Post-closure care shall …consist of the following: maintaining the integrity and effectiveness of any cap system, including making repairs to the cover as necessary to correct the effects of settlement, subsidence, erosion, or other events, and preventing rainwater that drains over land from or onto any part of the facility or unit from eroding or damaging the cap system;” Resolved-post-closure repairs/maintenance corrective measures were underway during this facility compliance inspection. OBSERVED VIOLATIONS: No violations were observed during this facility compliance inspection. Please see the ADDITIONAL COMMENTS section below for details concerning this inspection. ADDITIONAL COMMENTS: FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6705_INSP_20231025 Page 2 of 4 1) This facility is a closed MSW Landfill, a closed Asbestos Waste Disposal Site and a Landclearing and Inert Debris (LCID) Landfill. 2) The site is secured by a locked gate at the facility entrance. 3) Proper signage is posted at the entry gate stating the permit number and facility contact information. 4) The facility access road is of all-weather construction and appears well maintained at this time. 5) This facility manages Landfill Gas (LFG) through a collection system which is plumbed to the adjacent active Onslow County MSW Landfill, permit #67-09 for use at the onsite Onslow Power Producers/Cube District Energy llc LFG-to-energy plant. The LFG collection system appears well maintained at this time. 6) Facility monitoring wells were reviewed. All reviewed wells were properly secured and labeled. 7) The closed asbestos disposal cell was reviewed. Overall, this area has a well-established cover crop of native warm season grasses. The cover crop is mowed throughout the year as needed and has recently been mowed. 8) Work is ongoing to repair the areas of erosion and differential settlement that were observed throughout the facility during the previous facility compliance inspection. *Please continue working to repair all areas of erosion and differential settlement found throughout the landfill. Moving forward, any areas of erosion or differential settlement found during your routine maintenance inspections should be promptly repaired. All repaired areas should be seeded and mulched to maintain a groundcover suitable to prevent erosion of your landfill cap system. 9) The area of differential compaction, cover crop, and landfill cap damage noted along the toe of the eastern sideslope has been repaired, seeded, and mulched to establish a groundcover suitable to prevent erosion of the landfill cap system. 10) Clearing/mowing and repair of facility surface water ditches is underway. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 6705_INSP_20231025 Page 3 of 4 11) Work is ongoing to repair the areas of sparse cover and erosion that were observed throughout the facility during the previous facility compliance inspection. *Please continue working to repair all areas of sparse cover found throughout the landfill. Moving forward, any areas of sparse cover found during your routine maintenance inspections should be promptly seeded and mulched to maintain a groundcover suitable to prevent erosion of your landfill cap system. 12) Overall, this facility has a well-established cover crop of native warm season grasses. The cover crop is mowed throughout the year as needed and has recently been mowed. 13) Work is ongoing to repair/upgrade the facility surface water diversion features. 14) *Continued corrective measures are required as a result of this facility compliance inspection.
