ADDITIONAL COMMENTS: 1. The facility is properly secured with a locked gate. 2. The access road is of all-weather construction and appears to be properly maintained. 3. Concrete debris was identified to be stored within the waste footprint, to the west of the entrance road. The amount of the concrete debris stored within the waste footprint has not changed size between the September 21, 2020, April 21, 2021, and August 5, 2021 inspections. Previous conversations with Mr. Myrick indicated that the concrete is broken up into rip -rap size and used by local clients on farm roads. This classifies as recycling of the concrete, therefore, the concrete should be removed from the landfill and 75% must be processed, used and removed from the property within the calendar year it was placed on the site, as stated in § 130A 309.05 (c)(1), "Seventy-five percent (75%), by weight or volume, of the recovered material stored at a facility at the beginning of the calendar year commencing January 1, shall be removed from the facility through sale, use or reuse by December 31 of the same year." 4. Overgrown vegetation was observed throughout the facility. The overgrown vegetation must be mown or removed to allow for proper inspection. 5. Edge of waste markers were not visible during this inspection due to the overgrown vegetation. Ensure that the overgrown vegetation is mown or removed so that the edge of waste markers can be seen from one to the next. 6. 15A NCAC 13B .0564 (7), "The site shall establish and maintain an access road around the waste boundary for access by emergency or fire -fighting vehicles and equipment." As of January 1, 2021, it is required that an access road be established around the waste boundary for emergency access. Ensure that an access road is established around the waste boundary. 7. A sign with a site access phone number was identified at the entrance of the facility. A sign shall be posted at the site entrance showing the site contact's name and phone number, the permit number (the site notification number should be used here), emergency contact information and the waste types accepted for disposal at the site. 8. Remove any trees and deep root penetrating woody vegetation that may be growing over the waste. 9. Corrective measures necessary to bring this site into compliance should be completed by June 24, 2021. 10. Digital photographs were taken during the inspection.
