No. 17439 Page 6 6.0 CONCLUSION AND RECOMMENDATIONS The following activities and results occurred during the quarterly sampling period beginning in August 2022:  The remediation system was shut down on August 4, 2022, to allow for confirmation sampling under static conditions on a quarterly basis and currently remains off. This decision was based on sampling data indicating no analyzed constituents exceeded the 2L Standards during the previous two consecutive semi-annual sampling events conducted in December 2021 and June 2022.  Toluene was detected at a concentration of 4320 micrograms per liter (µg/l) in source area monitoring well MW-1A on August 29, 2022, which was the first quarterly sampling event under static conditions. Toluene was subsequently detected at concentrations of 684, 2040, 2180, and 663 µg/l in MW-1A on a quarterly basis from November 10, 2022, through August 16, 2023, respectively.  No other analyzed constituents were detected at concentrations exceeding the 2L Standards during the most recent sampling event. Analyzed constituents initially increased in monitoring well MW-1A soon after deactivating the remediation system on August 4, 2022, with toluene exceeding the 2L Standard for the first time since May 2021. The toluene concentration fluctuated, decreasing then increasing, during the second and third quarterly events following deactivation of the remediation system and remained relatively stable from the third to the fourth quarterly sampling events. Toluene decreased in MW- 1A since the fourth quarterly sampling event to a concentration slightly exceeding the 2L Standard in August 2023. There is an overall decreasing trend in toluene concentrations in MW-1A when comparing the five quarterly events completed under static conditions. Furthermore, toluene was not detected in any of the sampled down-gradient monitoring wells. This indicates the toluene plume currently remains limited to the source area following deactivation of the remediation system. To continue evaluation the static conditions at the site, CDG recommends continued suspension of the remediation system and a quarterly sampling schedule. If toluene concentrations begin to show an increasing trend or there are indications that toluene is migrating off-site, CDG will likely Quarterly Monitoring Report CDG Project No. R055723001 JacksonLea Facility September 27, 2023 Incident No. 17439 Page 7 recommend re-activating the remediation system or propose another corrective action. Once analyzed constituents remain below the 2L Standards and are found to be decreasing or stable over time, CDG will petition for closure of the groundwater incident. The next proposed quarterly sampling event is scheduled for November 2023 with the report to be submitted to the NCDEQ in December 2023. 7.0 LIMITATIONS CDG has performed environmental services at the subject site on behalf of Osborn. CDG has performed this scope of work as an independent contractor/consultant using reasonable care and skill in accordance and consistent with customary industry standards of engineering, geology, and hydrogeology practices. This standard of care is the sole and exclusive standard of care that can be applied to measure CDG’s performance of the work. No other warranty, expressed or implied is made or intended by CDG. The report has been prepared for the exclusive use by Osborn. All recommendations, findings, and conclusions, made by CDG have been made to the best of CDG’s knowledge, opinion and belief, based upon information obtained during this scope of work, and is limited by the scope nature and type of services as agreed upon between Osborn and CDG. Conclusions are provided with the understanding that CDG is presenting information and not rendering legal advice. If such advice is needed, legal counsel should be consulted. It is the responsibility of Osborn under advice of its counsel to notify the appropriate federal, state, or local public agencies as required by law; or otherwise to disclose in a timely manner, any information that may be necessary to prevent damage to human health, safety, or the environment.
